Power Lack Hampers Visayas Economic Dev’t

Sen. Chiz Escudero this week slammed government for the lack of sufficient power facilities in the Visayas that hampers its development.

The government’s Power Development Plan, he said, forecasts that the region will require an additional 2,283 MW in the next five years on top of the current power demand of 967 MW.

"However, I don’t see how this forecast can be met," he said, noting that only three power plants are planned in the region in the next two years: two (436 MW) in Toledo City, Cebu; and one (165 MW) in Barangay Ingore, Iloilo City.

"The three plants can only provide a combined 601 MW, leaving a power deficit of 715 MW," he added.

Escudero noted that the biggest growth sectors in the Visayas, which have been tourism, manufacturing and information communication technology, especially in Cebu, may be affected if there is no corresponding increase in power supply.

Data from the Department of Tourism revealed that tourist arrivals in the Visayas, particularly regions 6 and 7 reached more than two million in 2008 with tourist receipts topping P10 billion.

NEDA figures show export earnings from the Visayas in 2007 rose to $4.9 million. The number of ICT firms reached 30 during the same year and created more than 12,000 jobs as of the first half of 2008.

Investments totaling P15.69 billion were also recorded in the region in 2007, mostly in Cebu, Bohol and Negros Oriental. /MP

Napocor Unilateraly Terminates Akelco Electric Power Contract

Some 400 member consumers of Aklan Electric Cooperative Inc., (AKELCO) attended the 26th Annual General Membership Assembly. It was held Saturday afternoon, June 6, 2009 at Engr. Job Y. Besana Hall, Lezo, Aklan. The participants came from the 10 Akelco districts of Aklan including Pandan and Libertad, Antique. "Keeping the Lights On" was the theme with honored guest, Cong. Florencio T. Miraflores.

The solon barred Napocor’s letter signed by Mr. Froilan M. Tanpingco. The letter conveyed the termination of the Napocor’s contract obligation to supply 29 megawatts (MW) to Akelco until June 25, 2009 only. The basis is the huge financial debt of P500 billion by the Agency and the implementation of EPIRA law that mandates local electric coops to tap independent power producers. In effect much of our lives, business and industry will suffer if Napocor did not extend its contract beyond the date stated, said Mr. Miraflores. (The current electric supply contract will expire sometime in 2011). It should be underscored that our present power partner supplier Global Business Power Corp (formerly Mirant) is virtually helpless in delivering critical power services particularly during peak hours and regular maintenance service interruptions.

Mr. Jose Carl C. Quimpo, President, Board of Directors, announced that it has given green light to ASEA One Power Corp. to supply Akelco with electricity. The power plant utilizes biomass coming from agricultural wastes like rice hull, rice straw, and coconut husk to turn gas turbines and generate electricity.

Mr. Chito R. Peralta, Gen. Manager in his annual report gave the power supply situation. He presented power demand in the Visayas Grid composed of Leyte–Samar and Cebu–Negros, and Panay. He said that data for last two months indicate that there is overall deficit of 42.2 percent in power supply vis-à-vis demand requirements of residential, commercial, and industrial establishments in the region. In addition power demand steadily grows at 3.5 percent per year. Peralta also mentioned Panay has total rated capacity of 141.5 MW only, while the need is 205 MW.

Peralta appealed to the member consumers for their utmost cooperation and understanding as the coop withers this un-precedented crisis. Citing latest threat was typhoon Frank which damaged electrical installations, equipment and buildings to P110 million. Fortunately "Task Force Kapatid", composed of Federated members of Electric Coop numbering 10 came to rescue Akelco bringing their own men and equipment. They are unsung heroes in our rehabilitation efforts to establish normalcy in our lives according to Peralta.

Upon evaluation, Peralta said the cost of rehabilitation drastically went down from P110 million to P65 million or a savings of P45 million. He added that the restoration of power in major service areas like Kalibo and Numancia was done within a month and a half after that fateful June 21.

Presently, Akelco boosts of 103,306 member consumers. It has 278 regular employees on its 37th year of existence. It has recently elected and installed three BOD’s in District I (Malay and Buruanga), District VI (Lezo and Malinao) and District II (Pandan and Libertad). Bearing Class A status, it has recently installed a 30 MVA substation in Boracay that caters to the tourist industry especially high end hotels, beach resorts and business establishments.

Issues and concerns raised were on abrupt notice of termination of contract by Napocor which expires barely two weeks from now. Peralta said, the original schedule year of termination is 2011. However, based on resolution of BOD, first notice of termination was received in December 2008. Hence, they appealed the matter to Napocor for postponement until such time that local firm could negotiate for a reliable independent power producer. Fortunately, they had contracted ASEA One Power Corp. but putting out plant facilities would take at lest two years from now.

Pertinent question is why Akelco despite its resources and competent staff miserably failed to anticipate the present and future need of power in the province and the tourism industry in Boracay? Negligence and apathy by officials of this utility firm has unduly jeopardized interest and welfare of its consumer members. Reper-cussions will be on increased power rates and intermittent brownouts and blackouts that will destabilize peace and security.

