Illegal And Crimes On The Rise

The Aklan Police Provincial Office (APPO), Kalibo, Aklan, has provided the Madyaas Pen a “Comparative Statistics” of its performance for the first six months (January – June) of 2014 compared to same period in the year 2013.

In January – June 2013, the APPO has conducted 19 operations, while in January to June this year, APPO conducted 49 operations. This is 300 percent above or three (3) times more than last year’s accomplishment of the same period.

This year, APPO arrested 67 persons involved in illegal drugs pushing and using. This is also three times or 300 percent higher than the 23 persons arrested last year of similar period.

Moreover, APPO confiscated four (4) firearms while there was none last year.

As of June this year, the APPO confiscated 55.54 grams of shabu with an estimated value of P655,372 and 1,166.88 grams of Marijuana valued at P64, 167. For the same period last year APPO confiscated 13.46 grams of shabu valued at P158,828 and 0.02 grams of Marijuana valued at P10.00.

With the above statistics, it shows that illegals and crimes are rising in the Province of Aklan. This is in spite and despite of some 47 initiatives APPO has approved and being implemented under the leadership of Police Provincial Director Sammuel C. Nacion. He unfolded these 47 police projects during Nacion’s presentation on the “Performance Governance System Report” during the recent Regular Session of the Sangguniang Panlalawigan of Aklan.

On the matter of police brutality, Director Nacion did not fare well in my assessment in his answer to the question of Hon. Plaridel M. Morania regarding the alleged victim Reggy Rose of police brutality. Rose is now in the hospital.

Director Nacion was very careful in his answers. It is a matter of professional ethics, which a superior must observe to protect a colleague and or subordinate in public. He may invite a subordinate who committed wrong doings in his office to do the dressing down to him /her without anybody’s knowledge. He may only praise the subordinate in public.

PNP Arrives After 35 Minutes

In the middle of the night, Friday last week, I was sleeping sweetly in my house in Badio, Numancia, Aklan. However, I was awaken by the intense barks of my dogs. I listened carefully what was happening outside. The dogs continued barking . I carefully opened my bedroom door and peeped outside. I saw nobody. The dogs continued barking. I went to the ladder to look in the ground floor. Suddenly, a teen age boy appeared quivering and wet. I told him to keep distance and told him to sit down.

I asked him, “Why are you here? What do you want? Who are you and where are your companions?”

I did not understand his answers. He pretended to be out of his mind. Perhaps, his answers are according to the briefings of his handler.

He was dressed in black t-shirt and trouser, inside out and all wet. I gave him t-shirt and trouser so he can feel comfortable. His old clothes were placed inside a bag I gave him.

I reported and called the Numancia PNP for assistance. The police arrived, in an ambulance, after 35 minutes waiting, three (3) of them. The police told me, “we have no police car”.

The boy, 17 years old was in police custody for two (2) days and two nights. He was released after I forgave him, being a minor. He is a minor somebody maybe using him as instrument to steal.

To the parents, please take care of your children. You must be responsible. To the property owners, kindly watch over it.

 P36 Million Savings

During the recent session of the Sangguniang Panlalawigan of Aklan, it was revealed that there is an accumulated savings of money out of Internal Revenue Allotment from years 2006 – 2013. It was revealed further that 80 percent or P28.8 of the P36 million were budgets for agricultural development.

It was revealed further that of this savings, P3 million was intended for irrigation purposes; P12 million was intended for the establishment of demonstration farms in various barangays of Aklan. Other parts of the savings were intended for the development and production of high value crops like mango, abaca, seaweeds and fishes among others.

The concerned officials responsible in the management of agriculture projects in Aklan must be able to explain why there are huge amount of savings out of the budget for the agricultural development. Our farmers and other Aklanons deserve their explanations. /MP
