Kapuso Primetime King and chairman and founder of Yes Pinoy Foundation Dingdong Dantes once again joined the panel of judges for the GMA Network Excellence Award, the Kapuso Network’s flagship CSR program that lauds outstanding students of Mass Communication and Electronics and Communications Engineering.

“The term ‘excellence’ has been defined and redefined by these outstanding young individuals. And on my second year of judging, I still get this feeling after, na talagang kahit ako as a judge, I am very inspired,” shares the Pari ‘Koylead actor.

A steadfast advocate for education and the youth, Dingdong said he is looking forward to more batches of exemplary nominees in the coming years. “Nakakailang taon na ang GMA sa paghahanap ng mga ganitong bukod tanging estudyante, and next year will be another opportunity,” he says

According to Ma. Teresa L. Pacis, GMA AVP for Corporate Affairs, “We are very happy to partner with YesPinoy because like-minded organizations must work together to generate greater impact. Many idolize Dingdong Dantes as the Kapuso Primetime King; many more will surely be inspired to follow in his footsteps as he engages the youth through his YesPinoy Foundation.”

GMA Network Recognizes Exceptional Graduates

Excellence must be a way of life. Manifesting this paradigm, GMA Network recently concluded its nationwide search for college graduates with commendable performance in important aspects that uphold the true meaning of being a Kapuso.

Of the 7 finalists, Mari Angelyn Miranda Arambulo, a Communication Research graduate from the College of Mass Communication - University of the Philippines (Diliman), emerged as the GMA Excellence Awardee for 2015. She received a plaque and P50,000.00.

Arambulo thanked GMA for the award and admitted that it was an uphill battle. “I want to say thank you for this opportunity, for recognizing students. It is truly an inspiration for us and for future students to continue working hard,” she said. She also expressed her interest in joining GMA Network in the future.

For this year’s search, a total of 28 nominees vied for the award, with the top 7 finalists making it to the final screening held on July 16 at the GMA Network Headquarters in Quezon City. These finalists include Arambulo and her UP batchmates, Edmer C. Maguan, Ma. Regina T. Lopez, and Kiersnerr Gerwin B. Tacadena, Darlene Amabele P. Salunga from Angeles University Foundation, Perry S. Saico from Weslayan University Philippines and Lord Bien Lelay from the University of Sto. Tomas.

During the final screening, the finalists shared their goals and advocacies, as well as their experience and hardships, with the members of the panel of judges, namely, Kapwa Ko Mahal Ko Foundation President Dr. Orlando Mercado, GMA AVP for Public Affairs Neil Gumban, and Yes Pinoy Foundation Chairman and Kapuso actor Jose Sixto “Dingdong” Dantes III.

Meanwhile, GMA Network Chairman and CEO Atty. Felipe L. Gozon said he is proud of this year’s participants, and revealed that a number of winners and finalists of the previous editions of the award program are now with GMA. “This is our way of recognizing people and inspiring them to do better things so they will succeed later in life,” he says.

The awarding ceremony was preceded by inspiring talks from GMA News senior correspondent Dano Tingcungco, who was a finalist of the GMA Network Excellence Award himself, and Survivor Philippines Celebrity Doubles Showdown Winner Betong Sumaya.

Now on its 14th year, the GMA Network Excellence Award is among the flagship CSR programs of the Kapuso Network. This CSR initiative aims to push excellence as a way of life by honouring select graduating students of Mass Communication and Electronics and Communications Engineering who have demonstrated exemplary track records in the areas of leadership, academic performance and social responsibility.

 In previous years, only students from partner universities and colleges were eligible to join the competition. However, starting this year (covering academic year 2014-2015), the competition became nationwide in scope and open to all bonafide Filipino graduating students of  Mass Communication, Multi-Media Arts, Advertising or any equivalent course focused in communication, as well as ECE.

The joint elements of Aklan police strikes again against two (2) peddlers in Aklan specifically at Brgy. Mambog, Banga, Aklan.

The suspects are identified as Emmanuel Neric y Tresvalles, male, 24, single, resident of Brgy. Poblacion, Altavas, Aklan and Emiltn Ilejay y Reve-sencio, 37, single, native of 1407 Lord Court, Stockton, California, USA. She is presently staying at Villa Salvacion, Toting Reyes St., Kalibo, Aklan.

