“Solid North” Support For Gibo Gains Ground

Major political leaders from Cagayan to Isabela to Ilocos Norte became the first provinces of the Ilocano-speaking Solid North to rally support for Lakas-Kampi CMD presidential candidate Gilberto "Gibo" Teodoro, Jr., calling him the country’s "best hope" in the race to the presidency in the 2010 elections.

Following a visit to Tuguegarao City this week, Teodoro impressed provincial leaders and their constituents with his program of government and bold quality of leadership, according to Cagayan Governor Alfaro "Boy" Antonio.

The province’s city and town mayors needed little convincing to throw their support behind the ruling party’s standard-bearer, Antonio said.

"We all believe he is the best man for Malacanang," he said of Teodoro, a three-time representative of Tarlac’s 3rd District and the only Ilocano-speaking candidate in the presidential race.

The provinces’ local chief executives jointly pledged more than 400,000 votes for Teodoro in the May 2010 elections—half of the provinces’ estimated 800,000 voters based on the latest Commission on Elections data.

"Secretary Teodoro tops all the other presidential candidates with his intelligence and leadership necessary for the job," the governor said. "He has the only credible platform of government among the aspirants."

Earlier, the two dominant political clans in Isabela, threw their support behind Teodoro, while Ilocos Norte Governor Michael Keon led a major group of political leaders who took their party oath under Lakas-Kampi CMD and pledged support for Teodoro’s presidential bid.

Teodoro said he was overwhelmed by the support and warmth showed by the Cagayenos.

Upon his arrival in Tuguegarao City, he was met by Antonio, Vice-Governor Bobby Fausto and City Mayor Delfin Ting who hosted the Lakas-Kampi CMD candidate during his visit.

"We will campaign hard for him in Cagayan," Fausto said. "Cagayenos, when they see a candidate worth supporting, will do everything in their power to ensure his or her victory." Ting said Teodoro has a blueprint for advancing the province’s rural economy through the building of more infrastructure and development projects in the province’s vast rural areas.
"Secretary Teodoro is that unusual leader—the best of his generation—who comes across as sincere and intelligent, and who knows what the job of a president requires from day one," the mayor said.

In Isabela, Rep. Faustino Dy III (3rd Dist), the Lakas-Kampi CMD candidate for governor, and his running mate, Rep. Rodolfo Albano III (1st Dist), said Teodoro’s accomplishment as a bar topnotcher and excellent record as a public servant will propel him to the presidency. The Dys and Albanos-scions of powerful political families-promised to deliver votes for Teodoro in Isabela.

Keon and some of the most prominent political leaders of Ilocos Norte, upon taking their oath of membership, said Teodoro is "most deserving" to become president. Joining Keon were SP members Angelo M. Barba, Ma. Elena M. Nalupta, Mariano Marcos II, Yvonne Ranada and Jessie Galano as well as Batac Mayor Jeffrey Nalupta and Vice-Mayor Ronald Allan Nalupta, Paoay Mayor Bonifacio Clemente, Jr. and Vintar Mayor Eric Enriquez.

Teodoro, in his acceptance of the Lakas-Kampi CMD nomination, unveiled a program to modernize the country’s education system, improve the Filipinos’ entrepreneurial skills, create a comprehensive medical-care system so that the marginalized sector can avail of quality medical services, and devote more resources to the Philippines’ research-and-development programs to put the country back on technological roadmap.
Teodoro also vowed to fight poverty, build more infrastructure, and launch wide-ranging reform to fast-track the country’s modernization drive. /MP

Total Transparency In Rice Importation

The National Food Authority is putting premium on transparency in its conduct of all rice bidding. It is for this reason that NFA administrator Jessup P. Navarro is inviting all interested parties to observe the bidding scheduled on December 8 and 15 for the importation of a total of 1.2 million metric tons of rice.

Navarro emphasized that the conduct of the bidding for the rice importation strictly complies with the provision of R.A. 9184 or the Government Procurement Law requiring that purchases by government entities should be transparent and open to public scrutiny.

The dates for the pre-bidding and bidding proper have already been published in nationally-circulated newspapers to give interested parties enough time to participate and comply with the bidding requirements.

Aside from rice suppliers, the NFA is inviting representatives from government agencies, farmer organizations, rice retailers and the media to observe the bidding process, all of whom will be provided with copies of the abstract of bids.

"Any interested party can look at the records of the bidding, check and make comparisons in the prices being offered by participating bidders and even interact with the rice exporting companies present during the event," said Navarro.

"Rice is a very sensitive commodity and we would not want to have any issue to be raised against its purchase," Navarro added.

The December 8 and 15 scheduled tender immediately follows the December 1 tender for 600,000 metric tons. During the December 1 bidding, Vietnam Southern Food Corp. (VINAFOOD) offered the lowest price quoted at US$ 598 per metric ton cost and freight followed by Louis Dreyfus at US$ 599 per metric ton and Chaiyaporn Company Rice Ltd. at US$ 639.95 per metric ton. The NFA is still to award the contract. The rice imports are set to arrive from February until May 2010.

The NFA has also awarded to VINAFOOD and Daewoo International Corp. the contract for the supply of 250,000 metric ton of 25 percent broken long grains white rice in the bidding held last Nov. 4. The rice is scheduled to be delivered from January to April, 2010.

"We want to have the assurance there will be sufficient supply of rice at the start of the year," Navarro assured.

The estimated perennial 10 percent deficit in the country’s supply of rice, which is being augmented by importation, was further compounded by the estimated drop of about 1.3 million metric tons in palay production due to the successive typhoons that hit the major rice producing areas of the Philippines in the last three months of 2009.

To compare the NFA buying price for locally produced palay with imported rice at P28.20 per kilogram to P29.75, the NFA buying price for locally produced palay is very much lower.

Most Filipinos Clueless About Automation

Sen. Chiz Escudero this week expressed alarm about the latest Pulse Asia survey showing that 6 of 10 Filipinos are clueless about the automated election system for the 2010 polls.

"If the Comelec can’t even conduct an effective information campaign on the system, what more a full automation of the elections?" Escudero asked, who is the co-chair of the congressional oversight committee on poll automation.

He said the Comelec should now give a full update on the progress of the implementation full automation of the 2010 polls.

"We have not heard the Comelec provides a complete picture of where we are now in so far as this historic undertaking is concerned," Escudero stressed.

Conducted between Oct. 22 and 30, the Pulse Asia survey shows that only 13 percent of the 1,800 respondents said they know a lot about the automated election system while another 26 percent said they know enough of it.

Most of those who expressed knowledge about the system were from Metro Manila and among higher income classes, the pollster said.

"With barely five months to go before the elections, more than half of our people don’t know how the system will work. If the survey did not come out, the Comelec would not have bothered to tell us about their plan to launch a massive information drive," Escudero said.

DTI Prompts Consumers:
Buy ICC Marked Christmas Lights

As the holiday season draws near, the Department of Trade and Industry (DTI) once again reminds consumers to be vigilant and buy only Christmas lights that bear the Import Commodity Clearance (ICC) mark so as to ensure product’s quality and safe use.

DTI Secretary Peter Favila said, "In preparation for the fast–approaching Christmas season, the Department prompts consumers to be extra cautious in buying Christmas lights to enjoy a hazard – free holiday."

"Those cheap and uncertified sets of Christmas lights pose great hazards to its users, such as electric shock and overheating that often leads to fire. Only those Christmas lights with the ICC marks are safe and reliable to use as these products passed the required safety tests and inspections based on a specific standard," adds Secretary Favila.

