Rendezvous With Frank

The Philippines Atmospheric Geophysical and Astronomical Administration (PAGASA), Roxas City announced Typhoon Frank is somewhere in Guiwan Eastern Samar in the evening of Friday, June 20. It was estimated to hit Albay in the morning of Saturday, June 21. PAGASA announced too, typhoon Signal No. I was raised in Aklan.

However, at midnight of Friday, PAGASA raised Typhoon Signal No. III in Aklan. But only few heard it as it was announced midnight. Therefore, people were caught prepared just for Signal No. I. People in Aklan woke up early morning of Saturday, June 21 with Frank, whistling with winds 140 – 170 kms. per hour. It was not only wind but whirlwind. In the afternoon of Saturday, floods came with mud specially consigned in Poblacion, Kalibo, and Bulwang, Camanci Sur and Norte, Pusiw and Bubog, Numancia.

Pacquiao Stops Diaz at 9th

At two minutes and 24 seconds of the 9th round, Manny Pacquiao sent David Diaz flat, face down to the canvass. Referee Vic Drakulich didn’t bother to count but ended the fight dethroning Diaz of his World Boxing Council (WBC) lightweight crown. The fight also made Pacquiao the first Asian and Filipino to rule the 135 pound division in boxing. He holds now four world boxing crowns.

The fight was held on June 28 in Mandalay Bay Event Center, Las Vegas, Nevada, June 29 in the Philippines. Mandalay Bay was filled up with boxing fans, most of whom were Filipinos.

Pacquiao threw 788 punches against Diaz’s 463. Pacquiao’s 788 punches, 490 of which were power punches landing 180 of it. On the other hand, Diaz gave 319 punches but only 59 landed.

Pacquiao’s victory over Diaz strengthened his claim as the best boxer of the world pound to pound. Pacquiao (47-3-2, 35 KOs) has developed himself as a dominant fighter in every division where he fought. He has 13 long years history of brawls at lower weights, was too powerful for David Diaz (34–2–1) to match.

Diaz tried but, could not match the speed and strength of Pacquiao. Oddsmakers in Las Vegas made it 5–1 for Pacquiao which the result of the fight proved them right.

One day before the match, WBC Lightweight Champion David Diaz, an American–Mexican felt unfazed. Even if Pacquiao is a heavy hitter, Diaz believed he can beat Pacquiao. Diaz promised to fight toe–to–toe with Pacquiao. Diaz vowed to hold his championship belt.

However, in the fight day, Pacquiao, from the first bell, dictated the tempo of the fight. He peppered Diaz with jabs. Pacquiao, alternately dug into Diaz’s body and face and opened a cut on Diaz’s right eyelids with blood dripping from the cut. In about the middle of the fight, Diaz’s face was a bloody mess. A mouse developed over his left eye. Later, the flurry of punches from Pacquiao resulted to a cut on the nose bridge. Diaz was staggered of Pacquiao’s left–right combinations making Diaz ruled to the roof. The fight ended with the right and left to the jaw that sent Diaz to the canvass, face down at two minutes, 24 seconds of the 9th round.

After the fight, Diaz acknowledged Pacquiao is a clean fighter, who has the speed and rapid punching. Diaz, 32 yielded his WBC Lightweight crown to Pacquiao, the Philippines’ ring icon. /MP

It is quite evident that Singapore is losing its reputation of being one of the preferred choices for the OFWs to work. The cases of maltreatment and harassment are also rampant. Also the government policies have made it difficult for the OFWs to live in foreign countries. The trend further shows how the sharp decline in remittances have had a major impact on the economy. Again the influence of the US on the remittance flows in the Philippines is made very clear here. It would be interesting to see how the workers think of moving out of the country make their choices in the coming years. /by Remitter

May I add that you don’t go to the negotiating table with your bias. Common sense says, you don’t insult the ones you want to have an understanding with. Your slip is showing. You only have one thing in mind, you or your bosses’ interests and you want to ram it down the throat of the Aklanons! Man, what kind of understanding do you expect to get if you view the ones at the other end of the table as “headless chickens”? Pumunta ka pa sa dialog. Change your mind-set please.

Wow! I can feel the insult a hundred miles away! Headless chickens? No progress? What can our leaders say to that? and the point here is, if you truly believe in what you say, why hide? So no common sense was ever practiced during the dialog? Clearly a one-sided view of greedy capitalist (or by their dumb dummies)? /Greg

Headless chickens running. Lots of dust. No progress. Global Business Power Corporation was only invited by the government to help solve the power crises in the province. Energy experts have refrained from speaking on the issue in the hope that some common sense would prevail in the conversation but it seems that some sector do not want to understand why there is a need to increase the rates. People must understand that we must pay the true cost of power if we want to have an efficient and sustainable power industry. Aklanons can also clamor for subsidy but a subsidy is a short-term solutions. That has been done before and it was never been sustained. The government only incurred a lot of losses. Anyway, people in Aklan have choice. Puede silang mag form ng association o cooperative para magpatayo ng planta para malaman nila kung gaano kamahal mag invest at kung ilang taon pa bago mabawi ang investment. Ang sigurado lang ay there will always be a power shortage in Aklan because new capacity would mean higher electricity cost. /Anonymous