Recovered  from the suspects’ possession are as follows:

From Emmanuel Neric are five (5) pcs One Thousand Pesos (P1,000.00) with serial No. TF002468 (boodle marked) worth Five Thousand Pesos buy-bust money while recovered from asset one (1) heat-sealed transparent plastic sachet containing white crystalline substance of suspected shabu marked by seizing officer as EN with date 7-27-15 and signature of seizing officer.

Further recovered from immediate possession custody and control of another suspect Emilyn Ilejay y Revesencio inside the sling bag are:

The inventory o confiscated items was conducted inside the stock room beside the place of drug transaction due to bad weather condition in the presence of the suspects Prosecutor 1 FLOSEMER CHRIS GONZALES as DOJ Representative, Hon. Aquilino C. Quimpo, Brgy. Kagawad of Brgy. Mambog, Banga, Aklan and Mr. Arbelle Z. Zausa as Media Representative from Brigada FM.

 The successful operation was spearheaded by PAIDSOTG under direct supervision of PSINSP BERNARD P UFANO, Chief PAIDSOG, Aklan PPO PIB under direct supervision of PCINSP DANILO DELOS SANTOS and Banga PNP led by PINSP GEO A COLIBAO, Deputy PAIDSOTG and SPO4 Angelito S. De Jose, OIC Banga MPS with PDEA 6 coordination.

The suspects were placed under arrest and informed of their offense, and their constitutional rights. They were brought to the DRSTMH hospital, Kalibo, Aklan for medical examination. After which, booking and documentation are conducted at Banga police station while the case is being prepared for filing of appropriate charges in court. In the morning July 27, 2015, at Brgy. Osman, Malinao, Aklan the accused Geovani Masula Y Lagaspi, 60 years old, married, and a resident of Brgy. Tamokoe, Tangalan Aklan was intercepted.

The joints elements of APSC led by PSUPT ROGEN MORALES Y ALMASAN, Aklan PIB led by PSINP BERNARD UFANO, CIDG Aklan led by PCI JOHN PAUL A TOVERA, and Malinao MSP led by  PI RYAN D PANADERO implemented LOI Manhunt Charlie at Brgy. Osman, Malinao, Aklan. They arrested the accused GEOVANI MASULA, Rank No. 1.Most Wanted Person of Aklan who was sighted at the aforesaid Barangay and has a pending warrant of arrest for the crime of Murder with Criminal Case number 3524 issued by Marieta J. Homena-Valencia, Presiding Judge, RTC Br 1, Kalibo, Aklan dated April 16, 2012 and Homicide with Criminal Case no. 10755 issued by Domingo L Casiple, Presiding Judge, RTC Br 7 Kalibo, Aklan.

While the said operatives were conducting briefing at the side of a hilly portion of aforesaid barangay, two (2) single motorcycles approached in their position. PO3 Roy Iguin flagged down one motorcycle and the back rider identified as the subject/accused alighted. When he heard the operatives identified themselves as PNP, accused suddenly drew and pointed his cal. 45 pistol towards the operatives. In that juncture sensing danger on their lives, operatives had no choice but to defend themselves. They fired at the suspect hitting on his body that resulted to his death. PO3 Roy Iguin was slightly hit by the bullet on his head and immediately brought to a Kalibo Hospital for treatment.

Two (2) male companions of the accused were apprehended. Recovered from Raymond Tambong, 28 years old, single and a resident of Brgy. Libang, Makato, Aklan was one (1) plastic toy handgun. One (1) bolo was recovered from the possession and control of Arche Legaspi y Taran, 28 years old, single and resident of Brgy. Bibo Tangalan, Aklan. The two were brought at Malinao MPS for Investigation and proper disposition.

A case for Obstruction of Justice was filed against Raymund Tambong and Arche Legaspi y Taran at the Provincial Prosecutors Office on July 28, 2015 by the Malinao Police. However, it was dismissed due to lack of evidence.

The Senate has passed on third and final reading a bill which seeks to expand the area for the conservation and protection of the country’s rich biodiversity. The Senate declared them as national parks.

