After a series of revisions, the Aklan Sangguniang Panlalawigan has finally approved the provincial government’s Information System Strategic Plan (ISSP).
The official adoption by the SP of the 2-volume plan is embodied in Resolution No. 2013-023 which the provincial legislative body passed during its 6th Regular Session on Feb. 20, 2013.
The ISSP of Aklan will serve as a 5-year guide in developing capacity to design and implement information system to improve the LGU services, to select and to prioritize services using the present information technology in planning, implementing, monitoring and assessing IT programs, projects and activities. These include the procurement and installation of IT equipment and facilities.
The ISSP is expected to respond to the continuous efforts of the Aklan Provincial Government to computerize its operations and services.
The particular services expected to be automated are: Real Property Tax Assessment and Collection System (eTRACS); eBudget Data Base Management; eProcurement System; Award Bidding Databank; Engineering Project Information System; Geographical Information System (GIS); Tourism Information System; Treasury Operation Management System; Property Inventory System; Agri-Fisheries Information System; Project Monitoring and Evaluation Systems; and, Natural Resources Databank.
The plan components include information and communication technology requirements such as the installation of Provincial Network Backbone; installation of single entry Digital Subscriber Line (DSL); Centralized Data center; installation of kiosk for tourism; and electronic tax mapping.
SP member Phoebe Clarice L. Cabagnot, a BS in Communication Research from the University of the Philippines, took the cudgels for the SP in scrutinizing the voluminous plan which is finally approved.
Cabagnot is credited for her several revisions introduced which were incorporated into the plan. /MP