Mr. Chito Peralta ensconced in high office must be given a personal copy of the Electric Cooperative commandment conspi-cuously posted on the wall of its corridors in Lezo and Andagao. It states, "Thou shall protect the rights and interest of coop members with your whole heart in absolute honesty, maximum efficiency, and total solidarity." Most likely, the hardest thing to open is a closed mind. /MP

DA Serves 321 Aklan Farmers During Gov’t Services Caravan

The Department of Agriculture RFU 6 has served a total of 321 Aklan farmers during the caravan of government services lead by the office of the ombudsman – Visayas.

The DA provided technical consultation on four banner commodities namely rice, corn, high value commercial crops and livestock. A majority of the Aklan farmers inquired on DA’s FIELDS program intervention.

The FIELDS program focuses on fertilizer, irrigation, education and extension, loans and agricultural credits, dryers and postharvest facilities and seeds.

As part of the DA 6 commitment to provide quality service to the Aklanons, Engr. Remelyn R. Recoter, regional technical director for operations turned over to Governor Carlito Marquez P1.4 million for farm to market roads (FMR) construction in the municipalities of Banga and Numancia, Aklan.

Director Recoter said the amount represents the 15 percent first trance release of the total amount of P10.5 million for the construction, rehabilitation and regravelling of various FMRs in the two municipalities.
Some Aklan farmers consulted on prevailing pests and diseases occurrence in their respective fields and on location specific interventions of the DA in the province.

Meanwhile, the livestock division has vaccinated 18 dogs with anti-rabies vaccine, and provided 36 free consultation and distribution of information extension communication materials to 35 livestock raisers and dog owners.

The high value commercial crops program also distributed assorted vegetable seeds to 117 farmers. They were also given technical assistance on how to grow "Pinakbet" vegetables.

The DA 6 contingent during the caravan of government services was composed of specialists in rice, corn, HVCC, livestock, climate change, soil fertility, farmers organization, agri-cultural information, and pest and diseases control. (JEEO/RAFID 6) /MP

‘Politics May Kill Philippine Soccer’ Past US Top Booter Warns

SAN DIEGO, California – Philippine football is in tailspin and will die a natural death if politics and internal wrangling will continue to bedevil the sport’s national association.

The warning was issued by Fred Cameron, a retired former top player of the United States soccer team who is married to a Filipina resort owner in Zambales, Philippines.

Cameron, 76, said RP football needs a strong foundation and stakeholders should uphold and support its current leadership instead of fighting over certain positions and engaging in endless mudslinging that tend to destroy the group’s camaraderie .

"It’s very basic. Good leadership and strong foundation produce good and strong team. The players need inspiration and it should come from the leaders running the football association," he said in exclusive interview.
Cameron, born in Toronto, Canada and resided in Scotland before becoming a member of the U.S. Team in 1958, said the players are the ones who suffer from demoralization and their morale is low once they see their leaders figure in "unnecessary" conflict.

PFF CONFLICT

Cameron’s statement came in the heels of controversy involving attempts from some faction in the Philippine Football Federation (PFF) to oust their president Jose Mari C. Martinez whom they accused of corruption and mismanagement.

The infighting was compounded after some members of the PFF Board of Governors blamed Matinez for the national team’s poor performance in the recently held AFC Challenge Cup in Maldives where the Philippines won only one match and lost two, including a humiliating 5-0 thrashing from Turkmenistan despite the presence of eight foreign-based reinforcements.
NCR Football Asso-ciation president Pocholo Borromeo, Laguna Football Association chief Jun Pacificador and former PFF technical director Juan Cutillas have blasted Martinez for the "poor" state of football in the country. "Football’s slogan is fair play, unfortunately it’s not happening in Philippine football," Pacificador said in a sports forum.

Onie Patulin, a former member of the PFF Board of Governors, meanwhile, believes the absence of tournaments and coaches’ development program has left the country’s football program "stagnant." "The national team is not just a reflection, but a caricature of the current state of football and the policies of Martinez," said Cutillas. "It’s pathetic."

CARPENTER TURNS SOCCER STAR

Cameron, a skilled carpenter by profession and one of the leading players in the U.S. during his time, turned pro in Scotland at the age of 17 and played there against the top European sides from 1951 to 1955. He was serving an apprenticeship as a carpenter and cabinet maker at that time.

Cameron, hero in the all-star U.S. team that held the favored Mexico City to a 2-2 deadlock in the Section II division of the World Soccer Cup eliminations on March 7, 1965, had only eight weeks away from his job at Sears in the last seven and a half years when his loss of wages was reimbursed by the U.S. Soccer Association.

His big break in the sport came in 1956 when TV star Allen Young was visiting Canada and decided to sponsor five players for a trip to Southern California to meet a Danish team. The Canadians lost, 2-1, but it was a glorious journey for Cameron and was his first step toward becoming a U.S. citizen./MP

Roxas Condemns Sumilao Farmer – Leader Killing

Senator Mar Roxas this week condemns the ambush-slay of a famer-leader in Sumilao, Bukidnon. He called for an immediate investigation into the incident.

Penas was shot by a hired assassin at around 11 p.m., Friday, June 5 while bringing home his farm caretaker. Penas, also a paralegal, has been actively fighting for farmers’ rights in Sumilao. He is a strong advocate of reforms in the Compre-hensive Agrarian Reform Program (CARP) law and was among the hundreds of farmers and farm workers pushing for an extension of the program for another five years.