Senator Loren Legarda, chairperson of the Committee on Environment and Natural Resources, said the passage of Senate Bill No. 2712 into law would “help conserve and protect representative samples of unique, rare and threatened species of plants and animals and their habitat including cultural diversity.”

According to Senate President Franklin M. Drilon, the measure is meant to boost existing government conservation efforts, “which seeks to preserve the Philippines’ delicate status, prestige, and privilege as one of the most mega-diverse countries in the planet.”  

According to the Department of Environment and Natural Resources, the Philippines is host to two-thirds of the world’s biodiversity and about 70-80  percent of the world’s plant and animal species. It ranks fifth in countries with the most number of plant species, fourth in bird endemism, fifth in mammal endemism and is home to five percent of the world’s flora.

Despite this, Legarda emphasized that for too long, “we have taken our natural resources for granted. Our forests, our oceans, and our mineral deposits have come under such intense human pressure that our biodiversity and whole ecosystem are now under threat. Great challenges face us in the task of protecting and preserving our rich biodiversity.”

Legarda said the Philippines had earlier taken “significant steps” to preserve and protect its biodiversity by enacting the National Integrated and Protected Areas System (NIPAS) Act in 1992 which established protected areas, ranging from huge natural parks to landscapes and seascapes.

Of the country’s total land area of 30 million hectares, she said, 4.07 million hectares or 13.7 percent were under terrestrial protected areas, while 1.37 million hectares or 0.63 percent of the country’s total water area of 220 million hectares were covered by marine protected areas.

However, she said, only 13 of the 113 areas under the NIPAS “had proceeded to be legislated” since the passage of the NIPAS Act 23 years ago. This means that it took an average of one year and seven months for Congress to enact legislation for each protected area, Legarda said.

“Many important ecosystems remain under-protected and unprotected, including open seas, coastal areas, wetlands, tropical forests, among others. Despite the passage of NIPAS in 1992, the protection of many protected areas exits only on paper,” Legarda stressed, adding:

“It is also lamentable that they are not provided with enough resources to handle threats such as poaching, polluting and wildlife conflict.”

Once the proposed bill is enacted into law, Legarda said, local communities and other stakeholders will have the legal basis and incentive to participate in the management and protection of the areas.

“We need to work double time because the protection of our environment is also crucial in our effort towards building resilience and adapting to the changing climate,” Legarda said./MP

*Inaugural Speech of Engr. Lydio “JONG” I. Ureta-President, Rotary Club Of Kalibo on the occasion of the 49th Induction and Turn-Over Ceremonies, Rotary Year 2015-2016 which was held on Saturday evening, July 25, 2015 in ROZ & ANGELIQUE’S CAFÉ, Jaime Cardinal Sin Avenue, Pook, Kalibo, Aklan.

Our distinguished guest speaker who will be formally introduced later, guests who do not need any introduction PDG. Ramon “TOTO” Cua Locsin, PDG. Mark Anthony Ortiz, IPDG. Joe Jay “JUDE” Doctora, DGE. Ronnie Gabalda, fellow Rotarians, relatives, friends, ladies and gentlemen.

Good evening and welcome to the 49th Induction and Turn-over Ceremonies of the Rotary Club of Kalibo.

It is indeed an honor and privilege to lead such a prestigious organization, the Rotary Club of Kalibo. This is a great venue to b e of service to the community together with the ever dynamic officers and members (and spouses) of the Club. I thank the members of Rotary Club of Kalibo for giving me the chance to steer the club for 366 days.

The theme this Rotary Year is “Be A Gift To The World”. RI President K. R. Ravi Ravindran often asks us, 1.2 million plus members worldwide to be gifts to the world this 2015-16. Rotary’s biggest challenge is the eradication of polio. To him, “A future without polio is a gift that we have promised to the children of the world. And indeed it is a gift that we will give. “Rotary’s success in the fight to eradicate the disease is an illustration of the impact Rotary members can have in the world.