Kaya nga, mag patayo kayo ng sarili ‘nyong planta! Or antos na lang kita pirme sa brownout. Sabagay ganon nga ang mangyayari dahil ro data halin sa Department of Energy nagasaad nga ro Panay Island particularly Aklan will have a severe power shortage in a very near future because investors are already indifferent and unresponsive to the appeal of the government to put up additional plant/investment in the province. Tandaan ‘nyo it take five years to build a power plant. Tawag kayo sa DOE para malaman ‘nyo ang tunay na power sitwasyon sa Aklan. There is no such thing as LIBRE except Inquirer Libre! /Anonymous

Every Aklanon, who makes end meet in an honest way, do not get free electricity. Saying that investors are not attracted to put their money in Aklan (power plant) is the product of a shallow alarmist’s lazy mind. It does not make you any wiser just because you have an idea how long it’ll take to build a power plant. Leaders in power are expected to find solutions for the interest of the majority and not just base their decisions on some data. To succumb to the data that your DOE shows you and allow it to influence your views of your fellow Aklanons who are clamoring for reasonable power rates (while some Php3 million of their hard-earned money are spent on getting advices and managers are paid Php350,000 monthly) clearly shows how the Aklanons are being served; neglected and disrespected.

Wow! This petrol storage in Dumaguit is a “clear and present danger” to the environment of Aklan and it has been inaugurated even if there is an existing PO prohibiting oil companies from plying our sea lanes? What’s wrong here? Some groups struck oil here! What is wrong with our government there? Are they being wrestled into submission or charmed into blindness? Again, please, we only ask that the interest of the Aklanons be prioritized here (I am not talking about the interest of a few Aklanon). Please have a genuine heart in serving us. /Greg /MP

DMI and Its Organization’s Milestone

The Daughters of Mary Immaculate (DMI) International, as the name implies, is apostolically involved in service endeavors that are dear to the heart of their patroness: Mary Immaculate. Following her example, the members of the Order are concerned about the needs of their less fortunate neighbors and are committed to serving them.

For this reason, the Catholic Bishops Conference of the Philippines (CBCP) assigned to them four missions, namely, PRO LIFE; MORALITY IN MEDIA, UPLIFTMENT OF WOMEN WORKERS; and ASSISTANCE TO PRISONERS’ – FAMILIES & THEIR VICTIMS.

In compliance with the CBCP mandate, the Daughters of Mary Immaculate International generously made available all manpower and material resources toward the implementation of the tasks involved.

The Daughters of Mary Immaculate International actually traces its beginnings to the religious organization known as Daughters of Isabella, which had its head office in New Haven, Connecticut. The First Philippine Circle (Unit), the Holy Rosary Circle No. 856, Manila, was formally organized on May 24, 1951. More Philippine Circles were subsequently organized. The Philippine Daughters of Isabella existed for about three decades.

At a general meeting convoked by His Eminence Jaime L. Cardinal Sin on April 29-30, 1987, the Philippine Daughters of Isabella which has been declared an independent association, together with the KC ladies Auxiliary Association, was restructured and its name changed to Daughters of Mary Immaculate. In his message during the meeting, Cardinal Sin said, “The Daughters of Mary Immaculate is indeed a monument to the apostolic zeal and relentless dedication of some generous women who banded themselves together into another organization imbued with the same deals and spirit.”

A few years later, DMI Circles were organized in New Jersey and Los Angeles in the United States, and in Sydney, Australia. Thus the DMI acquired an international identity. That was how the word “International” was appended to the original name of the Order, thus making it known, as it is known today, as Daughters of Mary Immaculate International.

The DMI, as an association of Catholic women, has its pledge to the Service of God and country. It hopes that through the humble testimony of service to God, church, fellowmen and country, it could keep a stronger faith and attain greater action in accordance with the exemplary life of Our Blessed Mother among its members.

In the Diocese of Kalibo, the DMI is now 30 years old. A total of twenty (20) Circles have been organized under the four (4) Vicariates to work on the missions. As it moves on for the future, it will live up to the true meaning of its chosen theme for the Pearl Anniversary Celebration, “Sustaining DMI Mission of Love and Mercy Through Mary Immaculate.”

In celebration of its Pearl Anniversary in the Diocese of Kalibo, the Diocesan officers, Vicarial/Circle Regents held the following activities: a. press conference in the afternoon of Thursday, June 19 at the Sangguniang Panla-lawigan Session Hall, Kalibo, Aklan; b. Mass Installation of the Squirettes of Mary at Charismatic Center, St. Jude Parish, Kalibo on June 20; and c. the activities on Saturday, June 21 were aborted due to typhoon Frank such as the Eucharistic Celebration at St. John the Baptist Cathedral Kalibo, motorcade around Poblacion, Kalibo and opening Program at Acevedo Farms, New Buswang, Kalibo were aborted.