DTI regulates the sale of Christmas lights in the local market to protect consumers from the hazards posed by this critical product. Under the Bureau of Product Standards’ (BSP) Product Certification Scheme, all importers of Christmas lights are required to have their import shipments (on a per Bill of Lading basis) subjected to sampling and testing based on the requirement of Philippine National Standards (PNS) on Christmas lights at the BPS Testing Center, prior to its sale. Only those importers whose products comply with PNS requirements are issued with the ICC certificate, and are authorized to affix the ICC mark in their products. The ICC mark comes in sticker form and is not directly printed on the package.

DTI Consumer Welfare Undersecretary Zenaida Maglaya stressed, "the Department has only allowed the distribution and sale of sets of Christmas lights with the ICC certificate issued from 2007 to 2009. We request the buying public to examine this on the ICC stickers before their purchase. This is important since the wires of Christmas lights, for example, become brittle after some time and pose danger to the users", she points out.

"Aside from looking for the ICC stickers, consumers should also check if the sets of Christmas lights are completely labeled with the manufacturer’s supplier’s/distributor’s name, address and trademark or brand, rated voltage and rated wattage of the lamp; the words, "For indoor use only", the number of this standard (PNS 189:2000); and the batch/lot number or bar code", Maglaya emphasized.

She added that to further guide consumers on how to use the product, each set of Christmas lights should have suitable warning such as, "do not cascade/attach more than three (3) or the recommended sets of Christmas lights to avoid overloading", "disconnect from supply before removing or inserting any lamp", avoid damage to insulation", and "failed lamps shall be replaced immediately by lamps of the same rated voltage and wattage to avoid risk of overheating".

Secretary Favila underscored, "The proper use of the product is very important to ensure that it performs as expected. Thus, consumers are urged to carefully read the instructions or product manual before installing or operating the product to prevent untoward incidents."

Need More Action Against All Forms of Violence

The growing violence against women and their children is a hot topic during the Kapehan Forum on December 5. The occasion marked the annual campaign (Nov. 25 to Dec. 12), also an international observance by civic organizations that uphold the dignity, importance, and protection of women.

Men opposed to Violence Against Women Everywhere (MOVE) Aklan Chapter headed by Mr. Franklin Quimpo sponsored the forum. Violence includes physical or emotional and all aspects covered by numerous statutes par-ticularly Magna Carta for Women approved on August 14, 2009. It dramatically elevates the status of women in society, removes discrimination and considers domestic violence against them as public crimes.

Panelists included Mr. Franklin Quimpo as convenor, Atty. Romeo Inocencio, former SP member, Ramon S. Gelito, SP member, Mark Vega Quimpo, Kalibo SB member and Pablo C. Beltran, Jr. Kalibo mayoralty candidate. The Forum sought to draw attention to the social problem and to galvanize corporate preventive measures with resources at hand.

Atty. Ronquillo C. Tolentino, first Chairperson of the Women and Family Committee of the provincial Board in 1992 said that legislation on Gender and Development was sponsored by SP member Estrella M. Briones. This was in response to the Family Code (Executive No. 227) signed by Pres. Corazon C. Aquino on August 3, 1988. It highly favors women who for the last two decades were viewed as sex objects, second class citizens, and centerpiece of human trafficking.

The long march toward addressing cases against women’s rights violation resulted to the passage of several pertinent laws.

Atty. Inocencio believes that the country has more than enough laws that insure the equality with men and protection of women and their children against all forms of violence and discrimination. It is sad to note that there is yawning gap between legal statutes and law enforcement. The former SP member underscored the need to internalize these laws in order to be effective. Recent Maguindanao massacre proves this point.

To address the problem, an inter-Agency Committee must be established at the provincial level to formulate policies aimed to deter, to enforce, and to correct. Provincial budget of five per cent per year for Gender Advocacy and Development amounting to P490,000 until recently was under utilized. "We need to focus on broad social and economic dimensions of the problem", Inocencio stressed.

Meanwhile, Mr. Beltran expressed concern over the rising drug addiction, alcoholism, poverty and lack of employment oppor-tunities. They are the driving force behind increasing violence against women. The neophyte candidate favors legalizing pros-titution since efforts to curb them appear ineffective. No win? Why not join them? Mr. Franklin Quimpo said, "MOVE Aklan is organized in March 2007 and presently has nine local chapters that actively promote gender equality, info dissemination, live-lihood, elimination of violence and counseling services.

Data from the Philippine National Police show that from January to November 2008, there were 460 cases of violence against women and their children or 42 cases per month. Of these, 128 were children and 332 women. Kalibo leads with 160 cases and Malay 93.

However, from January to October 2009, the total cases reached 648 or 29 per cent increase over previous year with Kalibo and Malay still on top. Anger and protest were voiced out by advocacy groups over appropriation of GAD funds for official travel of LGU officials. The result is financial hemorrhage as priority program could not be funded.

Also, there are oppositions to Mr. Beltran’s proposal to legalize prostitution in the premiere town of Aklan once elected as Chief Executive. Obiously, flesh trade market, human trafficking and the spread of Aids/HIV directly run counter to basic human rights enshrined in our constitution.

There is brewing dissent on a number of laws protecting women’s rights yet in actuality mean nothing. For instance, Family Code was enacted in 1988 followed by eight complementary laws but the surge of crimes against women and children remains unabated.

The situation is deplorable although not hopeless. Atty. Inocencio says it is a matter of implementation of laws by authorities. In short, a hiatus abetted by the absence of political will and vested interest prevents laws implementation.

National Statistics Office data show that majority of women although employed receive far less income than men. Also double digit unemployment (14 percent) and poverty (41 percent) unduly subject women to life of misery and marginalization. Presently, women empowerment is just a dream, beautiful to behold but difficult to embrace. Probably, the need is more action. /MP

Liberal Party standard bearers Senators Benigno "Noynoy" Aquino III and Manuel "Mar" Roxas II filed their certificates of candidacy (COC) at the Commission on Elections (Comelec) on November 28 as the party’s official Presidential and Vice Presidential candidates, respectively, for the 2010 national elections.

Aquino and Roxas filed their CoCs along with the party’s senatorial candidates – former Senate President Franklin Drilon, former Socio economic Planning Sec. Ralph Recto, Muntinlupa Rep. Rozzano "Ruffy" Biazon, Bukidnon Rep. Teofisto "TG" Guingona, former Bukidnon Rep. Nereus "Neric" Acosta and guest candidates Akbayan Rep. Risa Hontiveros-Baraquel and Sonia Roco of Aksyon Demokratiko.

Detained Brig. Gen. Danilo Lim has already filed his CoC. He said he would run as an independent but would be an "adopted" candidate of the Liberal Party. Lim, who is detained at the Camp Crame Custodial Center for coup charges, was escorted by several policemen.

A short program was held in front of the Comelec office in Intramuros, where Aquino, Roxas and the senatorial bets delivered short messages before their supporters.

Aquino and Roxas have been the frontrunners in all presidential and vice presidential surveys conducted by reputable polling organizations.

The strong showing of the tandem and their platform anchored on good governance and reforms have drawn in new members to the Liberal Party, among them are Aquino’s girlfriend, Valenzuela Councilor Shalani Soledad, Batangas Gov. Vilma Santos, actors Richard Gomez and Cesar Montano.

Others who have defected to the party are Quezon City Mayor Feliciano "Sonny" Belmonte and Vice Mayor Herbert Bautista; Caloocan City Mayor Enrico "Recom" Echiverri; former Senator Joey Lina; Pampanga Governor Ed Panlilio; Gingoog, Misamis Oriental Mayor Ruthie Guingona; Pasay City Vice Mayor Antonio Calixto; and former Laguna Vice Governor Edwin Olivares.

