Paying Tax On Time at Correct Amount
Spending It For The Purpose
Who is a gentleman or a lady who can cut a portion of his or her ribs and feed it to the dog? Nobody, unless he is out of his senses. It is natural for a normal person to protect himself if attacked maybe physically, socially and mentally.
A good example is Provincial Ordinance No. 05 – 009. This is an ordinance which fixed and approved “the schedule of base market values of lands and natural improvements, building classification and schedule of base unit construction cost for buildings, machineries and other improvements for the general revision of realties…”
When this above stated ordinance took effect and implemented in 2006, almost all realty taxpayers willingly paid their obligations, some did not pay maybe because they had less money or were dismayed because of the sudden and abrupt increases from 300 to 700 percent over the previous. Some like Atty. Romeo Inocencio, paid but protested the increase. He asked for the refund of the “excess payment”.
During the campaign for the May 14, 2007 election, this realty taxes increases were carried as issue against the United Leadership. The victory of Hon. Rodson F. Mayor in that election is attributed to his campaign slogan: “I will fight for you” such as his fight against the Akelco electric power rate increase and the realty tax increases in Aklan.
In the Sangguniang Panlalawigan of Aklan, there is now a proposed provincial ordinance “repealing Ordinance No. 05 – 009 enacted on February 9, 2007 authorizing the Provincial and/or Municipal Treasurer to refund through tax credit any collection paid by taxpayers/landowners on said ordinance…” This proposal is introduced by Hon. Rodson F. Mayor, Hon. Daisy S. Briones, Hon. Nemesio P. Neron and Hon. Ramon S. Gelito.
Will this proposal prosper? It is doubtful. Hon. Mayor probably can muster four (4) votes for this proposal, but the United Leadership has six plus two votes of the ex-officio members.
All the municipal assessors of Aklan under the leadership of Provincial Assessor Mary Jane A. Rebaldo approved a joint manifesto with all municipal treasurers of Aklan led by Provincial Treasurer Ivan L. Timtiman to support the Provincial Ordinance No. 05 – 009. This simply means, the assessors and treasurers cannot allow to let it go what they had work for and just throw it to the dogs.
According to the manifesto of support, the said ordinance was implemented since January 2006; the projected real property tax is now included in the 2007 budget; the record of tax collection is in high efficiency as of May 31, 2007; and the suspension in the implementation of the said ordinance will prejudice the delivery of basic and social services and jeopardize the allocation for the Special Education fund.
The provincial assessor and the provincial treasurer with their respective municipal assessors and treasurers in the 17 towns of Aklan call on all provincial and municipal assessors and treasurers to support the implementation of Provincial Ordinance No. 05 – 009 in order to eradicate poverty. They strongly urged Governor Carlito S. Marquez to uphold the implementation of the said provincial ordinance 05 – 009. They also appealed to all taxpayers to help and appreciate the scope of the said ordinance.
TAX is a compulsory payment, usually a percentage levied on income, property value, sales and other taxable objects. Tax is collected for the support of a government. Tax proceeds are disbursed for the construction and repairs of public buildings, for public education, health services and welfare, to maintain peace and order. Without paying our taxes, the government will fold-up. There is a need to implement and comply with the mandate as called for in Provincial Ordinance No. 05 – 009. Let us give it a chance. Let us see how Governor Marquez use the additional tax collected. Maybe, we will be able to appreciate the effect of our taxes paid if public schools will not any more request parents to pay school board teachers, janitors, water and electricity bills among others.
If there is no more pupil congestion in the public schools and the road networks are well maintained, then the taxes we are paying are well spent for the purposes it was collected.
To the taxpayers, pay correct taxes on time. To the tax collector, remit it. And to the bursars, spent it according to the purpose. /MP
