UAP Aklan Fully Supports 
Kalibo Ordinance 2009-001

The United Architects of the Philippines (UAP) Aklan Chapter held its 9th Foundation Anniversary and Induction Program of new officers and members on May 23, 2015 at MKWD Function Hall, Andagao, Kalibo. Honored guest is Hon. Greg R. Malapad, SB member of Kalibo and author of SB Ordinance No. 2009-001 or Submission of Ancillary Documents in Securing a Building Permit. Landmark legislation enacted on February 12, 2009 came after the devastating super typhoon Frank which sent building owners scrambling to convert their single storey buildings to two because of 12 feet deep floodwaters. 

Considered innovative and modern, it draws inspiration from RA 9266 or National Building Code and PD 1096. However, enactment was placed on hold by the Sangguniang Bayan for five (5) years pending resolution of questionable provisions in RA 9266 formally filed as House Bill No. 2997 and Senate Bill No. 2623.

Arch. Manuel B. Tiangzon, National Vice Pres. Area C in his report said that resolution of the issue could take time because of personal interest. It should be recalled that the approval of building permits is solely entrusted to one building official (MPDC) and approved by the Municipal Mayor. However, RA 9266 provides that allied professionals in the building and site development plan be involved. This includes Architects, Civil/Structural engineer, Mechanical engineer, Sanitary engineer, Master Plumber, Electronics engineer, Environmental Planner and Interior Designer. Each of the above personalities whenever practicable shall submit their duly signed technical drawings and incorporated in the building plan for structural integrity, functionality and designs.

Kalibo is most fortunate to have an Ordinance to address rapid urbanization, growth and development of physical structure such as residential, commercial and industrial establishments, averred the well known Urban Planner and Designer from Iloilo.

Hon. Greg Malapad justifies the seemingly expensive and onerous burden to homeowners, commercial and industrial investors by citing transparency and accountability. We must safeguard life, health, property and the environment. Our development thrust is not only the present but future generations, the aim just and equitable partnership. One must consider the ideal standards. Building owners need to address parking space, easement from river banks, access to drainage canals and suitable fire exits for tall buildings.

The theme for this year’s induction program is “Aklanon Architects and Allied Professionals Toward Greater Development in our Society and Country.” Arch. Manuel Torres, Past Pres. said that it is very timely, challenge to each and everyone of us architects to work harder. This is the reason why our small organization of 47 members has become a full pledged chapter in just a short span of time. A feather to our cap is being awarded as best Chapter Group 3 for 2014-2015.

Inducted into office by Arch. Manuel B. Tingzon are: Francia J. Montano-Malapad – President, Sabatini I. Fernandez – Vice President for Administration, Rolly J. Jamero – Vice President for Programs and Development, Rea Mae C. Factanae – Secretary, Mariel Cielo M. Coching – Treasurer, John Jay A. Maaya – Auditor and Dave B. Relojero – Ex-Officio.

Members of the Board of Directors are: Rafael B. Losaria, Rafael C. Almosa, Tyrone A. Saluna, Ma. Kristina Lachica-Tan, Mayolo T. Briones Jr., and Arjay C. Arguelles.

Formally included as new members are the recent board passers: Midas B. Bacia, Ryan M. Espiridion, Charles Kevin C. Pador, Vic A. Sajise and Rexel Z. Zomil.

Vision of UAP Aklan is a highly uplifted architecture practice in a vastly progressive province of Aklan. Its mission is to increase public awareness and uphold the role of architects by creating sustainable buildings, improving quality of life at home, workplace and environment through community service and collaboration with allied professionals.

Based on Professional Regulatory Commission data, there are 33 new licensed architects in the province of Aklan who graduated from ASU College of Industrial Technology. ASU examinees topped the most number of passers in Region 6 at 67 percent compared with 60 percent national average. It only proves that the only University in Aklan is at par with other technological institutions in Western Visayas and the whole Philippines.