To Promote Food Production

Japan Donates 13,500
Tons of Fertilizers

Tokyo has turned over another 13,500 metric tons of fertilizers to the Philippines that form part of the P253 million (480 million yen) worth of grants. The total is 26,135 metric tons donated to Manila under the 31st Japan Grant Assistance for Underprivileged Farmers Program, according to Agriculture Undersecretary Bernie Fondevilla.

The Japanese government earlier turned over 6,000 metric tons of ammonium sulfate fertilizers, a part of this grant, to farmers with small landholdings.

Fondevilla, who is also chief of staff at the Department of Agriculture (DA) and executive director of the National Agriculture and Fishery Council (NAFC), said the procurement was done through the 31st Japan Grant Assistance for Underprivileged Farmers Program, formerly known as 2KR or Japan ‘s Increased Food Production Program.

The turnover of the fertilizers on a staggered basis is being done by the Japanese government through NAFC, Fondevilla said.

Farmers with landholdings of two hectares and below in 14 provinces selected by the DA are the target-beneficiaries of the program, he added.
"The target users of the fertilizer are palay farmers who are using certified and good seeds in areas covered by the GMA (Ginintuang Masaganang Ani) Rice Program in Cagayan Valley, Central Luzon, Western Visayas, Northern Mindanao and the Davao Region," Fondevilla revealed.

The procurement, which is now the third shipment under the program, will benefit farmers in the typhoon-hit provinces of Northern Luzon. These include Ilocos Sur, Ilocos Norte, Isabela, Cagayan and La Union.

The second shipment benefited farmers in Iloilo and Negros Occidental.
The first shipment, which arrived last September benefited farmers in Agusan del Sur, Davao del Norte, South Cotabato and Bukidnon, he added.
The last shipment of 7,500 metric tons is expected to arrive in Subic port, Zambales on Dec. 14 to be allocated to low-income farmers in Tarlac, Pangasinan and Nueva Ecija.

Fondevilla said a monitoring system will be established by both the Philippine government and the Japanese Embassy in Manila to check the distribution of the fertilizers and ensure that they reach the target beneficiaries.

According to Fondevilla, the Exchange of Notes between the Japanese and Philippine governments covering this fertilizer grant was signed last March 30.

As part of the agreement, the Philippine government will monetize the ammonium sulphate fertilizer by selling it in the local market.

The approximate peso proceeds from the sale amounting to P162 million will be utilized by the DA and the National Economic and Develop-ment Authority (NEDA) to fund social development and agricultural and fishery development projects in poor communities.

The supplier for the fertilizers is Mitsubishi Corporation, which won the supply tender held in Japan on July 10, 2009 conducted by the Japan International Cooperation System, the Procurement Management Agent for the program, Fondevilla said.

Earlier, the Japanese government also provided P2.1 million worth of postharvest facilities that aim to promote organic rice farming in the region.

Fondevilla said the postharvest facilities, located in Barangay Salngan, Passi City in Iloilo , is expected to benefit 108 marginal farmers and their families by increasing organic rice production and promoting rice-based enterprises.

The considerable use of agricultural chemicals has led to a decline in rice yields in Passi City ‘s palay areas. Farmers are shifting back to organic farming to reinject nutrients in farm soils.

The postharvest facilities, which are funded under Japan’s Grant Assistance for Grassroots Human Security Projects, were formally turned over by Japanese Ambassador to the Philippines, Makato Katsura in ceremonies held in Iloilo City recently. / MP

Canada’s Pinoy Senior Golf Player To Invade PAL Tour

RICHMOND, British Columbia — The winningest player in the Pilpino Golf Association (PGA) here vowed to continue "bringing home the bacon" in the sport he loves most as he turned 60 years old last Nov. 20.

Tom Raguero Sr., who learned how to play golf through a former boss in 1978, said his biggest inspirations are his wife, Lucilyn Deza, and sons, Ryan Tom and Tommy, Jr., who were all present in a simple birthday bash at the South Ocean Seafood Restaurant, Garden City Road, Richmond, British Columbia.

Raguero was Low Gross champion from 1988 to 1989. It was only from 1990 to 1992 that he failed to pocket the title when PGA decided to forego the awarding of Low Gross.

Gross Strokes is the actual score (number of strokes) before the player’s handicap has been considered. Gross score is the actual number of strokes taken by a player for hole or round before the player’s handicap is deducted.

Gross is the total number of strokes taken on a round, before the player’s handicap is deducted to determine the net score.

Raguero dominated the tournament from 1993 to 2006. He was interrupted by Jessy Marcelo who snatched the plum in 2007 and Michael Son who won in 2008.

This year, Raguero showed them who’s the boss when he again dominated the tour-nament. His other accomplishments in golf were the following: Gawad Kalinga low gross-2007, second runner-up in the Philippine Airlines (PAL) Tour 2008 in Bacolod City, Philippines, "Player of the Year" in 1995, 1999, 2002 and 2009, and Master Champion: 1993, 2000 and 2009.

Despite his reputation as a one of the finest golf players in the league, Raguero acknowledged other "outstanding" peers, namely: Toti Epondulan, Butch Dulay, Jessy Marcelo, Tom Carracedo, Nitoy Cervantes, Alex Cervantes, Butch Cusi, and Reden Hernandez.

He also considers Efren Doctor, Jessie Castillo, Ed Hermano, Dr. Dan Vargas, Binky Cruz, Danny Villacrusis, Rey Fortaleza, Jojo Hernandez, Art Makalintal, Danny Yambao, Johnny Casillan, Rene Bahena and Manny Yatco as among the top golfers in the league who regularly gave him a good fight for the top trophies.

"When I was not busy, I saw to it to practice regularly and I bring with me my entire family," said Raguero who stressed the importance of family in his passion to excel.

Age, he said, is not a hindrance in his desire to continue playing even as he stressed that his body and mind become more active when he continued to play golf.

The seven former world champions and four current world champions from Mexico who were at ringside during the "Dream Match" On December 6 last year at the MGM Grand, mourned the fall of their last hope to redeem the pride of Mexican ring warriors saying they were shocked with Oscar De La Hoya’s 8th round technical knockout loss to the "Mexican killer" Manny Pacquiao.

"I’m speechless," shot former world bantam-weight champion Carlos "Canas" Zarate (66-4, 63 KOs) who was active in the ring from 1970 to 1988. "I thought Oscar would easily beat Pacquiao." Pipino Cuevas (35-15, 31 KOs), former world welterweight champion, who was active from 1971 to 1989, said he could not believe what he saw and was stunned when De La Hoya was uncapable of dodging Pacquiao’s killer straights.

"He was slow and appeared bloated," he said. Humberto "Chiquita" Gonzalez (43-3, 31 KOs), former world light-flyweight champion, who was active from 1984 to 1995, admitted he was terrified when De La Hoya missed some of his lethal blows and could not hit Pacquiao who moved his head like Mike Tyson. Ruben "Puas" Olivares (88-13-3, 77 KOs), active from 1967 to 1988 and former world bantam-weight and featherweight champion, avoided the post fight conference with Team De La Hoya.

Sources said he was dismayed that De La Hoya did not put up a gallant stand and also did not show up in the post fight press conference. Power industry is undeniably one of the biggest and most impor-tant now. This is the reason why big conglo-merates like San Miguel and Aboitiz are into it and continue to invest in this industry.

That is also the reason why many are now interested in this industry even in the Province of Aklan, because while it may be unknown to many, Aklan Electric Cooperative (AKELCO) has more budget than the Province. For the year 2009 AKELCO’s budget is more or less 1.2 billion pesos while that of Aklan is only 800 million pesos. Of course, the bulk of the expense goes to payment to the power generators and that is where many "investors" are interested.

