The Immorality of Administration Congressmen

MEÑEZ DECLINES APPOINTMENT
Kalibo tourism office personnel has started visiting hotels and tourist inns on November 13 to check the state of the facilities in those hotels and inns. This inspection being made will be until December 8 in preparation for the forthcoming 795th Kalibo Sto. Niño Ati Atihan Festival.
As directed by Mayor Raymar A. Rebaldo, the Tourism Office personnel continue the conduct of orientation among hotel owners and staff members in the preparation of occupancy report. The report will be submitted to LGU Kalibo geared to accurately determine the number of tourists and local visitors who join the annual Ati Atihan Festival.
"There are more than 30 hotels and inns which service the needs of both local and foreign visitors in Kalibo the whole year round", Nester Templonuevo, tourism operations officer estimated.
Meanwhile, Mr. Albert Meñez declined his appointment as Event Manager from Mayor Rebaldo. Last year, Mr. Meñez was the Event Manager of the Kalibo Sto. Niño Ati Atihan festival. The position of Event Manager in the celebration of the "Mother of all Philippines festivals is glamorous, prestigious and glorifying. There could be something wrong somewhere Mr. Meñez may have discovered that he declined the appointment. It is quite difficult to refuse a position offered by a mayor like the capital town of Kalibo.
PRIVATE CITIZEN
The First – Gentleman, Atty. Mike Arroyo denied the release to the media of his Medical Bulletin by St. Lukes Hospital in Quezon City. According to Mike Arroyo, he is a "Private Citizen". When I heard his reason, I just laughed it out. It is insulting, revolting, uneducating. Where does Atty. Mike Arroyo live? Is he not staying in the house and lot owned by the Republic of the Philippines? Atty. Mike Arroyo owns several houses where he could stay, but what is the reason of a private person staying in a government owned lot and palace?
CONGRESSMEN TO BY – PASS SENATORS
In the House of Representatives, congressmen amended its own rules that would have required congressmen to involve senators on the charter change proposal. The congressmen voted 161 to 25 that will change Rule 105 which stated that "proposals to amend or revise the constitution should follow the process for the enactment of bills or proposed laws." In this process, it will require bills approved by the House should also be sent to the Senate for approval. This is the process for the last 62 years.
Rule 105 as amended provides that "cha-cha proposals should be in the form of a resolution that may be filed any time by any House member". Congressman Arthur Defensor (Iloilo) authored the amendment. This amendment to the rule 105 was sponsored by Rep. Constantino Jaraula who argued that Rule 105 runs counter to the Constitutional provision which does not require bicameral consideration of cha-cha proposal.
Camarines Sur. Rep. Luis Villafuerte supported Jaraula’s view. Villafuerte said, "Congressmen can write their own rules on cha-cha since the constitution does not specify such rules."
The House Minority Leader Francis Escudero of Sorsogon pointed to the administration congressmen whom he pointed that "they are violating rules by changing Rule 105."
According to Rep. Roilo Golez of Paranaque City the change of Rule 105 "was out of order and out of the world. Treas. Rep. Benigno Aquino III believed the amendment must be rejected because it was not indorsed by the Rules Committee. Rep. Allan Cayetano, Deputy Minority Leader stressed, "it was obvious that President Arroyo’s allies are desperate in trying to amend the constitution."
Former senator and now Makati City Rep. Agapito Aquino said, "changing Rule 105 with the intention to bypass the Senate on cha-cha was highly inappropriate and immoral on the part of the majority. Congressman Butz Aquino, hided the majority congressmen for using the tyranny of numbers "even when it is not the right thing to do". The majority does not care about rules for as long as it achieves its goals," said South Cotabato Rep. Darlene Antonino Custodio.
With the approval of this amendment of House Rule No. 105, the House of Representatives would have actually changed congress of the Philippines from Bicameral to Uni-cameral. This administration congressmen have the propensity to interpret provisions of law tilted to their advantages even it is immoral and illegal. This is abusive getting undue advantages.
SENATE REACTIONS
According to Sen. Manuel Roxas, "the House actions are the opening salvo to a sequence of events that will unalterably destroy our system of government, our democracy and our way of life." "Any proposed amendment to the charter should be contained in a resolution which should be transmitted to the Senate upon approval by the House," Roxas stressed.
According to Senate Pres. Manuel Villar, Jr., "this is a bicameral form of government and the House of Representatives cannot unilaterally call for a constituent assembly"./MPmailto:madyaas_pen@yahoo.com
