Are They Real Honorables?
In the Philippines, especially in Aklan, all elected officials are accorded the title of “HONORABLE”. Thus a barangay captain, a sanggunian member, vice mayor, mayor, vice governor, governor, congressman are addressed honorables. Hence, Honorable Carlito S. Marquez, provincial governor of Aklan or Honorable Herodutos Ramos, Mayor of Batan or Hon. Aldegunda R. Sta. Maria, barangay captain of Jumarap, Banga.
Honorable is a term used to describe a person who brings honor to himself and to his organization. It is a term used as a title of courtesy for certain officials like the barangay captain and sanggunian members. It is an acknowledgement of one’s right to great respect as well as an expression of such respect, of a person characterized by honesty and integrity.
But in the morning of July 26, a Barangay Captain of Manggan and the Sangguniang Bayan of Banga behaved themselves dishonorably. Hon. Arturo R. Teodosio was presiding the session at that time in the absence of Vice Mayor Teddy Tupas. In a question hour portion, the Barangay Captain of Manggan, Hon. Oquendo was requested to inform the Sanggunian on the matter of “Hump Construction” in his barangay.
Instead of responding to the inquiry for which he was invited, Oquendo expressed his anger to the members of the Banga Sangguniang Bayan both in words and body languages. Hon. Vicente Seraspi and Hon. Rodulfo Sta. Maria reacted to the Barangay Captain’s challenge. There were exchanges of strong, sharp and obscene words.
Afterwards, Hon. Vicente Seraspi had the incident blottered in the Banga PNP. Are they a real gentleman and honorables?

At about 11:30 in the morning, July 27, a Cebu Pacific plane landed at Kalibo Airport while the plain was taxying the runway, a brown old car was parked on the road just in front of the fire station of the airport. After the said plane reached the tarmac, the car ran passing the runway.
What I saw was a clear and simple violation of elementary safety in the airport. It is a simple demonstration how airport management rules on safety and security are abused.
In case of fire or accident in the airport such as in the runway, fire truck passage was blocked. In case that car suddenly stopped on the runway, incoming planes can neither land nor outgoing planes can take off.
Engineer Amboboyog and architect Fernandez, in connection with the construction of that toilet in front of Milagrosa Cemetery in Kalibo, has accepted the failed on the following:
1. Failure to file application form and get approved Mayor’s building permit;
2. Failure to submit program of work;
3. Failure to put the necessary billboard in the construction site;
4. Failure to coordinate with officers concerned in the construction; and
5. Failure to notify Barangay Captain Rose Yeban of Estancia whom the DPWH have informed the P.5 million project will be constructed in Estancia.
For the sorries extended, Hon. Franklin Quimpo of Bayan Muna has accepted. However, he said, that do not erase their accountabilities.
The “I’m sorry for lapse in judgment” has became the theme of the year. It is now appearing that public officials can commit error and go away with it.
Will the DPWH disclose the true expenses in the construction of that toilet? Many, said, they can construct much better toilet at P150, 000 than that P.5 m.
Moreover, how can DPWH justify its construction on land owned by a religious group? The Philippines constitution does not allow government expenses for religious purposes? /MP http://madyaas_pen@yahoo.com