Many believes that Republic Act No. 9136, the Electric Power Industry Reform Act (EPIRA) was passed to further the interest of the few that are involved in the power sector. It was conceptualized that the power generation, which was the function of the (National Power Corporation) NAPOCOR, a government entity, be privatized. The process was to slowly sell the generating plants of the NAPOCOR and for the power players to put up their own generating plants, the IPPs (independent power producers).

Considering that the power companies will be contributing so much good to our country by investing in the power generation industry, the EPIRA provides for a safety measure where they are not to lose. This is where the Minimum Energy Off Take (MEOT) was con-ceptualized. In essence, the MEOT is the minimum energy the power generator has to sell to a distribution company like the AKELCO so that the power generator will not lost in its investment. Before a power generator starts the construction of its plant, it has to contract with a distribution company for the latter to buy its power. It is provided by regulations that in the contract it will state the quantity of the power to be purchased and the minimum that the distribution company has to purchase. The MEOT has to be stated particularly if the distribution company has other sources of power as it may happen that the distribution company will get only so much power and the generating company will not be able to recoup its investment.

It appears therefore that our regulators are more concerned on the success and profit of the generating companies than the customers of the distribution companies. One reason posited by the regulators is that the investors will not bring in the needed infrastructure for the generating plants if they are not assured of at least a return on their investment. Foreseeing the lack of power, it was deemed necessary to put in measures to also protect the investors.

With our experience and with what is now happening, is the measure really necessary? Were the investors in power generators merely protected or were their pockets fattened?

From the number of companies wanting to enter into the power industry, one can only surmise that it is indeed a profitable undertaking. Even in Aklan, so many are interested to come in and put up generating plants. Newspaper articles are replete with announcements regarding a power plant here, a bio mass generator there, a hydro power application and start of construction in Libacao and in Madalag. Even the Department of Energy approved wind power source in Nabas or Buruanga.

When these power companies, if ever, start their operations will the regulators again impose the minimum off take so that they will not lose? Are they really investments or will they be just legalized schemes to scam the unsuspecting consumers who will eventually pay for their investments?
All is not lost for the consumers though. The Energy Regulatory Com-mission is supposed to be its guardian. It sees to it that the charges are reasonable and within the bounds of the regulations set up by our policy making congressmen. However, as between the giant conglomerates involved in power with all their lobby money and the hapless consumers, it is easy to believe that favor will always tilt in favor of the big companies. Good that the Province of Aklan has a power consumer watch group, at least on the level of the distribution company the irregularities may be "watched". To be more effective, however, the overall picture has to be taken into consideration. There is still the transmission company, the generating companies and even the regulating body that have to be "watched". /MP

"Man of Every-thing, Rizal Is" is the main theme of the Rizal Symposium NVC Rizal Club sponsored in cooperation with the NVC Masscom students. It was held in the NVC CSQ Gym, Estancia, Kalibo in the afternoon of Tuesday, December 8.

The symposium was held in commemoration of the 111th death anniversary of the national hero, Dr. Jose P. Rizal who was killed by musketry. The symposium was also held to inculcate among the youth desirable virtues, life style of Dr. Rizal worthy of emulation and respect and help develop loyalty and love of country.

Atty. Ronquillo C. Tolentino delivered the opening remarks. He traced the nationalistic flavor of some of the writings of Rizal and its meaning to the present day generation.

Atty. Allen S. Quimpo, president of Northwestern Visayan Colleges was the keynote speaker. He expounded on the character of Dr. Rizal who is claimed by all the people of the ASEAN region.

People of Malaysia, Indonesia, Singapore, and other countries which experienced foreign domination identified themselves with Dr. Jose P. Rizal," Quimpo stressed. He related his experience as state guest of the Malaysia government to the Malay-sians commemoration of the Centennial Death Anniversary of Dr. Rizal in 1998.

As products of their research, the following student–speakers in seven (7) minutes each spoke on: Rizal As A Student–Richie Oloroso; Rizal the Farmer–Churchil C. City Mayor Reactivates Anti-Drug Council With P400,000 Fund Support

Roxas City Mayor Vic Bermejo have intensified the anti – illegal drug campaign in Roxas City due to the proliferation of illegal drugs rampant in Roxas City.

Just recently, Bermejo issued Executive Order reconstituting and reorganizing the City Anti-Drugs Abuse Counsil (CADAC) which is inactive and non-functional since 2000.

Mayor Bermeo is alarmed of the increasing incidence of heinous crimes in the city brought about by the use of illegal drugs which must be addressed more effectively to insure community peace and harmony.

In view of this situation he reconstituted and reorganized the CADAC to provide the needed support to wage the relentless campaign against the use of illegal drugs. The Sangguniang Panlungsod also appropriated P400,000 through Appropriation Ordinance No. 048-2009 dated Nov. 17, 2009 taken from Revenue Sources-Tax Revenue-Internal Revenue Allotment as subsidy to Roxas City Police Station for Anti-Illegal Drugs Campaign.

The city chief executive pointed out that with this fund support against prevention and control of use of illegal drugs in coordination with enforcement agencies and the people in the community, the incidence of this menace to the society is minimized.

The CADAC is chaired by the City Mayor with the City Chief of Police as Vice Chair. The members are the DILG City Officer, DepEd City Division Supt., City Prosecutor, City Health Officer, City Social Welfare & Dev. 1st Roxas City PESO Regional Congress

Some 151 participants from six provinces in Region VI attended the 1st PESO Regional Congress held at the San Antonio Resort, Brgy. Baybay, Roxas City recently with the theme: "The Role of PESO in Economic Development amidst the Global Financial Crisis."

Public Employment Service Office (PESO), according to Ms. Milagros I. Barquin, president of PESO Federation of Capiz, is a NON FEE charging multi-employment service facility or entity established or accredited pursuant to Republic Act No. 8759, otherwise known as the PESO Act of 1999.

City Mayor Vicente B. Bermejo warmly welcomed the participants. He was happy to tell them of the good performance of the city’s PESO office headed by Ms. Barquin. A lot of applicants have already been deployed for local employment (550 applicants) and international employment (346) or a total of 896, said Bermejo. Some 34 applicants were hired on the spot: 6 by Yakult; 18 by SM City; and 10 by KCM Trading (a Coca-Cola Distributor) this year.

Barquin said the general objective of the PESO is to ensure the prompt, timely, and efficient delivery of employment service and provision of information on the other Department of Labor and Employment (DOLE) programs.

It aims to provide a venue where people could explore simultaneously various employment options and actually seek assistance they prefer, to serve as referral and information center for the various employment and labor market situation in the area; and to network with other PESOs within the region on employment for job exchange purposes.

Among those who spoke during the opening ceremonies are Director Aida M. Estabillo, regional director, DOLE, Region 6; Mrey T. Cordenillo, City Administrator; City Mayor Vicente B. Bermejo, and Francisco T. Heler, Jr., president, PESOPHIL, Region 6.

Participants from six provinces are distributed as follows: Capiz –17, Iloilo – 52; Aklan – 16; Guimaras – 12; Antique – 23; and Negros Occidental – 31.

Telcos New CP Billing Scheme Reduces Rate

Cellular mobile telephone service providers (CMTS) started implementing the six second pulse charging last Sunday, December 6. This is a new billing scheme expected to reduce mobile call cost, the National Telecommunications Commission (NTC) announced last week.

Mobile phone calls will now be charged every six seconds instead of the previous per minute pulse rate which bills subscribes a full minute rate even for calls less than 60 seconds duration.