Since 1978, the Sto. Niño Kalibo Circle has been under the regency of the following Sisters in chronological order: Lorna M. Quimpo, 1978; Leticia C. Venus – 1981; Nilda B. Tambong – 1982; Manolita Q. Acevedo – 1983 – 84; Librada M. Palmani – 1985 – 1996; Sefalina D. Peralta – 1987 – 88; Carmen “Bing” Ang – 1990 – 92; Amy M. Rago – 1993 – 94; Elvira R. A Case of Filipinos Subsidizing

Thai and Viet Farmers

The Republic of the Philippines, on the occasion of the 147th birth anniversary of Dr. Jose Rizal and the celebration of the feast of St. John the Baptist, has perfected a deal with Vietnam. The deal is for the Philippines to import 600,000 metric tons of rice from Vietnam at a cost of US$940.00 per metric ton including freight to the Philippines.

At an exchange rate of P44.00 to a US dollar, the import cost per ton is P41,360 or a total of P24.816 billion. In simple term, one kilogram cost P41.36. The price will still increase after adding the distribution cost from the port of entry or unloading port to the distribution to several markets in Luzon, Visayas and Mindanao.

This new rice importation, according to DA secretary Arthur Yap, brings to a total of 2.3 million metric tons imported in 2008. It will start arriving to the Philippines in July until September this year. “We have been able to secure a good deal with Vietnam and saw this as a good opportunity to expand our stockpile” claimed Secretary Yap. “This deal will augment the Philippines’ buffer stocks when the price and other conditions are suitable for us,” Yap added.

This latest rice importation enabled the Philippines to import rice from Thailand and Vietnam valued at US$1.54 billion or P67.76 billion at P44.00 to one US dollar exchange rate to date.

Just imagine for the government to import 2.3 million metric tons, a huge quantity of rice from Vietnam and Thailand in less than one year! If that money was made available for the construction of irrigation systems to channel the huge amount of water that has been draining to the seas, evaporating on the air, percolating under the soil and eroding lives and properties, the Philippines should have been a rice exporter and not the number one rice importer of the world. Just imagine the huge amount of money squandered through fertilizer scam, white horse agriculture and other corrupted projects, the farm families could have been economically improved.

But what a shame! The government through its National Food Authority buys palay at P11.00 and increased it to P17 per kilogram with 11 percent moisture content and 97 percent pure. However, the Philippines is buying rice abroad more expensive than what NFA is offering the Filipino farmers. In April 2008, the Philippines bought rice at US$1,136.00 per ton or US$1.136 per kilogram or P50.00.

At 60 percent palay milling recovery, the imported rice is mush more expensive. What a tragedy for Filipino farmers! Here, the GMA government buys rice at higher cost from Thai and Vietnamese farmers, but buys much lower from Filipino farmers. What is the motivation? Time will come, the Filipino farmers will stop producing rice for the market. They will just produce palay for their own consumption.

Milling 100 kilograms of palay at 60 percent recovery will yield 60 kilograms rice. Analyzing the cost, 100 kilograms palay cost P1,700 plus P1.00 per kilogram milling cost. The total cost is P1,760.00 excluding handling. Dividing P1,760 by 60 kilograms milled rice, local rice cost only P29.33 per kilogram. But NFA sells it to the consumers at P18.25 per kilogram.

This explains why NFA is losing billions of pesos of public funds, by subsidizing rice consumers. Add to it the commission paid officials responsible for the rice importation.

NFA Deficit

For the first quarter of 2008, NFA posted a P43 billion deficit. In 2007, the shortfall was P2.6 billion. The rice importation in 2008 as of today, is estimated to be the highest in 10 years and may cost the government of the Philippines US$1.54 billion or P67.76 at P44.00 to a dollar rate.

Production Target

The government envisions to achieve 98 percent self sufficiency in rice in the year 2010. Its production target is 19.8 million tons annually. But how can we attain rice sufficiency? To do it, there must be ample irrigation, efficient and effective agricultural extension and other farm services. But the DA is only existing in Diliman, Quezon City and in their regional offices. There is no frontline technologist to provide necessary farming technologies to farmers. Inputs of production are expensive, fuel to run farm machines are expensive.

The government is focusing at enhancing rice distribution, stabilizing food prices, and cracking down on rice cheats. Notice, there is no production focus.

For the government to achieve its dream of food sufficiency, it must provide ample supports to the farmers. DA must review its rice policy with the view and special emphasis to balance the benefits provided between farmer producers and consumers. /MP

More Taxes Than Plane Base Fare

On June 15, 2008, just last week, I went to Kalibo from Manila via the Cebu Pacific Airline on a 9:45 A.M. flight. For that flight, I was charged P1,669.00. In the official receipt, the P1,669.00 was broken down as follows:

A. P152.00 for “Base Fare”; P179.00 for “Valued Added Tax”; and P1,338.00 for “YQ”. This YQ I was told is for fuel surcharges.

