“Always First, Always Ready, Always There”, is the theme of the 27th Biennial Convention of the Philippine National Red Cross (PNRC). The Convention was held on December 6 – 8, Subic Bay Metropolitan Authority Exhibits & Convention Center, Freeport Zone, Subic, Olongapo City. Some 600 delegates attended and participated in the three day convention. They came from all over the Philippines who represented their respective PNRC provincial and city chapters.
Atty Ronquillo C. Tolentino – chairman; Ms. Aracely Pelayo – chapter administrator; and Dr. Ambrosio R. Villorente – vice chairman represented PNRC, Aklan Chapter to that convention.
Senator Richard J. Gordon declared the convention open, after which he delivered his biennial report as chair of the PNRC. His report consisted of the PNRC accomplishments done to mitigate the disaster victims in Southern Leyte, Bicol and other areas in the Philippines where disasters took place. Gordon also reported the PNRC participation in the alleviation of the flight of the disaster victims in foreign counties, even in the United States.
His Excellency Alistair MacDonald, head of delegation, European Commission (EC) to the Philippines discussed the various assistance EC provided the Philippines to mitigate the effects of disasters such as floods and typhoons in the Philippines.
During the convention, three break-out sessions were conducted. Session I concerned on “Challenges of Climate Change and Disasters; Session II dealt on PNRC Responses to the Challenges of Migration; and Session III tackled Science and Technology Interventions on Disaster Management. Taken up during the workshops were Participatory Rapid Appraisal, and Vulnerability and Risk Mapping as Tools for Disaster Risk Reduction.
One day was spent in nine (9) fora such as the Volunteer Forum, Blood Forum, International Humanitarian Law Forum, Community Health, Disaster Management, Resource Generation, Youth Forum, Safety Forum and Social Service Forum.
A PNRC 143 program highlighted the 143 that showcases the integrated system and procedure that will enhance PNRC capability and efficiency in responding to any emergency, incident or disaster anywhere in the Philippines.
A resource person and session chair were assigned in every and all plenary sessions, breakout sessions and fora.
PNRC, like any organization, is also managed according to its constitution and by-laws, and policies promulgated by the PNRC Governing Board. One of the highlights of the Biennial Convention is the election of the nine members of the Board whose terms will expire on December 31, 2007. There were 30 candidates and nine won in a computerized election.
Some five (5) computers were provided by Mega Data, the used of which was for free including its softwares. Voting started at 1;00 p.m. It took me only 30 seconds to vote the nine (9) candidates. At 3:00 pm or after two hours, all the 570 delegates have voted. The nine winners were announced and proclaimed five (5) minutes after the last voter has voted.
Leonila “Baby” B. Ortiz placed number one with 254 votes. Ms. Ortiz is a Dr. of Humanities, honoris causa from Pampanga Agricultural College, Magalang, Pampanga. She is a Director, PNRC, Manila chapter.
The eight (8) others elected with her are Ramon C. Locsin, Herbert M. Bautista, Victor E. Agbayani, Dakila Carlo E. Cua, Celso Lorenzo Lobregat, Lourdes R. Loyola, Leonor Ines Luciano, and Lourdes Casas Quezon. The biennial convention concluded with the thought that the Philippine National Red Cross is the primier humanitarian organization, “always first, always ready, always there” /MP