The new billing scheme applies to some networks such as Globe to Globe. Calls to other networks will be covered by the six-second pulse billing effective December 16 to give telco firms time to adjust to the new billing system.

The new billing scheme is the latest in the series of changes NTC introduced since last year to bring down the cost of telecommunication services as a result of the Senate investigations on the steep cost of services in the Philippines.

According to Gamaliel Cordoba, NTC Commissioner, Smart Communications, Globe telecom, and Digital (Sun Cellular) will implement the new mobile call rates.

Telco firms are allowed to charge a maximum of P3 for the first two pulses or 12 seconds of every call. The succeeding six second pulses will be charged the prevailing rate per minute rates divided by 1, which each minute having 10 six second pulses.

If the prevailing rate is P7.50 per minute, a flag down rate of P3 will be charged. Every pulse after that will be billed P0.56. This will still result to cost P7.50 a call per minute. But calls less than one minute will cost less. Under these new rates, a 30 second call will cost P4.69 only.

However, each six second pulse after the first minute will cost P0.75 each since the P3 flagdown applies only to the first minute. /MP

Is Ms. Arroyo Satisfied? Happy?

Ms. Gloria Macapagal Arroyo’s quest to become Congresswoman of the Second District of Pampanga is now a reality. However, will she be elected congresswoman on the May 10, 2010 election?

Ms. Arroyo was DTI Undersecretary, Senator, Vice President and President of the Philippines for more than nine (9) years. But she is not yet a congresswoman. Is she following the footsteps of Manny "Pacman" Pacquiao who has seven (7) world titles in boxing? Does she want to serve the three branches of government? She has served the legislative branch and the executive branch as Under-secretary, Senator, Vice President, and President.

While the Pacman is champion of seven world boxing titles in seven different weight divisions, Ms. Arroyo is going down from the highest government position to a lower position.

Pacman started from the lighter weight division and won seven champion-ships gradually increasing his weight. He never reduced weight, returned back, but advanced.

What is the motivation of Ms. Arroyo in stepping down to campaign to occupy a lower government position? She is defying Abram Maslow’s Theory of Motivation where a person becomes ready to face his/her Creator after he/she is fulfilled.

Is Ms. Arroyo fulfilled? It seems she is not after staying in Malacañang for more than nine years as President. She is still looking for employ-ment. Before her stay in Malacañang as a mother, she stayed in Malacañang in 1961 – 1965 when her father was the president.

Ms. Arroyo is not yet fulfilled. She has already attained all the hierarchy of needs if to gauge by using Maslow’s theory of motivation. To many Filipinos, she is fulfilled having been elected to the highest office of the nation and is still there since 2001. She has all the wealth. Name it, her family has it.

But money dissatisfies. No matter how huge of money a person possesses, he/she craves for more. He/she worries if he/she fails to acquire more.

Does Ms. Arroyo belong to this with tremendous wealth? The best motivator and which brings happiness is "satisfaction" to one’s work and accomplish-ment. Satisfaction means happiness. Is Ms. Arroyo dissatisfied with her job and accomplishment that she wishes to get another job? Perhaps, she is not satisfied that she wants to continue working at a lower position after the expiration of her questionable election to the presidency on June 30, 2010.

She is not. How can she be happy with her administration loaded with scandals? The most recent is the "Maguindanao Massacre". How about the "Hello Garci" tape? NBN ZTE Broadband Deal? The Fertilizer Scam?

A priest in Lubao, Pampanga likened Ms. Arroyo to Jesus Christ for "coming down to serve". But Jesus Christ is God. Is she God too? Jesus Christ did no scandal but miracles. Did she have miracles? Yes, Hello Garci, Fertilizer Scam, NBN ZTE Broadband Deal among others.

Electing Ms. Arroyo Congresswoman is a disservice to the Filipino and to her. She must not be assigned another job. She must rest and enjoy the remaining time of her life upon this earth. Electing her Congresswoman will bring more problems to the Philippines and the Pilipinos. Let her rest, enjoy life and there will be peace. Her presence in the House of Representatives will further divide the Pilipino people. /MP

A Cebu Pacific Air Boarding Pass carries a warning on its Kalibo – Manila flight stated: "You must be at the boarding gate 30 minutes before flight departure as we close the gate 15 minutes before the flight. If you are not there when gates close, you will not be allowed to board" (the plane).

Who will Cebu Pacific Air personnel prevent from boarding the plane if there is no passengers by the boarding gate when it is closed?

The Manila-Kalibo flight of Cebu Pacific Air which left NAIA at 1740 hours on Wednesday, December 2 has only seven (7) passengers. Who said there are more visitors and tourists going to Kalibo?

Budget Deficit May Hit P324 B

The 2009 national budget deficit could reach P324 billion because of the need to pump-prime the economy. FITCH Ratings said, "a P324 billion deficit is equivalent to four (4) percent of the expected gross domestic product (GDP) for 2009.

It was earlier expected the deficit could only hit P266 billion, but due to higher public spending, the forecast was revised. The Philippine government will spend more for the reconstruction and rehabilitation of damages left by tropical storms "Ondoy" and "Pepeng". How about the damages typhoon Frank left on June 21, 2008? Where is the Paglaum Fund?

Swift Justice for Journalists

Of the 57 persons recorded dead in the Maguindanao Massacre, 30 are journalists while 27 were civilians. This made the total number of journalists assassinated to 134 in the Philippines since 1986. Out of this number 74 cases or 55 percent happened from 2001 under the watch of Ms. Gloria Macapagal Arroyo.

These 30 deaths in one incident made the Philippines the most dangerous country of the world for working journalists. Moreover, they were killed in the most brutal, inhuman, cruel manner which could have been done by evil because of unsatiable greed for honor, power, and money.

Why did the Presidential Assistant visited the house of the alleged criminal to beg for his surrender? A member of the clan gave in to the request of Sec. Jesus Dureza. Mayor Andal Ampatuan, Jr. was met by Justice Sec. Agnes Devanadera in General Santos City to show a tender loving treatment to the member of a clan which helped Ms. Arroyo conquered Malacañang Palace.

Let us remember the Peninsula Hotel Siege in November 2007 when Sen. Antonio Trillanes and Gen. Danilo Lim marched out of the Makati Court hearing and garrisoned in Peninsula Hotel, Makati City. When the siege ended, several journalists were loaded into bus with their wrist tied with ropes and plastic strips used for dangerous prisoners. Are the journalists who were there to gather news criminals like the Ampatuans?

In the case of Andal Ampatuan, Jr. who is alleged mastermined of the massacre, with men and women still breathing buried into common grave was allowed to ride the plane not handcuffed. When he came out of the plane, he appeared like the guest of the AFP.

The present govern-ment of Ms. Arroyo maybe returning favors to the Ampatuans. In the 2004 election, Ms. Arroyo got 200,000 votes as against FPJ’s 60,000 in Maguindanao. In 2007 election, Team Unity of Malacañang won 12 – 0 in its Senatorial slate.

But is there justice? Is it fair to all concern? Is there equality? Will that promote goodwill and better understanding? The Maguindanao Massacre demonstrated candidly that the Arroyo government administration of justice makes distinction between friend or foe, rich or poor, weak or strong, black or white.

NFA To Import Million Tons of Rice

The National Food Authority (NFA) is scheduled to import one million metric tons of rice this year. NFA deputy Administrator Ludovico Jarina said "it would be good for the country to lock in supply at…low prices before other countries import their own rice requirements."