Wow! The government gets more money from the passengers’ fare than the airline. Just imagine, out of P1,669, only P152 is for base fare of Cebu Pacific while P179 is for VAT, P27 higher than the base fare. Moreover, the biggest slice of P1,338 goes to fuel surcharges, a good portion of it is also paid as tax.

On top of these, a P200.00 terminal fee is charged to all passengers who ride in the plane.

This explains why Ms. Gloria Macapagal Arroyo is continuously distributing P500 to all families in Metro Manila whose electric power consumption of not more than 100 Kwhs per month. Well, this is good for those who receive. On the other hand, it is worst for those who consume more even if they are producers of goods or service thereby contributing to the gross domestic product. This dole out encourages more mendicancy. Mrs. Arroyo just distributes the cash as if it came from her own purse. She does not mention that the money came from the taxpayers.

20th CARP Anniversary

The Department of Agrarian Reform officers and employees, agrarian reform beneficiaries celebrated the 20th CARP anniversary with a grand program. The celebration was held on June 10, 2008 in the historic campus of Aklan State University, Banga, Aklan.

The grand celebration started with a Thanksgiving Mass in St. Joseph Parish Church in Banga followed by the anniversary program centered on the theme “CARP at 20 Towards Food Security”.

Atty. Daniel Y. Martelino, the amiable Provincial Agrarian Reform Officer welcomed the guests, visitors and DAR employees. His welcome message was loaded with humor interspersed with CARP Aklan accomplishments. According to Martelino, CARP Aklan envisioned to distribute 25,000 hectares of land to the actual tillers of the soil, about 20,000 hectares or 80 percent of which were distributed. Moreover, it has successfully built bridges, farm to market roads, small irrigation systems and other infrastructure projects costing P200 million from foreign funding agencies. These projects are located in agrarian reform communities in Altavas, Malinao and Ibajay.

Governor Carlito S. Marquez in his message expressed his admiration for the well done CARP projects which are now enhancing agricultural productivity of agrarian reform beneficiaries. Marquez lauded the CARP Aklan officials and personnel under the leadership of Atty. Martelino. Marquez however, expressed his regret over the termination of CARP in June this year unless extended by Congress or the Office of the President.

Congressman Joeben T. Miraflores, Vice Governor Gabrielle V. Calizo and Regional Director Alexis M. Arsenal who were expected to grace the occasion were unable to attend. DAR Asst. Regional Director for Operations Felicidad Bañares and Mr. Guidon Umadhay – chief of operation represented DAR, Region VI.

The program was interrupted by the sumptuous lunch prepared for the occasion.

The lunch over, the rest of the afternoon was spent for recognition. Presentation of plaques and tokens were made to various groups including the Aklan Tri-media by Asst. Director Bañares, PARO Atty Daniel Y. Martelino and Mr. Ronilo Ropa – CARPO.

Those who are recognized with 2007 plaques and tokens are: LTI Performers composed of Yolito R. Remaneses, Cynthia C. Pelayo, Yolanda I. Rasco, Marites M. Chua, and Leonor G. Recio. PBD Performers – Meredith L. Cuison, Cecile T. Igoy, and Emelita M. Lalisan. Mr. Eliserio S. Aguelo of Ibajay Upland ARC was judged Most Outstanding Agrarian Reform Beneficiary. There are two pres. Diosdado Macapagal scholars who graduated with honors. They are Jeoffrey F. Gervacio – BSA–cum laude and Andy P. Ostan – BSA–academic excellence. The Aklan tri media are honored as well. The Aklan Press Club received Certificate of Appreciation. Also awarded are Jessie L. Reyes–Panay News, Jun Ariolo N. Aguirre–PNA, PIA and RGMA–DYRU, Kalibo.

By power point presentation the retirees were given tribute who are: Federico M. Cabardo, Warlinda S. Castuciano, Fredolene C. Custodio, Emelita M. Lalisan, Daniel E. Prado, Roselie R. Restar, Erlinda P. Revesencio, Anatolio M. Suñer, Lucita S. Suñer, and Rheejay R. Suplido.

In behalf of the retirees, Ms. Lucita S. Suñer and Warlinda S. Castu-ciano delivered their response. The program ended with the closing remarks of Numeriano M. Cordova, Jr. PARO I. /MP

ASTI Donates Computer To Numancia Fire Station

The Advanced Science and Technology Institute (ASTI) DOST, through its Director Denis F. Villorente donated one (1) set of Desktop computer valued P16,244.25, its purchased price, to the Bureau of Fire Protection, Numancia Fire Station, Aklan.

SFO2 Alfredo F. Patricio, BFP received the said computer set from Dr. Ambrosio R. Villorente who facilitated its delivery from Quezon City to Numancia, Aklan.

SMART Conducts DPSA Training Smart Schools in Visayas

Smart Communications, Inc. (SMART), through its Smart Schools Program (SSP), recently conducted a training workshop for partner schools in the Visayas in preparation for its “Doon Po Sa Amin” project.

