The months of November and December can be refreshing period for the many employees of several government offices, but not for the Sangguniang Panlalawigan of Aklan (SPA) and its Secretariat Staff.
From November to December this year, as in the past several years, work schedules for the SPA staff will be extraordinarily heavy and tight that they may not enjoy the holiday season.
Starting the first week of November, the SPA will start deliberating on the P1.19 billion provincial budget submitted by Aklan Governor Carlito S. Marquez for review and possible enactment by the provincial legislative body through a series of budget hearings.
Tentative schedules drafted by the SPA secretary, the budget hearings will last up to the 2nd week of December but may possibly extend up to the days after Christmas Day depending upon the level and intensity of budget deliberations. This will require volumes of documentation and sizeable man hours during the budget discussion.
In previous years, provincial budgets were enacted even before the Christmas break. But this year, budget deliberations will take some time considering the temperament and the inquisitive disposition of the local legislators.
Even without the budget hearings, the SPA secretariat will be very busy in finetuning the provisions of the draft code of General Ordinances. SPA secretariat has started to codify it in September after a seminar was conducted by the University of the Philippines-National College of Public Administration and Governance.
These two vital documents will certainly plunge the SPA secretariat into physical and mental exhaustion. /MP