Senator Roxas urged local government and police officials in Sumilao to track down the identity of Penas’ assassin and identify the mastermind behind the ambush-slay.

Pinoys Can’t Rely on GMA Promise: Roxas

Senator Mar Roxas this week said President Arroyo herself ordered the vote on the constituent assembly resolution is clear proof that Filipinos cannot rely on her word that polls will push through in 2010 as scheduled.
Roxas said the Con-ASSwang (constituent assembly) railroaded by Palace allies at the House of Representatives is too potent to be fought by any single group.

He added false assurance from President Arroyo that the 2010 presidential elections would push through are not enough to assuage public outrage over the unconstitutional action of her House minions.

Sen. Roxas said, the public is waiting for a decisive act from the President.

Public outrage over the railroaded approval of House Resolution 1109 allowing the convening of a Senate-less constituent assembly has spread throughout the country. Various groups have announced street protests to dramatize public’s rejection of House moves to amend the Charter and lift term limits, allowing President Arroyo to extend her term and stay in Malacanang beyond 2010.

Roxas has sponsored Senate Resolution No. 1126, co-sponsored by Senators Benigno Aquino III and Rodolfo Biazon, urging Mrs. Arroyo to exercise her constitutional and moral duties to the public by affirming the unconstitutionality of HR 1109.

Lozano Petition VS "Con-ASSwang" A Farce

Sen. Mar Roxas also urged senators to hasten the filing of a manifestation with the Supreme Court questioning the legality of House Resolution (HR) 1109 to preempt a Malacañang plot to mislead the public through a pseudo court petition.

He pointed out that should the SC dismiss or reject the Lozano petition, this would give the false impression that the contentious House Resolution is legitimate or constitutional.

This is why senators must rush the filing of a petition with the SC to nullify HR 1109. Roxas offered his proposal for an immediate filing of a formal Senate position on the unconstitutionality of HR 1109 during the emergency All Senators’ caucus called by Senate President Juan Ponce Enrile at Thursday noon, June 4.

Roxas had branded as "Con-ASSwang" the railroaded approval of HR 1109, which allowed the convening of a Senate-less constituent assembly to amend or revise the Constitution. He had distributed garlands of garlic among his peers and to members of the House who opposed the Malacañang-backed Charter Change move.

He had also filed Senate Resolution No. 1126 challenging President Arroyo to disown and reject the latest House move, insisting the president has the constitutional and moral duty to denounce the unconstitutional act of her House allies. The resolution was co-authored by Senators Benigno Aquino III and Rodolfo Biazon. /MP

“Keep the Lights On” AKELCO Commits

"We will keep the lights on", general manager Chito R. Peralta, Aklan Electric Cooperative, Inc. (AKELCO) assured the member–consumers during the 26th Annual General Membership Assembly held on June 6 in Lezo, Aklan.

In his GM’s report, he disclosed the National Power Corporation (NPC) contract with Akelco is only until June 25. NPC CEO, Froilan Tampico, informed Akelco that NPC is not capable to supply the energy requirements of the Panay Grid including Akelco.

Moreover, Peralta revealed the very alarming power scenario in Panay. "Since June–December 2008, a power deficit of more than 150 megawatts was ex-perienced in Panay Grid", he reported. However, Akelco is lucky enough compared to coops in Iloilo, Antique, and Capiz which are experiencing a four-hour power interruption daily, due to Akelco’s independent power producer.

Despite the looming power crisis in Panay Island, GM Peralta committed firmly to ensure power reliability to more than one hundred three thousand consumers in Aklan including the world renowned tourist destination, Boracay Island and northern towns of Antique thru collective efforts of Akelco management and staff, local officials and consumers. According to him, meeting with Gloria Macapagal Arroyo is the major option left to Akelco to extend the supply contract with NPC until 2011 until Akelco is able to negotiate with other power producer.

In the Assembly, Congressman Florencio T. Miraflores presided over the oath taking ceremony of the newly-elected Board of Directors. He inducted Directors Julieta A. Aron of District 1, Malay and Buruanga, Engr. Celso D. Tajanlngit of District 2 Pandan and Libertad, and Paterno I. Ibarreta of Lezo and Malinao District.

Miraflores appealed to consumers, board of directors, and local officials for unity and support to Akelco during this power crisis.

This year’s theme, "Keeping the Lights On", is significantly relevant as we face one of the biggest problems in Aklan, the power shortage and the increasing power rate. Once, Akelco sources out power from an independent power producer, rates will increase since it is not subsidized by the government unlike NPC. However, Akelco alone and the provincial government cannot beat this threat unless we support the mission of Akelco to be an effective and efficient cooperative especially in the rural areas", he pointed out.

Peralta recognized the achievement of Akelco on its performance for 2008, and its vital part in the progress of Aklan through electrification. Akelco’s collection efficiency last year was 99.14 percent while it has 12.06 percent system losses, lower than the approved cap of 14 percent. /MP

DepEd Aklan Holds 3-Day English Seminar Workshop

Teaching English as a second language is a formidable task for Philippine educators for the past century. This is more felt in the last three decades. Precipitous slide has resulted in students/pupils with poor communication skills, comprehension and difficulty in acquiring right pronunciation and diction. This is resulting to poor marks in periodic tests or civil service examinations. Articulateness as commu-nication skill demands purity of ideas, picture description, proper diction and pronunciation in its delivery.