Our district 3850 leadership team headed by District Governor Oliver Ong of RC of Zamboanga City has outlined the thrust for RY 2015-2016. Among Others, aside from prompt payment of our dues, we are required to register at The Rotary Central thru My Rotary of at least 50 percent of club members, 100 percent subscription to the Philippine Rotary Magazine. We must achieve membership growth by 12 percent increase over the previous year and diversify by increasing female members to 28 percent. We have to support the $100 per capita annual in Rotary Foundation. We are also asked to organize Rotary Programs such as Rotary Community Corps, Rotaract, participate in Youth Exchange Program and club sisterhood agreements from other country-the latter, our District Governor Oliver has promised to help us during his visit to our club.

As your president-cum-humble servant, I will do the best that I can be to achieve the goals our RI President Ravi and District Governor Oliver lined-up this Rotary year.

To my fellow Rotarians the challenges are very doable when all of us together will do our own part to achieve them. I will not ask more than what you can give. I will rather ask you to give a little more than what you have given in the past Rotary years. In so doing, I am very sure, together working in unity and fellowship, we will be able to achieve our goals. So that every one of us; will be a gift to our club, to our community, to our country and eventually a gift to the world.

I thank my fellow Rotarians, friends, relatives and family especially to my very own SEAL-Supportive, Ever Attractive and Lovable better half Bebbot, and Children Paul, Gabriel and Michael for being “the winds beneath my wings”.

“Bakunang Tuloy-tuloy” for Children

The Weekly Kapihan on July 25, 2015 discussed the topic, “Bakunang Tuloy-tuloy, Batang Aklanon”. The venue was at Ninos Function Hall, Ester Subdivision, New Buswang, Kalibo. The guests were: Ms. Bella AR Villaruel, Nurse II PHO, Dr. Conelio V. Canchon, Jr. PHO I; Ms. Grace B. Ureta, Development Officer DOH; and Dr. Rao-by Fernandez, DepEd.

Dr. Cuachon in a power point presentation discussed the mechanics and guidelines of Dept. Memo No. 2015-0146 or Implementation of School-based Immunization. Since 1975 DOH has provided free vaccines for infants. However, its efficacy could decline over time. Hence, the need of booster doses. The targets of immunization drive this year in the province of Aklan are Grade I and Grade VII pupils enrolled in the public schools to be vaccinated against measles, Rubella (MR) and Tetanus-diptheria (Td) vaccines.

Obviously, Aklan has low cases of human papilloma virus (HPV). Hence, Grade IV female students, 9-13 years old are excluded. HPV is causal agent of cervical cancer and 2nd leading cause of mortality after breast cancer. This program is implemented in neighboring province of Iloilo, said Dr. Cuachon.

Ms. Ureta underscored that the program is first piloted among students of selected public secondary schools in 2013 where high risk and vulnerability based on behavior and potential for the outbreak in school and community were observed. Using 3 vaccines (MR, Td and HPV) and immunization coverage of 78.7 per cent in 19 cities and provinces, results of immunization program was highly successful.

The schedule of mass vaccination will cover the whole month of August. It will include all 322 public schools, said Dr. Fernandez. The vaccination program is free and needs a prior written approval by a parent or guardian. In case of zero or 1 dose or vaccination referral or no immunization card presented, the student shall neither be suspended, grounded nor reprimanded added Dr. Fernandez.

There may be adverse effects following immunization such as fainting, and dizziness. Ms. Villaruel enjoins school heads or principals to have vaccination site in less conspicuous areas. It must be timed to fall during recess period or when pupils have taken their snacks.

Last year during the time of Sec. Enrique Ona, the mass vaccination program of DOH-PHO against measles, Rubella, Polio, and Tetanus among children had a maximum target of 95 percent coverage. Cogent reason is removal of pockets or source of infection. Presently, under Secretary Janette Garin, this is circumvented to include only pupils enrolled in public elementary schools to the exclusion of private schools and schools dropouts.

Based on PHO data, there is one measles incidence from January to April 2015 though in July, there were 3 cases. Aklan therefore is classified as less priority area. Whether this is due to this mild El Nino or not, full preventive measures must be initiated by DOH-PHO. Representation must be made with WHO and Unicef for full coverage against preventable diseases affecting children and young adults.

Dr. Cuachon averred that the number one cause of mortality in Aklan is pneumonia. The second is non-communicable diseases (NCD) that include cancer, diabetes and cardio vascular disease. Well, according to National Academy of Science, NCD’s killed 300, 000 Pinoys in 2012 or considered single worse disaster or epidemic. 