In attendance at the workshop held at the University of Cebu-main campus were some 59 ICT Coordinators and subject area coordinators representing 20 public high schools from various parts of the region.

Under the instruction of Netlearn Ventures, Inc.’s Christopher Lorenzo and Lloyd Anthony Layug, workshop participants learned basic Internet technologies and terminologies, community-based research, the formulation of a research topic, site mapping, and guidelines on website construction.

They were also guided on the step-by-step process of building an actual website using Microsoft’s web-authoring tool MS Frontpage.

“The training is a springboard to get partner schools excited about Doon Po Sa Amin,” said trainer Christopher Lorenzo.

Doon Po Sa Amin is a project under the SSP that aims to encourage partner educators and students nationwide to use desktop and Internet technologies in generating web-based information as well as local content using community mapping techniques. The project also aims to promote ICT in basic education through curriculum-based topic categories. To date, 15 partner schools have published their official school website with the help of partner schools under the Smart Wireless Engineering Education Program (SWEEP).

The Smart Schools Program aims to provide Internet access, online content and training to public elementary and secondary schools nationwide. Through the Smart Schools Program, SMART is enabling educational institutions to acquire Internet access as part of SMART’s “Internet for all” advocacy.

To date, a total of 180 public high schools and elementary schools nationwide have been provided with Internet access through the Smart Schools Program and the Smart Schools Jr. These programs are carried out in partnership with the Philippine Business for Social Progress (PBSP) which shares in the advocacy of providing more affordable Internet access to a broader segment of the population. /MP

Top leaders and practitioners of the community press who have made impact in their respective provinces and regions, made a difference in the welfare of their localities while pursuing their calling, would be presented special citations and awards during the 12th Executive Session and 2008 Mid-Year Media Conference of the Publishers Association of the Philippines, Inc. (PAPI) to be held on June 23–24 at the Makati Sports Club, Makati City.

PAPI President Juan P. Dayang announced the presentation of such awards is meant to create awareness of the value of excellence among media men. It will spice up this annual event that will tackle the hottest issue which carries a huge bearing on the country’s stability and virtual survival – that of food security.

Dayang said that at no other time in the history of the country has an issue galvanized the whole country in a unity mood, wherein even the most intense political rivals have cast aside their ambitions and their animosity towards each other and offered full cooperation to finally bring an end to this never ending cycle of food shortages. This is the reason why there has been a noticeable lull in political mudslinging, said Dayang.

The theme of the event is “A Crucial Challenge: Media’s Role in Food Security.” Members of the community press are being involved and called upon to step forward and take part in fomenting what could be the elusive solution to this perennial scourge.

By covering the provinces, community journalists can give eyewitness accounts of what happens throughout the archipelago whose wealth of information could serve as the starting point in the long search for the solution through an enlightened discussion of the issues involved.

“The members of the community press know the problems of both the farmers and consumers by heart because they live with them and share with them their heartaches and desires,” he added.

For the last 12 years, various media groups all over the country, including the International Cable TV Associations, Inc., the Mindanao Media Association (MMA), Federation of Philippine Press Clubs, Inc., the Visayan Media Associations, and the various press clubs throughout the country, have been networking with the PAPI to pursue causes for the common weal. /MP

The Love of Dolfo and Loleng

It is sweeter the second time around. And this is proven by couple Adolfo Rosales Restar and Lolita Gepty dela Cruz. They are “two mortals, two lives, two hearts joined together in love, united forever in marriage”.

In bright sunny morning on May 28, 1958 the young couple madly in love with each other before God, priests, relatives and friends committed themselves to each other that they, Adolfo and Lolita will forever and ever love each other in happiness or in sorrow, in health or in sickness, for richer or for poorer.

True to themselves, Dolfo and Loleng, after 50 years of happy and productive marriage were able to have eight (8) children and 17 grandchildren. Of the 8 children, Rolly went back to the Lord on his tender age.

Out of their small farm in Palale, Banga and diligently tending a grocery store in Banga Public Market, Dolfo and Loleng are able to provide decent lifestyle to themselves and to their children. They are all college graduates.

Josephine is married to Mavillo Villorente. They have five (5) children. Josephine works with the Comelec, Banga. Jocelyn has three (3) children with Samuel R. Derequito. Joyce has one child with Diosdado Sala who is a regional officer of Quedancor. Juliet has three children with Samuel Rigodon. Arnold married another Restar, Marilyn. They have one son. Then Joy chose another Restar, named Arnie. They have two daughters. Bimbeth has two children with Richard Nepomuceno.

To really assure each other for the remaining parts of their lives that they have endless love to each other, Dolfo and Loleng recommitted themselves and pledged again before God and man as they did on May 28, 1958, 50 years ago last May 28, 2008 at Parish of St. Joseph, Spouse of Virgin Mary, Banga, Aklan with the presence of their children, grand children, relatives, friends and guests who were entertained after the church ceremonies in a reception held in Teodosio’s Park, Poblacion, Banga, Aklan. /MP

Roxas: “Palace Can’t Buy Love”

More Than “Tokens,” Consumers Need Real Relief

Senator Mar Roxas said the government’s moves to freeze tuition fee hikes in state schools, make texting free, subsidize oil, among other attempts to woo the consuming public are for naught if these do not come with solid plans for meaningful change.