Research findings indicate this malady is traced to teacher’s deficiencies themselves. Cognizant of the problem, DepEd Aklan conducted a three day seminar workshop in English Grammar for all English coordinators, teachers, school heads and principals on May 27-29, 2009. This was held at Kusina sa Kalibo with Ms. Erlinda Salac Curro as resource speaker and trainer. She is author of a book "Check Your English Grammar Using Visayan Language", and a prominent educator – writer.

Registration was done in batches in order to accommodate big volume of participants. May 27 for Eastern sector with 119 participants; May 28 for Western sector – 109 and May 29 for all public high school teachers and principals – 65.

The training aimed to: a) check English grammar using Filipino language, b) review basic sounds in English, and c) re-learn communication skills. Methodology used Modern electronic gadgets (laptop computer and LCD projector) and grouping of participants in workshop session were used.

In her speech, Dr. Victorina Laroza, DepEd Schools Division Superin-tendent commended Ms. Curro for her enviable role in updating local educators in their teaching competencies amidst challenges of global competitiveness and economic downturn. Payoffs generated from the activity would be immeasurable as Aklanon youths get fresh ideas and interests of the English language. Laroza recalled the good old days (1960’s – 70’s) when US Peace Corp volunteers were assigned in Aklan who created significant impact on education and the community.
With its successful completion and their active participation though of short duration, similar training programs are planned in the near future. /MP

RP Forests May Vanish In 15 Years: Escudero

Sen. Chiz Escudero this week raised the alarm over the current rate of deforestation that could wipe out the country’s forest cover in 15 years.

With 1,900 hectares being deforested daily, the remaining forest cover as of 2006 was down to 8,000 square kilometers from 270,000 square kilometers at the turn of the century.

"Governments since the 1950s have not undertaken any genuine reforestation program. The current government has, in fact, handed out Timber Licensing Agreements and 23 Integrated Forest Management Agreements (IFMA) from 2001-2004 covering an area of 191,000 hectares," noted Escudero.

An IFMA allows its holder the right to harvest the timber and other forest products within the concession area. Based on data from the Department of Environment and Natural Resources, the total forest area of the Philippines has been reduced to 6.7 million hectares as of 1990 from 30 million hectares in 1930. In 1996, only around 2.1 million hectares of original vegetation remained. Escudero stressed that preserving the country’s fast-dwindling forests and protected areas like the North Negros Natural Park (NNNP) becomes even more urgent to protect endemic species and lessen the devastating effects of landslides during typhoons.

"Scientists said the NNNP in Negros Island is one of the top 10 most vulnerable forest eco-systems in the world. It is also inhabited by the rare Visayan spotted deer, one of the rarest animals in the world," he noted.

The Visayan Spotted Deer is just one of 336 endemic mammals that the International Union for the Conservation of Nature and Natural Resources listed among 497 endangered animals in the Philippines, which also has the highest con-centration of birds and butterflies in the world.

Waters surrounding the Philippines are also believed to have the highest level of biodiversity in the world with 2,117 species of fish, 330 of which are endemic. About 500 of 800 known coral species are also found in Philippine waters.

Other protected areas are Mt. Isarog National Park (Camarines Sur), Malampaya Sound Palawan), Mt. Malindang National Park (Misamis Occidental), Mt. Banahaw National Park (Quezon), Mt. Pulag National Park (Benguet), Mts. Iglit and Baco National Park (Mindoro), Mt. Guting Guting National Park (Romblon), El Nido-Taytay Managed Resources Protected Area Palawan), Pamitinan Protected Land-scape (Rizal), Mt. “Booklatan Sa Aklan” Escalona Gets NBDP 1st Prize

The National Book Development Board (NBDB) in partnership with the Department of Education (DepEd), and Aklan State University (ASU), Banga Campus launched its project "Booklatan sa Aklan" on April 23 – 25, 2009 held at the ASU Cafeteria.

This launching and workshop absolutely aim to train teachers both in the elementary and secondary levels on the Art of Storytelling, Every Child a Reader and a Book Lover, Developing for Reading and Corrective Reading".

A great story teller, Mr. Randolfo Yman im-pressively delivered the lecture workshop on the Art of Storytelling. He delivered his topic to its topmost level. He inspired the teachers to do the proper way of storytelling.

According to him, a good storyteller should possess the following qualities: book, voice, facial expression, sound body movement and action.

One of the best jurors for the Outstanding Teachers of the Philippines, Dr. Elena Cutiongco spear-headed the training. She talked about the leadership Enhancement and Advancement (READ) Program for Trainors.

This program made the teachers realize the importance of reading and why everyone should develop the love for reading. She spends extra effort to teach teachers how to get the value and the main idea of her given selection. Moreover, she inspires the teachers to make a lesson plan out of that selection, gives critique to each lesson plan made and gives unselfish praises for excellent job done.

She gives prizes to the best group lesson plan made which luckily our group got the prize. This added to teachers’ morale to work diligently for the betterment of our pupils.