Vinafood 2, a top Vietnamese rice exporter offered to supply 600,000 metric tons at US$598 per metric ton. Louis Dreyfus Commodities Asia–Pte Ltd. bidded for US$ 599 per metric ton, while another offer was given for US$630 per metric ton. The offers included freight.

If the deal is agreed, the Philippines will import rice at a cost ranging form US$ 0.60 to US$0.63 per kilogram or P28.20 to P29.75 per kilogram at a conversion rate of US$ 1 to P47.20.

This imported rice will be much expensive than the NFA buying price for locally produced palay. Consider this: A 100 kilogram palay at P12 per kilo will cost P1,200. At 60 percent milling recovery means 60 kilograms clean rice after milling. Add the cost of milling, trans-portation and handling including sacks, the cost will be much smaller than the imported rice. It may only cost between P26 to P28 per kilogram.

In view of the series of typhoons and floods that devastated Philippine Agriculture making the Philippines short of rice, the government is forced to import rice from abroad.

But does the govern-ment through the NFA pay higher price for the imported rice than the palay it buys from the Filipino farmers? /MP

Righteous Indignation VS Corruption, Not Hatred

Senator Mar Roxas this week said Filipinos’ righteous indignation against the corruption and wrongdoings of the Arroyo Administration, and not hatred, fuels the call for transformational change in the national leadership that Liberal Party standard-bearer Senator Noynoy Aquino and the LP national slate carry as their platform for the 2010 national election.

Roxas said Malacanang’s mistaken notion that Aquino’s call for reforms is a "platform of hatred" against President Arroyo only proves the Administration is out of touch with reality that leads to the corruption that pervades in government now.

"If a person cannot hate what is crooked, what is corrupt, what is wrong and immoral, then there’s something wrong with him. That is what this Administration has shown again and again," Roxas added.

"There’s something wrong with a person who refuses to be indignant about the culture of corruption and the culture of impunity, and most especially against a culture that turns a blind eye towards the real concerns and feelings of our people," he added further.

Aquino and Roxas bared their platform entitled "A Social Contract With the Filipino People" as they and the LP senatorial slate led by former Senate President Franklin Drilon filed their certificates of candidacy this week with the Commission on Elections.

The Aquino-Roxas platform calls for trans-formational leadership that could re-awaken the Filipinos’ sense of right and wrong through the living example of the national leadership, rapid but widely-shared expansion of the economy, rebuilding of public institutions through strong solidarity among Filipinos.

"We will start to make these changes first in ourselves—by doing the right things, by giving value to excellence and integrity and rejecting mediocrity and dishonesty, and by giving priority to others over ourselves. We will make these changes across many aspects of our national life," according to the platform. /MP

Pauper’s Pay for LGU Councilmen

On the basis of Executive Order No. 811 of Pres. Gloria Macapagal Arroyo dated June 17, 2009, the first trance of the modified salary schedule for local government personnel shall take effect on January 1, 2010. The upgraded base pay covers civilian and uniformed personnel in the government service as well as the modified classification system pursuant to Senate and House of Representatives’ joint Resolution No. 4, Series of 2009.

For Government Owned and Controlled Corporations (GOCO’s), Government Financial Institutional (GFI’s) and Local Government Units (LGU’s), the implemen-tation period shall be in four equal yearly trances but in no case extend beyond four years.

The adjusted salary rates for LGU personnel shall be determined by the Sanggunian on the basis of LGU income class and financial capability. The base pay reference is July 1, 2008 issued by Department of Budget and Management.

Starting next year, first class municipalities like Kalibo and Malay are expected to standardize/upgrade the salaries of their personnel equivalent to 90 percent of existing base pay in 2008. For 2nd, 3rd, 4th, and 5th class towns, it shall be 85, 80, 75 and 70 percent respectively.

The current base pay of salary grade 24 or P22,676.00 per month given to SB members of first class towns could be considered pauper’s income when compared to National Statistics Office poverty threshold level of P15,000. It should be underscored that standard deductions like GSIS, Pag-ibig, private insurance and all others, plus playing godfather to charities, sports, souvenir programs and indigent individuals take a sizeable sum.

Ms. Nanie A. Roldan, Municipal Budget Officer of Kalibo says that the monthly salary of Rural Health Physician and Municipal Secretary although having the same salary grade as SB members are actually receiving higher com-pensation. The reason is that career employees enjoy incremental benefits compared to politicians. They should however, possess high performance ratings and certification as to the availability of fund. Physicians even have the cutting edge since they are covered by Magna Carta for Doctors.

Apparently, financial dilemma faced by members of the legislative branch have been anticipated by the Local Government Code (RA 7160) that allows the practice of profession whether in medicine, legal, business, teaching or technical job. The nagging problem however remains controversial as to its appropriateness since the mission of public service is seriously jeopardized, the legislative output of substandard quality.

For instance, pub-lications in leading weekly tabloids here in Aklan and other places show run of the mill types on environment and tourism laws rather than crafting a legislation that is location and target–specific. The bottom line is to focus on our particular problem, need and interest. It is not simply swallow "hook, line, and sinker" the ordinance ratified in other places. The truth is, there is no in-depth analysis or consultation from local stakeholders and weighing of the impact of proposed legislation to the immediate or distant future.

Dr. Nilda B. Tambong, Vice Mayor of Kalibo and Outstanding Aklanon during the Kapehan forum in March 2009 mentioned that she deftly divides her time between her parental duties as mother, wife and physician, and Vice Mayor and SB Presiding Officer. She says it’s a matter of time management considering the high stakes involved in crafting legislation, presiding over council sessions, committee hearings and promoting general goodwill.

While this may be true for Dr. Tambong, to do multiple tasks and still be credible, obviously, a great majority will be unable to combine private business and politics. In this pre-election campaign, it is suggested that official candidates must publicly sign a statement divesting themselves of their private interests, businesses, and the practice of profession and rather concentrate on politics which is the art and science of good govern-ment. E.O. 811 is expected to be implemented next year with excellent financial guarantees during their term of office.

There is high public expectation from members of LGU councilmen to fully discharge their official functions. It is important that they be concentrated on their assigned task as Committee Chairpersons/Members. Their corres-ponding remuneration and fringe benefits must be secured to increase their effectiveness and self-esteem. Implementation of E.O. No. 811 starts at the earliest time possible. The biblical injunction "No one can serve two masters; either he will hate or will love the other" can be more appropriate in these trying times. /MP

AIDS/HIV, A Growing Epidemic in Aklan

December 1 to 4 each year is dedicated to World AIDS Awareness Week. Present advocates adopted the theme: "Promoting Rights and Universal Access", a passionate appeal to scale down the needless toll on human lives, high cost of prevention, and treatment of AIDS.

Panelists in the November 28, 2009 Kapehan forum were Ms. Rachel F. Grajales, Regional Coordinator and Mr. Bimbim Buta, Team Leader DKR Philippines, Ms. Dareen Era E. Murata, Provincial ARH Council, Engr. Carmelo F. Orbista, Provincial DILG. Ms. Dehbie F. Villaflor, nurse PHO, and Dr. Felma Dela Cruz, Aklan Medical Society.

In his opening statement, Dr. Ambrosio R. Villorente – president, Aklan Press Club requested the guests and the tri-media members for one minute silent prayer for the eternal repose of the souls of the victims of the Maguin-danao Massacre. He denounced the most despicable, inhuman, and barbaric acts of the culprits of the recent Maguindanao massacre. Atty. Ricardo Ibarreta, President – Integrated Bar of the Philippines (Aklan Chapter) voiced same condemnation citing Atty. Cynthia Oquendo and her father from Altavas as among the victims. Both leaders sent their separate manifesto to the Sec. of Justice for impartial and speedy resolution of the case.