The Philippines’ national health concern should also be focused on obese and overweight children. For children 5-10 years old, the prevalence of obesity and overweight was higher at 5.8 per cent in 2013 but went down to 5.0 per cent in 2014. Obese and overweight children are in danger of type 2 diabetes, cardio vascular disease, various forms of cancer and arthritis.

There is greater involvement of line agencies in this year’s campaign namely: DOH, PHO, DepEd, DILG, LGU, PTA and Private Sector/Professional Organizations. There is more reasons to reach maximum target. /MP

The Smiling Faces Of Aklan LTO Personnel

Congratulations to the personnel of the Land Transportation Office (LTO), Brgy. Tigayon, Kalibo, Aklan for giving to the people prompt, cordial, and friendly services. I was at LTO office on Thursday at 10:00 o’clock in the morning, July 30 to renew the registration of my car. I met the LTO personnel with smiling faces, very eager to serve me. In one hour, the registration of my car was renewed.

For one hour, the following services were done: 1.Stenciling of motor engine number; 2. Smoke emission testing; 3.Renewal of car insurance; 4. Payment of registration fee; and 5. Issuance of official receipt.

While the LTO in Aklan are courteous and friendly in the performance of their official duties, the LTO high level managers in Metro Manila are poorly and miserably providing assistance to their frontline personnel in the provinces. One example is the compulsory change of car plate number. My car plate number looks new, but I was compelled to pay P450.00 for the new plate number. However, though I paid for the new plate, there is no car plate available, I must wait for its uncertain arrival date.

Moreover, I was also compelled to pay P200 fine for late re-registration. The renewal of my car registration is in the month of July and I renewed its registration on July 30, 2015, yet I was told I was late by one week. Hence, I must pay P200 fine.

When I claimed for the 2015-2016 car sticker, I was told, car sticker is not yet available. Here is a government office: LTO which collects penalty for a very short delay in the renewal of car registration, but it does not comply in its obligation. This is not the fault of its field personnel in the provinces like in Aklan but it is caused by top level LTO officials in Quezon City.

The School Head I Like

In a cursory way of research, it is concluded that a school head like the head teacher and principal must possess some certain desirable characteristics to be effective and productive. An ideal principal in the DepEd has a challenging and difficult role to perform in the production of graduates who are loving and loyal to their community, country and fellowmen. A school head must be professionally capable, possesing desirable traits and favorable attitudes.

For one thing, he must exhibit leadership. He takes responsibility both in the successes and the failure of his school. He puts needs of others after himself. He looks to improve his school always and figures out how to realize that improvement no matter how difficult to implement. A principal who does not lead easily becomes jobless later.

A principal must be adept with people. He must connect with each person he deals with, like the teachers, support staff, parents and community members.

He balances tough love with earned praise, especially with the students and teachers. But he is neither push over nor allow mediocrity. He sets attainable standard and live with it.

He is fair and consistent. Credibility is fast eroded due to inconsistency. A school head is also organized and prepared. Each day presents a different challenges that require preparation and organization to meet the challenges. It helps to be organized and prepared for each day is unpredictable.

A school head is the best listener. He needs to prepare to deal with angry student, a disgruntled teacher who may get inside his office. It will disarm a difficult situation if the school head cares to listen to one who felt enraged some way. They need the ears of the school head.

Education is ever dynamic. Hence, school head is visionary. There are always something better and bigger on the way ahead. There is always room for improvement. A school head who does not improve his school is not only stagnant, he is stunted.

According to Ms. Jessica M. Rebustes, a school head must be engaged compassionately and actively in the learning of the students in his school. He is a risk taker and encourages innovation. He builds the capacity of his subordinates. He is respectful. Even if his view is different from others, the school head respects it. He allows other persons to express their views. A school head believes he can learn from his and others’ mistakes.

A school head is trustworthy. He acts honestly and encourages students and teachers to do the same. Moreover, a school, he is also a catalyst. He is an agent of change with the view to produce not only quantity but high quality products. He is genuine as he enjoys being with the company of others.

For one thing, a school head must be approachable. He smiles to people. He is honorable worthy of emulation and respect especially for what he says, his thoughts, and actions.