The opening program was graced with the presence of Dr. Benny A. Palma, President, Aklan State University, Atty. Selwyn Ibarreta who represented Congressman Joeben T. Miraflores and Governor Carlito S. Marquez. Aklan Schools Division Superintendent, Dr. Victorina S. Laroza; Education Supervisor in English, Michael Rapiz; NBDP Project Officer Monica Z. Ureta; Glenn Malimban, NBDB OIC Project Division Officer; and the resource speaker Dr. Elena Cutiongco were also present in the closing ceremony. /MP

11-year-old Ilonggo Wins U.S. Speech Contest

San Diego, California - The life story of Australian naturalist, zoologist, animal and wild life conservationist and television personality, the late Stephen Robert Irwin, simply known as Steve Irwin inspired Nathaniel Dean Baldevieso Viejon. His inspirational speech on Irwin won him the 2009 Modern Woodmen’s Speech Contest trophy recently in Aurora, Illinois.

Known to his family and friends as Nate, he is an 11 years old, Grade V at Schneider Elementary School in Aurora district, Chicago. Nate, an animal lover, wrote his contest piece with the guidance of his mother, Jenie. Irwin has touched and impacted his life and that of millions of others all over the world.

Modern Woodmen of America developed this contest in 1948 to offer students opportunity to develop skills in clear thinking and public speaking. It is now an important event in schools across the United States.

This year’s topic is "A person who has touched many lives". Modern Woodmen asked student-speakers to help uncover and tell story of individual who embodies the spirit of the tagline - "Touching Lives. Securing Futures."

Contestants are judged based on material organi-zation, theme and subject adherence, structure, content, logic and color; delivery, presentation, voice, pronun-ciation, enunciation, gestures and poise; and overall effectiveness that scored impression and effect.

Nate, a well rounded student, is consistent North American Honor Roll in Math and Reading at Kumon Development Center, a member of school band and league player at Compton United Soccer Club. He is the eldest son of Jenie Baldevieso and Victor Viejon of Barotac Viejo and Santa Barbara , Iloilo.

Police Arrest Brutal Beating

Suspect of Fil-Am Teen

On a sad note, experts denounced the brutal beating by a 15-year-old black student of a 15-year-old Fil-Am student inside Lithia Springs High School in Douglas County, Georgia. The beating was recorded in a cellphone video.

The victim did not report the incident that happened in December 2008 to authorities for fear of reprisal. His parents pulled him out from the school and brought to the Philippines. Sgt. Jesse Hambrick of the Georgia Sheriff Office confirmed three students, including the culprit were arrested and charged with felony.

The suspect, captured in the video using a cellphone punching, kicking and stompting the head of the victim in the school’s hallway, is now facing two felony charges, said Hambrick who condemned the incident.

The video was downloaded in the internet which enabled policemen to trace the identities of the suspects after they saw it. Zach Cielo was afraid to report the incident for fear of retaliation. His parents decided to bring him home to the Philippines.

Douglas County Schools System Supt. Don Remillard was shocked over the incident and is ready to expel the suspects.

Cielo was worried about retaliation. He didn’t tell anyone what happened to him - including school officials or his mother.

"I didn’t know what will happen to me," said Zach Cielo. "He could’ve put a clot in my brain...I could’ve died. But I lived through it." "I have made (the) final decision, I am taking them out of the school and out of the country," said Lulu Cielo, Zach’s mother.

Governor Marquez Basketball Cup

The Governor Carlito S. Marquez Basketball Cup tournament is a sport to remember. Everybody is unanimous, that basketball tournament was very successful. The attendance in the ABL Sports Complex was standing room.
Those who were not able to watch the games in the venue of the tour-nament watched them in either Kalibo Cable TV or Aklan Cable TV.

Those who have no TV monitor heard the final games play by play over the radio. The tournament is worth repeating. However, there are always rooms for improvement in all human endeavors. As I watched the games, I observed just minor things that if considered and corrected, may improve future tournaments.

First, the referees have neither number nor name in their shirt. There are three of them at the same time inside the court during the game. To enhance recognition in case of fair and just or lapses in their officiating, they can be easily identified. For excellent officiating, they may be commended, and sanctioned for bad officiating.

Second, the use of referees from other provinces maybe beneficial to Aklanon referees if they are skillful and has mastered the rules of the game. However, watching them during the elimination games, local referees appeared skillful than them. Worse, in the champion-ship round, no Aklanon referees was allowed to officiate. Are the referees from other provinces superior than the Aklanons?

Third, in the best of three championship, a play was halted because of error in officiating during the third and final games. Alacar of Banga was fouled by Numancia. Moreover, Numancia was called a technical foul. Ricafuente of Banga was allowed to execute the free throw for the technical foul. After the free throw for the technical foul, Ricafuente was allowed to execute the two free throws penalty for a foul against Alacar. This is the referees’ big mistake. It must be Alacar to do the two free throws as the foul was committed against him.

This elicited complaint from Team Numancia that delayed very long the resumption of the game.

Fourth, in a game between team New Washington and Team Numancia, time out called by New Washington was counted against team Numancia. When team Numancia called for a time out, is it has one more time out, the table did not honor the request as its record showed team Numancia has no more time out.