Ms. Murata declared that incidence of AIDS/HIV is the result of risky behavior and unprotected sex. "Aids victims are getting younger and promiscuous life com-pounds an alarming situation. There is greater urgency to promote sex education among the youths," she said.

The scourge of Aids worldwide is a monumental disaster and pathetic political inaction. According to Ms. Villaflor, in 2008, a total of 35.2 million adults and children were victims found mostly in sub-Saharan Africa and Southeast Asia. From 1994–2009, the Philippines had 4,082 confirmed cases. Of this total, 85 were found in Western Visayas and nine (9) were found in Aklan. All were male bartenders in Boracay catering to tourists who unfortunately were positive carriers of the disease.

Nevertheless, the above data represent only the tip of the iceberg. More are largely undocumented commercial sex workers who do not submit to weekly pap smear test of DOH.

"There is no known vaccine effective against Aids. Taking in of anti–retro viral drugs only slows down the diseases’ progression", said Villaflor. "Until such time that there is no known cure, the best option is simple abstinence and being faithful to one’s spouse", she added.

Dr. Dela Cruz said, "Human Immune Defi-ciency Virus can be acquired either through sexual contact, blood transfusion, infected syringe needle and body fluids. Kissing could be improbable mode of transmitting the virus since it takes four gallons of saliva just to contact the disease."

A number of preventive measures/program are being instituted by Prov’l. Aids Council to mitigate the problem namely: a) Installing vending machine in Boracay (2 units), b) HIV body testing at DRSTMH (1 unit) and Boracay (2 units), c) Weekly pap smear test for commercial sex workers and issuance of pink cards, d) Free anti retro viral drugs at Western Visayas Medical Center, Iloilo City, e) HIV Core Team at DRSTMH exclusively to handle HIV patients, f) Embalming services (27 trained embalmers in Aklan), and g) Counseling to affected families.

Engr. Orbista said that RA 8504 is the legal basis for the creation of Prov’l. Aids Council. Tagged as the first Council organized in the Philippines. It earned financial support from the United Nations Development Program (UNDP) until 2004. The fund greatly accelerated organization of 12 Municipal Aids Councils, conducted capacity building for health service providers and accreditation of Social HIV Testing Centers. In 2004 onward, the province of Aklan in partnership with civic organizations continued financial support chiefly focused on monitoring and evaluating target clients (tourists and OFW’s).

The absence of lethal safeguards in RA 8504 regarding entry of tourists by force submission to Aids/HIV body tests in the country’s tourist destination is highly unacceptable. This is the reverse of conventional practice employed by our country in the case of departing overseas contract workers. Sometimes we sacrifice our dignity and prerogative before the altar of dollars not realizing adverse consequences.

There are reported cases of 10 year old girls infected with sexually transmitted diseases. This is a direct consequence of heightened poverty and limited employment opportunities. Police personnel round them up and charge them for vagrancy and prostitution but the real persons that should be placed behind bars are the depraved customers. Under the law, this is criminal violation against minors. /MP

Arum: I Won’t Be Pacquiao’s Political Campaign Manager

CALGARY, Canada – Top Rank boss Bob Arum will not interfere in the political career of newly crowned World Boxing Organization (WBO) welterweight champion Manny Pacquiao.

The 77-year-old Arum made it clear he will not even discourage Pacquiao from pursuing his congressional bid in Mindanao in the May 2010 elections even if he would be preparing for his next fight within that period.

"I won’t be his political campaign manager. I will have nothing to do whatsoever with his political career," Arum said in Las Vegas, Nevada several hours after Pacquiao snatched Miguel Angel Cotto’s title with a 12th round technical knockout win.

Pacquiao will pick up the cudgels of his 2007 congressional defeat to Rep. Darlene Antonino-Custodio in Cotabato and is reportedly preparing a campaign war chest of about half a billion pesos against a rival, the Chiongbian family.

Pacquiao admitted that a lot of people have discouraged him from pursuing his political dream to focus in boxing but explained in Pilipino that "it is my desire to really serve the people."

He has filed his certificate of candidacy last week for Congressman on May 10, 2010 election.

In his preparations against Cotto, Pacquiao, who will turn 31 on December 17, trained only for more or less 60 days mostly in Baguio City where his stint was interrupted by super typhoon.

In his next fight, sources said it might be held in March or two months before the elections in the Philippines in order to give him a wide media mileage.

Arum ruled out New York City as venue for the Filipino southpaw’s next fight owing to the taxes that he will have to pay in the premier state. Aside from paying the IRS, Arum said Pacquiao will have to cough another tax for the state as host of a championship bout. Either he will still next fight in the states of Nevada or Texas, Arum added.

He also ruled out former World Boxing Association (WBA) featherweight titlist Edwin Valero of Venezuela as Pacquiao’s next possible foe as he cannot get a visa to enter the United States after he was deported for drunk driving.

The prominent American promoter refused to discuss further the possibility of Pacquaio facing Floyd Mayweather, Jr. in March 2010 as their first negotiations bogged down some three months ago over Mayweather’s "incredible" purse demand.

Cong. Pacquiao Can Stay In Boxing

If Manny Pacquiao wins as congressman in Saranggani Province, Mindanao next year, he can still continue with his boxing career as Philippine laws do not prohibit him from engaging in any sports activity as paid athlete and member of Congress at the same time.

What the charter requires in the May 2010 polls is for candidates to be Filipino citizens with no criminal conviction in court and must be able to read and write.

Pacquiao has basically met these requirements having been a candidate for congressman in Cotabato in 2007 where he was clobbered by Rep. Darlene Antonino-Custodio.

As a lawmaker, however, his boxing career will have to take a back seat for a while as the government job requires full concentration and regular attendance in committee deliberations and sessions which normally last until the morning.

The Constitution also allows an incumbent legislator to quit for health reasons and a special election would be staged to fill up the vacancy.

If Pacquiao wins as congressman, he would only be 31 years old. His itch to stay in the sports that gave him fame and fortune will certainly push him back to the gym until he probably retires for good before reaching 36.
Until he turns 36, efforts of any political party to lure him to run in the senatorial race would be futile as the Constitution requires that a candidate for senator must at least be 36 years old.

Pacquiao is now a candidate for congressman in Sarangani Province. He has replenished his political war chest with a recent haul when he stopped Miguel Angel Cotto for the WBO welterweight championship in Las Vegas, Nevada on Nov. 14.

His promoter, Bob Arum, big boss of Top Rank, hasn’t decided yet whom should Pacquiao face next tentatively in March 2010. Negotiations to entice Floyd Mayweather, Jr. has reportedly commenced. The details of the deal won’t be disclosed until everything has been finalized.

Pacquiao is the first Filipino world boxing champion to run for a congressional seat while titleholder of seven (7) major crowns. /MP

DEVELOPMENTAL POWER

POWER OUTLOOK OF AKLAN

With the mandate of Republic Act No. 9136, the Electric Power Industry Reform Act (EPIRA) that the government owned National Power Corporation (NPC) be privatized, will Aklan suffer brown outs due to scarcity of power?

Many doomsday seers predict that we are on the verge of the dark ages and soon our Province will be plunged into darkness. This is not the situation, however.

Give or take, our power load is about 25 megawatts every day. Around 80 percent of this power that we need comes from the (NPC), the rest comes from our very own Independent Power Provider (IPP), the two plants that we have in New Washington and Nabas. The price of power that comes from NPC is very cheap as the same is being subsidized by the government. The power that comes from the IPP is higher as it is based on the actual cost of generation.