“These ‘little things’ are good, as they offer relief to our consumers. But as the Beatles’ song goes, they can’t buy me love,” he said.

“Such attempts to buy ‘pogi points’ will only meet more skepticism if the government does not lay down a grand plan on how to effectively ensure the welfare of the people in times of crisis, not just provide short-term relief,” he said.

“The trust between the government and the public is in shambles. These little trinkets will not mean anything if the government does not act for the long term,” he stressed.

Roxas said, for instance, that moves to freeze tuition fee hikes in state colleges and universities is timely given the high prices of food and oil. But he said what’s lacking in the government’s statement is how to implement plans to ensure quality education.

“Oo, ginhawa nga iyan sa mga estudyante at mga magulang nila, ngunit kailangang sagutin ng gobyerno: paano naman ang mga libro at educational materials, ang training para sa mga guro, ang mga kinakailangang kagamitan tulad ng kompyuter, laboratory equipment, at iba pa? Sana kumpletuhin na ng gobyerno ang plano nila para hindi ito magmukhang ‘panunuyo’ lang kundi kongkretong plano para sa kapakanan ng mga bata,” he added.

Roxas also said the proposal to make short message service (SMS) or “texting” free of charge will also be beneficial to consumers who now consider the service as a necessity.

“But again, the timing leads to suspicion, unless the government can show a plan on how to ensure, in the long-term, that telecommunications services as a whole will improve through increased competition, that abuses and misleading promotions will be dealt with, that consumers availing of these services will be protected,” he stressed.

On the proposal to subsidize fuel,Roxas said “kung isu-subsidize rin lang, eh di wag na lang i-collect, maiwan na lang sa bulsa ng mga nagbabayad nito.” But aside from immediately removing VAT from oil, Roxas stressed that the government needs to show a plan on how to properly implement existing laws that mandate more competition and tight checks on price abuses. /MP

The PNRC, Aklan Chapter

2006 & 2007 Accomplishments

Atty. Ronquillo C. Tolentino, chairman, Philippine National Red Cross (PNRC) Aklan Chapter reported the accomplishments for the years 2006 and 2007 as follows:

1. BLOOD PROGRAM

The Chapter collected 584 units of blood in 2006. These were served to patients of the different hospitals in Aklan and to the neighboring towns of Antique. Mass blood typing were conducted to 828 persons. The chapter also conducted advocacy and mass blood donations to the different schools/colleges, and to LGU’s.

Aklan Blood Coordinating Council was organized with Dr. Maria J. Magpusao as President.

2. Disaster Management Service (DMS)

The Chapter organized 47 Barangay Disaster Action Teams and 47 Barangay Health and Welfare Teams from the three (3) Municipalities of Numancia, Nabas, & Buruanga, Aklan with a total of 717 volunteers through Project 143 (I Love You Red Cross). The Chapter also served 1,634 families, victims of Typhoon Senyang that hit Aklan last December 9-10, 2006. Rice, canned goods and used clothing were given them.

3. SAFETY SERVICES

The Chapter conducted Standard First Aid and Basic Life Support Training Courses to 959 graduates. During the Kalibo Ati-Atihan Festival, the PNRC Aklan Chapter chaired the Health and Safety Committee of the Municipality of Kalibo. Meals for 50 First Aid Volunteers during the Kalibo Ati-Atihan were subsidized by the Kalibo Ati-Atihan Management Board. During the Feast of St. John the Baptist, All Saints Day and other special occasions in Aklan, the chapter put up first aid stations manned by Red Cross Youth Volunteers under the supervision of the PNRC Staff and First Aid Volunteer Instructors.

4. Red Cross Youth

The Chapter organized 25 Red Cross Youth Councils, JRCY, SRCY & CRCY from the different schools and colleges in Aklan. On October 14, 2006 the Chapter conducted its 6th Chapter Red Cross Youth Assembly, held at the ABL Sports-Complex, Kalibo, Aklan. A total of 859 students and advisers attended the said RCY Assembly with the biggest participation of the Red Cross Youth members. Gov. Carlito S. Marquez, Vice-Governor and Chairman of the PNRC Aklan Chapter Atty. Ronquillo C. Tolentino, and DepEd Supt. Victorina S. Laroza were the honored guests.

5. Social Services

The PNRC Aklan Chapter served 251 clients on different requests along this area, while on June 23, the chapter distributed four (4) wheelchairs to disabled indigent beneficiaries. The wheelchairs were donated by the Jesus Christ of Latter Day Saints to the PNRC through the efforts of Chairman Richard Gordon.

6. Community Health and Nursing Service (CHNS)

On December 3, 2006 the chapter conducted HIV/AIDS Dissemination seminar to the students of Numancia Integrated School, Numancia, Aklan with 37 participants. On December 14, 2006 the chapter conducted AVIAN Flu seminar held at Aklan Training Center, Old Buswang, Kalibo, Aklan with 30 participants from the different towns of Aklan.