Assuming that Numancia has really no more time out, the table could have granted the call and then slap a technical foul. That error sent the game into double overtime which New Washington won.

Be that as it may, the tournament management deserves congratulation. However, the following points maybe considered: 1. Compel referees to use number and name in their shirt for proper identification; 2. Train management technical staff to improve their work; and 3. Give priority in officiating to Aklanons; referees imported should be most skillful than the locals.

U.S. Gov’t Offers $1M Reward

For Abu Sayyaf Chief Sahiron Arrest

Alex Vidal in San Diego, California reported: "Enough is enough", seems to be the battlecry of the Department of States of the United States of America as it announced in Washington D.C. a reward offer of up to $1 million for information leading to the location, arrest and/or conviction of Radullan Sahiron, senior leader of the Philippines-based Abu Sayyaf Group (ASG).

Many innocent men, women and children have been killed or seriously injured as a result of Sahiron’s actions, announced Ian Kelly, spokesman of the Bureau of Public Affairs, Washington D.C.

Kelly said Sahiron played a role in the May 2001 Dos Palmas kidnapping of three U.S. citizens and 17 Filipinos from a tourist resort in Palawan, Philippines.

Several of the hostages, including U.S. citizen Guillermo Sobero, were murdered.

He said Sahiron continues to plot terror schemes that impact many communities in Mindanao. Due to his leadership position in the Abu Sayyaf Group, whose terrorist attacks have resulted in the deaths of U.S. and Filipino citizens, U.S. authorities consider Sahiron a threat to U.S. and Filipino citizens and interests, Kelly said.

"We encourage any-one with information on Sahiron’s location to contact the nearest U.S. embassy or consulate, any U.S. Government official or military commander, or the Rewards for Justice staff via the (www.rewardsforjusti ce.net),e-mail (RFJ@state.gov) or mail (Rewards for Justice, Washington, DC 20520-0303, USA), All infor-mation will be kept strictly confidential", Kelly said in a press statement.

Red Cross Volunteers Train

The Philippine National Red Cross (PNRC), Aklan Chapter concluded its five day training on "Community Based Disaster Management Course (CBDMC) May 25 – 29. It was held at Sampaguita Garden Resort, New Washington, Aklan.

The 45 participants who came from Numancia, Ibajay and New Washington are all Red Cross volunteers.

They have already completed the Basic Volunteers Orientation course, Basic Course for 143 project; they are physically and medically fit community members.

The CBDM course is designed to equip participants with the basic knowledge, skills, and concepts in disaster management in the community. For five days, the participants studied the PNRC and the Red Cross movement; the various services rendered by the Red Cross and its guiding principles, understanding the functions of Barangay Disaster Action Team and their roles in disaster management; community organizing, team building and community first aid.

The training was fully supported by the International Federation of the Red Cross and Red Crescent Societies.

Dr. Ambrosio R. Villorente was the guest speaker during their graduation program held on Friday, May 29. He challenged the graduates to apply what they learned in the course in order to mitigate the effect of any disaster that may occur in their respective barangays. He also thanked the International Federation of the Red Cross for conducting the training course, the resource persons, and the training staff. /MP

Peace and Security In “Oplan Balik Eskwela”

Weekly Kapehan guests on May 30 came from the Philippine National Police (PNP). Topic discussed was Aklan Peace and Security measures. Panelists were Police Senior Inspector Jeffrey Todeño, APPO; Police Inspector Bernard Ufano, Kalibo PNP; and Police Officer 2 Nida L. Gregas, APPO.

School opening on June 1 expected some 22 million school children all over the country trooping to their classrooms creating a need for security measures by the PNP. Oplan Balik Eskwela was designed to counteract problems associated with the main-tenance of peace and order in school campuses. Spike in crime statistics usually occur with population increases in a certain area over a period of time.

Atty. Allen S. Quimpo underscored the foundation for any meaningful life is peace and security. Virtually, there is no economic development without it. The former congressman said "attainment of this goal can be strong partnership between the police and community operating under the rule of law".

PSI Todeño said that "implementation of Oplan Balik Eskwela calls for the establishment of Police Assistance Center manned by two PNP personnel in all leading schools found in urban center. This will be augmented by police visibility or foot patrols in critical areas. Two weeks duration will be devoted by the cops to rapport with students. Police will give lectures on crime prevention, giving eyewitness accounts on crime cases, traffic rules/regulations, and others. Flag raising ceremony on the first day of classes will be led by elements of PNP to heighten patriotic awareness".

PI Ufano of the Kalibo PNP reported that crime incidence for the month of April 2009 was 121 physical injuries of which 114 cases were solved, 18 robbery cases of which 10 solved and 62 thieves of which 35 were solved. Foot patrols on active duty day and night are instituted in crime-prone areas to discourage thieves, robberies and vandalism.

Surprisingly, blue guards are sometimes caught sleeping on their jobs. Ufano revealed the 73 PNP regular personnel of Kalibo are bolstered by another 20 making it highly capable to provide security to a sprawling metropolis.

PO2 Gregas is confident that students and their parents will respond favorably to the pro-active measures the PNP instituted. She said, "proper info dissemination targeting youth could be potent solution to increasing skirmishes with authorities".