It is understandable that the government would want to sell the generating plants owned by the NPC as it may no longer like to subsidize the cost of power. This is the wisdom that came from our congressmen – which they translated into policy – law – EPIRA. Anyway, that is the situation. What will happen to us now?
The bulk of the power that NPC sends to Aklan comes from a geothermal plant in northern Negros. Some comes from other diesel plants that the NPC may still be operating or subsidizing. This geo-thermal plant, which is considered renewable energy source, was also sold by the NPC to a company owned by First Gen.

The Transmission Supply Contract (TSC) that we have with NPC ends this year. It means that NPC will no longer be obligated to supply us with power as they used to. In fact it has informed AKELCO to look for other sources of power and indorsed it to First Gen, the buyer of the geothermal power plant, because the TSC contract of AKELCO is attached to the said plant.

The good news is that First Gen, even before it has purchased the geothermal plant, already came to AKELCO to negotiate regarding the supply of electricity in the event that it will be successful in its bid to buy the plant. That is how confident First Gen was. First Gen and AKELCO are now in talks as to the purchase of their power. Despite the sale by NPC then, the power being generated by the plant remains and the same power will be sold to AKELCO albeit by another owner. Aklan’s power source is one of the "greenest" as about 80 percent of it comes from a geothermal plant.

While the continuity of power supply is a welcome news, the next concern is the dependability. The power coming from Negros will have to pass through the transmission lines from the geothermal location then to the submarine cable from Negros to Panay and then through some more transmission lines up to Aklan. Any fault or defect along the way, either man made or of natural calamity will surely affect our power situation. The only solution to this predicament is to source our power within the Island of Panay or even better, within the Province.

Many development projects or power projects are now being undertaken or at least planned in the Island of Panay and even our Province. A coal plant is being constructed in Iloilo City. The owner of this plant is also in talks with AKELCO for the purchase of its power once it starts its operations. A bio mass company wants to put up a power plant in our Province to also supply us with power.

AKELCO has contracted with this company but it has not yet started its ground breaking. At least three (3) hydro power companies are interested in constructing dams and other hydro projects in Libacao and Madalag to generate power. These are ongoing or planned projects. However, that will need a considerable time before we can avail of their production. Of the foregoing, the coal plant in Iloilo holds more promise as its construction is now in full swing and it is scheduled to be operational by late 2010.

In the meantime then, do we have enough power? The answer is yes. Aside from the IPP that we have, the power coming from NPC, there is yet another source that we may avail of. Until next. /MP

Villar-Loren Wages ‘Positive’ Campaign

Sen. Loren Legarda, NP-NPC vice presidential candidate, said last week she and Sen. Manny Villar, presidential candidate, will wage a positive campaign in the coming elections to enlighten the people on the issues based on their common platform of good governance.

In formal announce-ment of their political partnership at the Laurel House in Manila, Villar and Loren explained that their "differences" on political issues in the past were "normal" and part of the democratic process.

Loren explained that she voted for the Senate resolution for the investigation of Villar on the budget issue because she supported the democratic process. She was one of the 12 senators who signed a resolution that dismissed the complaint against Villar before the ethics committee because no evidence was found of his guilt.

On the other hand, Villar harbored no ill feelings against those who voted for the probe resolution "as it is part of democracy" and that one cannot expect everybody to agree on the same thing always. He stressed that during the ethics com-mittee hearing all the witnesses cleared him of any wrongdoing.

On the poll survey results showing that their Liberal Party rivals were ahead in the polls, Villar pointed out that the gap has been narrowing. He said, the early results of the polls were due to "emotions" aroused in Sept., referring to the funeral of the late President Corazon Aquino. As the campaign progresses, progress the picture would change.

Loren expressed confidence that once she and Villar are able to bring the issues to the people in the course of the campaign, they will be able to catch up with their rivals and overtake them.

According Villar, it was he who initiated the move to draft Loren as his vice presidential running mate. He found they have a common platform. Loren believed both of them are for the eradication of poverty, for a clean and green environment, against corruption, for women’s rights and for settling the leftist and Muslim insurgencies through sincere negotiations.

"Villar and I would not resort to personalities in our campaign, but to stick to the issues and the planks in our platform to educate the people on the issues of the elections," Loren added. /MP

City Dads Turn Over City’s Aid To Ondoy Victims

City Mayor Vicente B. Bermejo in his urgent desires to help victims of typhoon Ondoy which wrought havoc to lives, properties, and infra-structures turned over AIDS to dislocated LGUs in Metro Manila in coordination with the Sangguniang Panlungsod of Roxas City as part of the city’s Operation Sulong Tulong Program recently.

Financial assistance of some P500,000 in checks and relief goods were personally turned over by City Councilors Ramon Albar, Roger Delfin, Jose Agdalipe and Rolando Ignacio. Budget Officer Gilda Fernando, CSWDO Nona Lozada, Victorio Jesus Arnaldo, Jr., Mitchel Abaracoso, Carlos Galvez, Lloyd Tampos, and Alejandro Amacan accompanied them in the turn over.

Media practitioners John Nerredia, and Rickham Laguda were with the group for the documentation.

In the province of Rizal, Councilor Agdalipe said their contact person was Sr. Supt. Ireneo Dordas, the PNP Provincial Director of Rizal province. On October 14, they were brought to the Municipality of Angono where Brgy. San Roque was worst hit. Relief goods from DSWD plus financial assistance of P100,000 were given to Brgy. Capt. Joey Calderon. In the same town 12 families from Capiz and 15 families from Iloilo who are members of the "Katilingban Nang Mga Bisaya at Kitahanon headed by Ronald Doblas were also assisted.

On October 15, the group went to Brgy. San Salvador in Baras town where they gave P100,000 and relief goods; Bgry. Tandang Kutya in Tanay, Rizal was given P100.000 plus relief goods; and on Oct. 16, at Brgy. Mali, in San Mateo town, P100,000 plus relief goods; and Brgy. Santo Domingo, Cainta, P100,000 plus relief goods. Reports said that Sr. Supt. Dordas identified the barangays that were badly hit by typhoon Ondoy which were in need of assistance both in cash and in kinds.

Local officials in the visited areas thanked the group of city councilors from Roxas City who facilitated the distribution of the financial assistance and relief goods for the victims of Ondoy’s destructive wraths.

Campaign On Rabies & Stray Animals Control

The Sangguniang Panlungsod, Roxas City passed recently Resolution No. 102, Series of 2009, authorizing City Mayor Vicente B. Bermejo to sign for and behalf of the Roxas City Government the Memorandum of Agree-ment (MOA) with St. Francis Park Homeowners Association (SFPHOA) and the LGU of Barangay Tanque, this city to intensify the campaign on rabies and stray animals control.

The passage of that Resolution was based upon the request of the city chief executive upon learning that the residents of St. Francis Park Subdivision has been persistently burdened by the problems caused by uncontrolled roaming of animals within the subdivision area putting to risk not only health and sanitation but also neighborly relationship.

The reports said that subdivision residents have brought this problem to the attention of the city government through the City Veterinarian, Dr. Dante Corros and the Barangay Council of Tanque through Punong Barangay Arthur Areangeles to initiate measures for the control of stray animals within the subdivision area.

The residents cited Joint DA-DOH-DEPED-DILG Administrative Order No. 01-08, the implementing Rules and Regulation of RA 9482, stating "it is the declared policy of the state to protect and promote the right to health of the people."

The MOA provides, among others, for the city government through the city veterinarian’s office to assist in the conduct of catching and impounding stray dogs and other stray animals and taking charge of disposing same and ensuring that the activities to be undertaken are consistent with pertinent laws, policies and ordinances. /MP
