The 12th National Press Congress is re-scheduled on Dec. 14-16 at the Clark Freeport Zone in Angeles City. This is announced by the Publishers Association of the Philippines, Inc. (PAPI).
The biggest 3-day media event, to be participated in by some 500 media men from different parts of the country, will highlight the observance of Proclamation No. 11876, declaring the month of December as “National Press Congress Month” and the “Month of the Community Press in the Service of the Nation” under the auspices of the (PAPI).
“It pleases me even more to see that PAPI has extended its original mission to now include strong and serious advocacy for countryside development, with special focus on spotlighting investment opportunities in the regions,” Gloria Macapagal Arroyo said.
PAPI, the 33-year-old umbrella organization, had organized similar national press congresses in the past 11 years, held in Baguio City and at the historic Manila Hotel in Manila.
Expected to attend the press congress are media practitioners in print and broadcast. These includes publishers, editors, broadcasters, radio-TV journalists and commentators, news directors, columnists, photojournalists, information officers, press relations officers, book publishers, authors, writers, campus journalists, mass communication students and professors, press club officers and members, and some foreign journalists as observers.
Likewise, institutions and agencies concerned with the promotion and development of press freedom are also invited to participate in the press congress, according to PAPI president Juan P. Dayang, past president of the Manila Overseas Press Club (MOPC) and a concurrent trustee and secretary of the Catholic Mass Media Awards (CMMA).

In issuing the presidential proclamation, President Gloria Arroyo said: “There is a need to focus attention on the important role PAPI plays in upholding press freedom and the dignity of journalism and publishing profession.”
She also cited PAPI’s “dedication to the promotion and defense of press freedom to the lofty ideals of journalism as a public service, especially in the countryside.”
Founded in 1974 by the late Gen. Hanz Menzi, then publisher of the Manila Bulletin, PAPI was envisioned as responsible and self-regulating organization for the print media. Other founders of PAPI include Kerima Polotan, Evening Post; Rosario B. Olivarez of Journal Group; Juan A. Perez, Philippine Daily Express; and Raul L. Locsin of Business World.