Issues and concern were on crimes committed against person which totaled 201 in April 2009 where 159 cases were solved. This means that 21 per cent remain unsolved and are still in the process of resolution. Considering that the PNP works have been augmented and professionalized, it is essential that they improve their previous per-formance. Apparently, more funds and personnel must be employed on intelligence operations and image building.

Syndicated crimes like "Budol-budol, Salisi, Dugo-dugo", and others often cropped up during critical period preying on unsuspecting folks and divesting them of hardly earned cash and valuables. While victims often seek police assistance, majority are reluctant to cooperate with authorities. Apprehension and conviction of members of criminal syndicates are usually light and after a brief period of time are free to operate again.

Laws must be amended so that any person found guilty of crimes be given stiffer penalties.

Prov’l Police Inspector Clarence Guinto has Brgy. Peace Keeping Action Center piloted in Tugas, Makato, a relatively peaceful community. This project elicited adverse reactions from the residents who reported to the CBIS radio station, Kalibo. There is over deployment of two police personnel on 24 hour duty, the report added. PSI Todeño clarified that this was based on previous report that Brgy. Tugas has peace and order problem like fishpond dispute.

In a related develop-ment, land disputes in Boracay oftentimes involving influential people are now covered by PNP directive against personnel of security agencies carrying long firearms or assault weapons.

Virtually, peace and security could be achieved if police personnel are doing their jobs right. The advent of electronic mail and texting could be defining moment of our times as crimes are reported to PNP but expanding slum areas in the heart of Kalibo with army of unemployed and teeming out of school youth are constant social battlegrounds between law enforcers and an alienated population group. Problems could be potential threat to our common aspiration of lasting peace, security and a better life. /MP

5 More DepEd Reps in GSIS Board

Sen. Chiz Escudero last week pushed for the passage of a bill amending the Government Service Insurance System (GSIS) charter to increase to five the number of seats for the Department of Education (DepEd) in the board of trustees of the GSIS.

"Our teachers must be given a greater rep-resentation in the GSIS. This will give them more power in formulating policies in the use of the financial resources of the GSIS," he said.

"They work for very little pay, their benefits are always delayed, and they work under very horrible conditions. Let us not delay this any longer," said Escudero, who authored Senate Bill 3172.

He pointed out that more than half a million teachers and DepEd personnel represent about 40 percent of the 1.4 million total memberships of the GSIS.

The bill also proposes that the basis for the computation of service should be the date of appointment and not the date of first payment of GSIS premiums. It also puts a cap on the interest penalties for delayed pay-ments to two (2) percent.

Escudero, whose parents are former teachers, also wants to double funeral benefits to P24,000 for each GSIS member, which will be further increased to 35,000 in five years.

He also proposes to increase the criminal liabilities of those who defraud the GSIS or fail to comply with the provisions of the GSIS law. /MP

Aklan SP At Work

If the number of committee and public hearings being conducted are the gauges, then the current Sangguniang Panlalawigan (SP) of Aklan under the stewardship of Vice Governor Gabrielle V. Calizo can be considered the busiest in the history of the provincial legislative body of Aklan.

As required in any parliamentary body and emphasized in its house rules of procedures, no significant piece of local legislation included in the agenda of the SP body can be debated in the plenary without being heard at the committee level.

This was emphasized by Calizo, a former member of the House of Representatives of the lone district of Aklan, when she assumed office as the new presiding officer of the SP Aklan on June 30, 2007.

For the second semester of 2007, the constituted committees of the chamber conducted a total 104 committee hearings, 270 in 2008 and 83 hearings from January to April 2009. Committee hearings are normally held every Monday or Tuesday of the week, in time for the plenary debates during the Thursday regular session of the SP. Special sessions are held upon request of the Provincial Governor or by majority of the members of the SP to tackle very urgent matters which need immediate actions and which cannot wait for the scheduled regular sessions.

The Aklan SP has held 20 regular and three special sessions during the second semester of 2007, some 45 regular and two special sessions in 2008, and 15 regular and one special sessions from January to April 2009.
Likewise, this chamber under Calizo held public hearings which tackled significant issues affecting the lives of Aklanons.

Public hearings were held on October 8 and October 26, 2007 on the proposal of the League of Municipalities of Aklan to operate a Small Town Lottery in Aklan of the Philippine Charity Sweep-stakes Office. Public sentiment having been determined and established, the SP under Calizo thumbed down the proposal of the LMP Aklan.

It also conducted public hearings on October 10 and November 5, 2007 on the proposal of certain sectors to reroute some trips of the Strong Republic Nautical Highway (RORO) from the Caticlan Jetty Port, Caticlan, Malay to the Dumaguit Port in New Washington. The SP likewise turned down the proposal and recommended status quo as far as RORO routes in Aklan are concerned.

Public hearings and subsequent ocular inspec-tions were conducted at the mouth of the Sooc River to determine the extent of the causes of serious floodings in the capital town of Kalibo being posed by the sandbar formations and the development of fishponds right at the mouth of the said river. The series of hearings confirmed the serious impediments being posed by these sandbar formations and fishponds to the floodings in Kalibo.

As a result, the SP urged all concerned agencies to take immediate steps in the dredging of the river including the demolition of the sandbars and the illegal fishpond developments in the area. It likewise cleared the multi-awarded Kalibo Mangrove Reforestation Project as one of the perceived causes of the floodings in the capital town.

