However, at midnight of Friday, PAGASA raised Typhoon Signal No. III in Aklan. But only few heard it as it was announced midnight. Therefore, people were caught prepared just for Signal No. I. People in Aklan woke up early morning of Saturday, June 21 with Frank, whistling with winds 140 – 170 kms. per hour. It was not only wind but whirlwind. In the afternoon of Saturday, floods came with mud specially consigned in Poblacion, Kalibo, and Bulwang, Camanci Sur and Norte, Pusiw and Bubog, Numancia.