He is compassionate. He deeply and sincerely cares for his people, his work and his environment. Are you this principal? /MP

WHY NO MENTION OF AGRICULTURE IN SONA?

Senator Ferdinand “Bongbong” R. Marcos, Jr. today July 29, expressed concern that the State of the Nation Address (SONA) of the President did not include agriculture, which is the backbone of the Philippine economy.

“The foundation of our economy is agriculture, yet it was not mentioned at all,” Marcos noted.

He pointed out that the entire SONA, consisting of about 17,000 words, the word “agriculture” was mentioned only when the President thanked Secretaries Proceso Alcala and Francis Pangilinan and in the testimonial of Apayao Governor Elias Bulut, Jr. on the roads constructed in his province.

Apart from these instances, the SONA was silent on the issue of agriculture, Marcos noted.

“It is alarming because we are now entering the full implement-ation of the ASEAN Free Trade Agreement (AFTA) where each member countries committed to open their markets to each other and the first sector that would be hardest hit in the Philippines is agriculture,” he said.

When AFTA was signed in 1992, all ASEAN countries committed to reduce their commercial tariffs by 2015.

Marcos echoed the concerns of business leaders and economists that the Philippines has not taken adequate preparations for the full implementation of AFTA.

“We have not heard anything about the government’s program to support agriculture when we know that majority of our farmers are poor,” Marcos said.

“If the government is serious about helping the poor, it should focus its efforts on the agriculture sector, which I think is facing a crisis,” he added.

Official government statistics show that agriculture grew by 1.78 percent in the first quarter of 2015 compared to the same period last year.

“Improved performances were noted in the crops, livestock and poultry subsectors, but the fisheries subsector posted a decline during the period. At current prices, agriculture grossed P380.1 billion, lower by 1.65 percent than last year's record,” a report of the Bureau of Agricultural Statistics said.

Marcos has filed several bills in the Senate to support the country’s agricultural sector, including Senate Bill No. 112 or the “National Seeds Production Act” and Senate Bill No. 14, or the “National Irrigation Program”.

Recently, Marcos conducted consultations with coconut farmers in Luzon and assured them of his support in their bid to ensure that the P74.3-billion coco levy fund is used for their benefit and for the good of the country’s coconut industry. /MP

When two hundred twenty (220) multi-stakeholders and duty bearers gather, better things come in the way of the Agrarian Reform Beneficiaries (ARBs). The Department of Agrarian Reform in partnership with the Provincial Agrarian Reform Coordinating Committee (PARCCOM) conducted the Aklan Agrarian Reform Summit at the ABL Sports and Cultural Center, Kalibo, Aklan, last July 10, 2015. The event marked the 27th CARP and 6th CARPER anniversary in the country and highlighted the inclusive partnership of all concerned to uplift the lives of the Aklanon farmers.

Ma. Teresa C. Valencia, Provincial Agrarian Reform Officer II of DAR Aklan, said that the activity was a significant gathering for farmers, land owners and other partners in the Comprehensive Agrarian Reform Program (CARP). “Our   farmers are the stars of the occasion and they should be honored as they are our silent heroes, because they feed the Aklanons. Without them, we will all starve to death” enthused Ms. Valencia.

The turn-over of ceremonial checks underscored the credit line of more than one million pesos each for the four Agrarian Reform Beneficiary Organizations (ARBOs). They are KAMMANA ARC, DUCOFA MPC, SANDONNA, and Aparicio AR Coops from the Land Bank of the Philippines under its Agrarian Production Credit Program (APCP).  The LBP Board of Directors representing agrarian reform beneficiaries, farmers and fisher folks listened to an Aklanon, Crispino T. Aguelo, the keynote speaker.

The partnership forged with Manila Water Foundation was a plus factor to the event. Under its “Kabuhayan Para sa Barangay Project” (KPSB) the program provides P100,000.00 non-interest bearing loan to  cooperatives and initial six ARBOs qualified for the project. Ms Janie Rose Alfonso, Program Manager led the MOA signing among beneficiaries.