This provincial legislative body also conducted a series of public hearings preparatory to the enactment of the Tourism Code of Aklan and the Aklan Investment Incentives Code, the pet legislation of Vice Governor Calizo. /MP

Bruce Lee Would Challenge Pacquiao

SAN DIEGO, California – The best in the East. This titanic title once belonged to the legendary kung fu maestro Bruce Lee who as the pride of the East even the best boxer in the world dared not to see him eyeball to eyeball in his heyday in the early 70’s.

But after dismantling Ricky "The Hitman" Hatton in the IBO light welterweight duel dubbed "The Battle of the East and the West" in Las Vegas, Nevada on May 2, Manny Pacquiao is now reputed as the best warrior in the East in contact sports—including mixed martial arts and wrestling.

Had Pacquiao lived in the era of Bruce Lee or vice versa, the founder of Jet Kune Do combat form and Chinese’s cultural icon would’ve challenged the Filipino lefty to a no-holds-barred duel to determine the real king of combat sports in the East.

Bruce Lee had humiliated the seven-time world karate champion Ken Norton in their own version of the battle between the east and west.

Although the current darling of the Ultimate Fighting Championship (UFC) is Lyoto Carvalho Machida who is partly from the East, Pacquiao still stands alone unmolested in the totem pole of prizefighting, making him the most sought-after world champion in any multi-million dollar showdown.

Machida, who upset Rashad Evans in a recent clash of unbeaten fighters in UFC 98 billed as the "Ali-Frazier bout of UFC", also wants to be known as the best in both the East and West.

Although a Japanese-Brazilian, Machida, the current UFC light heavyweight champion and Shotokan karate specialist, claims to be a product of eastern full contact sports institutions having trained Muay Thai in Thailand and participated in New Japan Pro Wrestling in Tokyo hitting pay dirt in the UFC.

As this developed, another pride of the west, Shane Mosley, have also expressed willingness to engage Pacquiao in a slugfest "in a catch weight".

MOSLEY’S CHALLENGE

Mosley’s challenge came after light middleweight upstart Julio Caesar Chavez, Jr. dared Pacquiao to a showdown before the end of 2009. Top Rank promotion had also mentioned Miguel Cotto’s name as Pacquiao’s possible opponent.

"There are conflicting reports from the Pacquiao camp an upcoming fight between me and Manny Pacquiao. I want it to be known that I want to fight Pacquiao and I want to fight him now. I’m willing to meet at a catch weight to make that happen," Mosley said.

"I know this is what Freddie Roach wants as well, as he has previously stated this to press. I am the best fighter in boxing and I am ready to reclaim the title of number one pound-for-pound fighter."

To end the guessing game, it was the 30-year-old boxer-cum-politician from Gen. Santos City, Philippines who broke the iceberg by declaring he is interested and ready to face flamboyant Floyd Mayweather, Jr. on October 17.

O R D E R

This is a verified petition for correction of entry in the Certificate of Live Birth of the petitioner as to her date of birth from "JANUARY 25, 1961" to "JANUARY 25, 1971" in the Certificate of Live Birth of PINKY OBLIGAR DALIDA.

Petitioner alleges that: she us of legal age, single and a resident of Cabangila, Altavas, Aklan since birth; she was born through the assistance of a Midwife on January 25, 1971 and the fact of her birth was only recorded on April 5, 1991 under Local Civil Registry No. 91–181 in the office of the Municipal Civil Registrar of Altavas, Aklan, through late registration. In the said Certificate of Live Birth however, her date of birth was entered therein as "January 25, 1961" instead of "January 25, 1971".

Finding the petition sufficient in form and substance, the same is hereby set for hearing on JULY 15, 2009 at 8:30 in the morning at the Session Hall of this Court. The Civil Registrar or any person claiming interest under the entries where corrections are sought to be changed may file his opposition within fifteen (15) days from notice of the instant petition or from the date of publication thereof.

Let copies of this Order be published once a week for three (3) consecutive weeks in MADYAAS PEN a newspaper of general circulation in the province of Aklan at the expense of the petitioner.

Further, let the Office of the Solicitor General, the Municipal Civil Registrar of Altavas, Aklan and the petitioner be furnished copies of this Order.

Petitioner through counsel filed a verified Petition on April 27, 2009, praying that after proper proceedings, an Order be issued directing the Local Civil Registrar of Culasi, Antique, to correct the entry in Petitioner’s Certificate of Live Birth by changing the petitioner’s name from ELENA PALANOG to ADELINA PALANOG and date of birth from August 23, 1952 to August 9, 1952.

In View Thereof, finding the Petition to be sufficient in form and substance, let the initial hearing be set on June 18, 2009 at 8:00 o’clock in the morning at the Regional Trial Court, Branch 13, Culasi, Antique, on which time, date and place, any interested person may appear and show cause why the Petition should not be granted.

Let copy of this Order be immediately published at Madyaas Pen, a newspaper of general circulation in the Province of Antique for three (3) consecutive weeks at the expense of the Petitioner.

Furnish copy of this Order the Provincial Prosecutor, San Jose, Antique, the Solicitor General, counsel and petitioner.