International Humanitarian Law (IHL)

On August 12, 2006 the Chapter conducted an IHL Dissemination/Information at the PNRC Headquarters, Kalibo, Aklan, participated by the different heads of Offices from the Local Government Units. A communication was also sent out to establishments which were using the emblem and logo of the Red Cross to stop the said use.

2007 Accomplishments

1. Blood Program (BS)

For 2007 the chapter collected 1445 units of blood equivalent to 650,250 cc. These were served to patients of the different hospitals in Aklan and to the neighboring towns of Pandan, Libertad and Sebaste, Antique. Through the joint efforts of the PNRC, Provincial and Municipal Governments a monthly Mass blood Donations were conducted. A total of 1733 persons were blood typed.

2. Safety Service (SS)

A total of 616 graduated in First Aid Trainings conducted by the PNRC Aklan Chapter and 149 graduated in Basic Life Support (CPR). First aid stations were put during the Kalibo Ati-Atihan Festival, All Saints Day, Feast of Saint John the Baptist and other local activities.

3. RED Cross Youth (RCY)

The Chapter organized 40 Red Cross Youth Councils in the different schools and colleges in Aklan both public and private. The Aklan Chapter held its 1st Provincial Red Cross Youth Camp participated in by 593 Red Cross Youth Department, PNRC, Nhq., Manila.

4. Social Service (SS)

A total of 217 different cases were presented and served in the Chapter which sought immediate assistance.

5. Community Health and Nursing Services

During the 1st Red Cross Youth Camp, one of the lectures given was the HIV/AIDS Information Education and Dengue Awareness Campaign. A total of 639 participants attended the Dengue Awareness and 574 attended the HIV/AIDS Information Education.

6. Project 143 (I love you Red Cross)

The Chapter recruited 430 volunteers in 10 barangays of Aklan. In every barangay, 43 volunteers were recruited to form as the Red Cross Barangay Response Team in their respective places in cases of emergency.

7. International Humanitarian Law (IHL)

On August 12, 2007 the Chapter celebrated the International Humanitarian Law Day. The activities conducted were the Emblem Campaign wherein all ambulances in Aklan with a Red Cross logo were changed with a Green Cross stickers led by the Chairman of the PNRC Board of Directors, Atty. Ronquillo C. Tolentino and other members of the PNRC Board; IHL Dissemination/Information Seminar with a total of 243 participants; and IHL for Weapon Bearers seminar conducted at the PNP Headquarters, Camp Pastor Martelino, Kalibo, Aklan with a total of 57 policemen participants.

PARTIAL 2008 ACCOMPLISHMENTS

1. The Chapter sent 10 Red Cross Youth delegates from the Saint Gabriel College of Nursing, the Regional Science High School and Linabuan National High School, together with two (2) RCY Advisers, to the National Red Cross Youth Congress held at San Fernando, La Union in December 2007.

2. On May 8-12, 2008, eleven Red Cross Youths from the Aklan Inter-Faith Academy, Nalook Elementary School and the Regional Science High School, together with two (2) RCY advisers attended the Red Cross Youth Supercamp Philippines held at Camp Capinpin, Tanay, Rizal.

3. In May, 2008, the Chapter received from the International Friendship Project of the Japanese Red Cross Youth 600 units of school supplies for 600 poor elementary and secondary students for six public schools. Each unit contains a back pack, 5 notebooks, 3 drawing pads, 12 pencils, 5 ballpens, 2 erasers, 1 sharpener and 1 box of crayon. In addition to these, 60 basketballs and volleyballs for distribution to elementary and secondary schools were given. (with the report of Ms. Arcely P. MOVE – Aklan Declares: “Fathers Can Make A Difference”

The Men Opposed to Violence Against Women (VAW) and Children Everywhere in Aklan (MOVE-Aklan) joins the entire nation in the celebration of Fathers’ Day by recognizing the important role men play in achieving gender equality in Aklan.

“Fathers Day, like the National Commission on the Role of Filipino Women (NCRFW) Chair Myrna Yao said, is an event to celebrate fatherhood and male parenting. “On this day we honor not only our fathers and forefathers, but all men who have supported our interests and aspirations. She stressed that the male population needs to be involved if gender equality is to be achieved”

Chair Yao emphasized that this interest among men encourages mutually satisfying relationship of women and men built on trust and communication.

In a research cited by the United Nations Population Fund (UNFPA), there is a growing interest among men to get involve in the issue of gender equality .

NCRFW further cites that campaigning and organizing men is one form of program that increases men’s appreciation of seeing themselves as responsible, caring and non-violent partners. MOVE recognizes that gender roles and relations are dependent on social context in which cultural, religious, economic, political and social circumstances are intertwined.

MOVE – Aklan was organized in March 2007. To date, it has set of officers, and functional committees such as Membership, Info, Education and Publicity, Strategic Planning and Research, and Policy.