The AR Summit started with “Market Day”, a bi-monthly activity of the Office of the Provincial Agriculturist bringing the harvest of farmers and fisher folks to employees at the Provincial Capitol, Kalibo. This also showcased other agricultural and fishery products in Aklan. Recognizing the ageing population of Aklanon farmers, DAR in coordination with the Department of Health, Region 6 and the Aklan Provincial Health and the Municipal Health Units of Kalibo, guaranteed that 150 farmers availed of the free pneumococcal vaccines.

Assistant Provincial Agriculturist of Aklan Salome David presented updates on agriculture while PENRO Ivene Reyes of the DENR discussed the agency’s programs under CARP. Meanwhile, the manager of the Social Security System, Ms. Elisa Llavan encouraged farmers to avail the services and enroll with SSS. Other agencies present were Cooperative development Authority, Philippine Coconut Authority, Philippine Information Agency, Department of Trade and Industry.

Agricultural partners and other players were at hand to bring their products to the farmers such as SMART Communications/Koks, GLOBE Telecom which also came with their freebies. Others include Pilmico, Bigante, Syngenta, Victory Global, and Insol Agri.

The occasion  also served as venue for the  recognition of DAR’s partners in CARPER implementation as well as the Most Outstanding Agrarian Reform Beneficiary (ARB), Mr. Apolinario B. Francisco, and Kalipunan ng Maliliit na Magniniyog ng Napaan (KAMMANA MPC), the Most Progressive ARB Organization. /MP

GARIN FILES BILL TO ENSURE FIRST 1000-DAYS NOURISHMENT OF KIDS

AAMBIS-Owa Party-list Representative Sharon S. Garin files a bill which aims to promote exclusive breast-feeding to decrease the number of stunted and wasted children and improve the welfare of pregnant and lactating mothers in the Philippines.

Exclusive breast-feeding or feeding without food, water, or milk substitutes during the first 6 months of infants plays an important role in improving the physical and mental welfare of the children as they grow up.

An advocate of children and food security, Garin filed House Bill 5914 entitled “The First 1000 Days Program.” The measure, if enacted, will institutionalize the care for every Filipino child, especially during the 1,000 day-window, from conception to the child’s second birthday backed up by the latest study from the United Nations Children’s Fund (UNICEF)

“I urge my colleagues in Congress to pass this measure and undertake a comprehensive review of the country’s nutrition policies and programs immediately. This is an urgent matter. The statistics showing the increasing number of undernourished children is disturbing!” Garin pointed out.

Garin attended the 132nd Inter-Parliamentary Union (IPU) Assembly held in Hanoi, Vietnam, where the United Nations Children’s Fund (UNICEF) revealed to Asian lawmakers that a child’s growth will be stunted irreversibly if it fails to get proper nourishment and care during the first 1,000 days from conception to the child’s second birthday.

UNICEF noted in 2012 that there are at least 162 million stunted children globally.

HB 5914 states that “The First 1000 Days Program” shall be divided into three (3) stages:  Pregnancy until birth, 1st day to 6 months, and 6 months to 2 years.

If HB 5914 becomes a law, nutritional supplements shall be provided free by the Department of Health (DOH) for children age 0 to 2 years old and pregnant and lactating mothers; regular check-ups during and after pregnancy shall be mandated and administered by Barangay Health Centers. Necessary vaccinations shall be given to infants for free.

Aggressive public information drive about the free health services offered by the government and the importance of proper nutrition during the pre-natal and post-natal stages shall be executed once the bill becomes a law.

A National Monitoring System shall be implemented by the DOH together with the National Nutrition Council (NNC) on the overall status of infants and their mothers and to know the success and areas of improvement of the program.

The UNICEF said under-nutrition is caused by a lack of adequate nutritious food, poor care, and feeding practices and limited access to health and sanitation, especially during the first 1,000 days. Such leads to stunted growth (height for age) and impaired cognitive development.

UNICEF warns legislators as this poses 20 to 25 percent reduction in income for adults which would result to a 2 to 3 percent loss of the gross domestic product for nations if the problem of under nutrition continues to persist.

A 2012 UNICEF study further said that there are about 44 million children under age 5 in developing countries who are overweight and at risk of chronic illnesses, like diabetes. Some 50 percent of the children in the world with stunted growth live in Asia. /MP