The formation of MOVE Aklan was the brainchild of Gov. Carlito S. Marquez who is its Honorary Chair while Mr. Franklin Quimpo and Engr. Lou Santamaria are the Chair and Vice Chair of the Aklan Chapter respectively.

MOVE is an organization of principled men whose members are dedicated and actively involved in the elimination of all forms of discrimination against women particularly VAW. /MP

A man was heard shouting at the top of his voice: “get out of the car”. This incident happened at about 10:30 in the morning of Wednesday, June 18, 2008 in Estancia, Kalibo, Aklan.

According to the police blotter entry, Kalibo, Aklan, the “facts of the case” states that “on or about 181415 June 2008 (2:15 P.M.), Jonathan Gustilo y Fajardo, Kalibo Branch manager, Hublas Publication; Jodel Rentillo y Bantigue, reporter ACTV channel 3; Isidro Rasgo, Jr. y Arellano, cameraman ACTV channel 3; Michael Tadia y Uñada, L300 Van driver; and Mario Perucho y Aldeguer, retired government employee; . . . all appeared this station and requested to put into record that at around 10:30 o’clock this morning (Wednesday, June 18) they covered the Inter-Local Health Zone – (activities) at ASU Banga Cafeteria. . .they requested the driver of Mayor Antonio Maming to ferry them back to Kalibo.

But when they reached along the national highway of Brgy. Estancia, allegedly the L300 Van, color white bearing plate number UUF-845 turned left towards the house of Mayor Antonio Maming. (when) the L300 Van stopped and parked at the side of the house of Mayor Maming, . . . the driver alighted (and) allegedly overheard that somebody was shouting outside to get out from the car and moving towards their position with the barrel(s) of their guns pointed towards the L300 Van where the above-named complainants were inside the L300 Van.

The said police officer allegedly instructed the driver to open the back door of the L300 Van and PSINSP Balais was surprised upon seeing the passenger(s) inside who came out later were members of the media.

Complainant(s) asked PSINSP Balais if what is happening here and PSINSP Balais explained to them allegedly somebody from the (Aklan) Provincial Capitol informed him that there were armed groups on board of the same description of the L300 Van coming out from Capitol and they were allegedly conducting a hot pursuit operation regarding with the said information”.

Police SSUPT Benigno Durana, Jr. Aklan provincial director PNP said that PSINSP Balais just followed the standard operating procedure. The police has acted on the verified information from several sources. “The police acted on it accordingly on a thoroughly validated report”. However, Durana did not name any specific name when asked if he can give specific source of the report. /MP

AFP Centcom is Winning the War VS. Insurgents’ – Inserto

Armed Forces of the Philippines (AFP) Central Command Lieutenant-General Pedro Ike Inserto asserted winning the war against insurgents could be attained through relentless civil military operations.”

A Medical Dental Civic Action Program (Medcap) on June 7 was held last week in Malinao, hometown of Inserto. He is the first Philippine Air Force general to head the AFP Central Command based in Camp Lapu-Lapu, Cebu City.

Twenty-five doctors offered free medical services to 2,431 residents (dental, 232; circumcision, 99; haircut, 58; shiatsu, 30; medical, 1,380 and pedia, 632) in a whole-day medical mission at Malinao Elementary School.

“We achieved convergence because there is no way for us to win this war if we don’t put a stake into it. We are trying to dismantle the insurgent political structures in the Visayas through heightened internal security combined with civil military operations,” Inserto told the Aklan Police and Defense Press Corps (APDPC) in a press conference.

The medical mission is in coordination with local government officials and other stakeholders in the area led by Malinao mayor Dominador Ilio, Jr. and acting vice mayor Wilbert Ariel Igoy, all close relatives of Inserto.

“We realized that no amount of relentless military operations could win the hearts of the people and make them happy. This is the truth in shaping the mindset of the people through civil military operations in action,” he added.

To win the hearts of Malinaonons, Inserto donated one computer set to the Malinao Elementary School headed by District Supervisor Roselyn Dugcal and principal Rosie Reyes.

Philippine Army and Philippine Air Force personnel also performed skydiving exhibitions at the school grounds during the medical mission and the nightly sayawan of “I” and “Spearhead” combos at the Malinao town plaza from June 6 to 7.

Ilio, for his part, thanked the AFP Centcom for bringing the biggest medical mission to the hometown of Katipuneros Candido Iban and Gabino Yonsal.

Inserto said, “his hometown and the whole province of Aklan are relatively peaceful.” But he stressed, “Panay Island, particularly near the boundaries of Iloilo and Antique provinces and the northern towns of Iloilo are experiencing insurgency-related problems.”

“The local Philippine National Police in Malinao could handle the peace and order in Malinao with the support of the community,” he said.

“He has marching orders from President Gloria Macapagal Arroyo when she visited Bohol Island last month to dismantle armed groups and political structures in Negros and Samar this year,” added Inserto.

AFP Centcom has identified Catarman, Samar as the next Medcap venue to bring the people closer to what the government is doing, Inserto pointed out. /MP
