Codification of General Ordinances Workshop For SP Members & Staff

by ODON S. BANDIOLA

By the middle of August, all the Sangguniang Panlalawigan (SP) members of Aklan and the Secretariat Staff will undergo a 2-day workshop on the Codification of General Ordinances to be held in the Aklan SP Session Hall on August 21 – 22, 2012.
The SP Secretariat will go back to the basics of refreshing themselves in communication skills by the end of this month to be conducted by the Aklan State University professors.

The seminar workshop on codification will be conducted by the University of the Philippines – National College of Public Administration and Governance with Dr. Prospero de Vera as resource speaker. De Vera is the concurrent Vice President for Public Affairs of the UP-National College of Public Administration and Governance (UP-NCPAG).

The codification workshop will be conducted in close coordination with the League of Vice Governors of the Philippines of which Aklan Vice Governor Gabrielle V. Calizo-Quimpo is the National Treasurer.

The holding of the seminar workshop is the preparatory phase in the enactment of the Code of General Ordinances of the Province of Aklan. The seminar output will be the initial draft of the Code of General Ordinances.

To recall, when Vice Governor Quimpo took over as vice governor and presiding officer of the Sangguniang Panlalawigan in 2007, she immediately set her legislative priorities by crafting the various codes mandated to be enacted by the provincial legislative body. Under her term, the Tourism Code, Investment Incentive Code, Environment Code, Children’s Code and the Revenue Code of Aklan were enacted.

The Sangguniang Panlalawigan is mandated to enact the Code of General Ordinances which is the least  to be crafted.

In the crafting and enactment of the Revenue Code of Aklan, Vice Governor Quimpo enlisted the services of the Development Academy of the Philippines to train key officials and employees of the Aklan Provincial Government in the processes and mechanism in coming out with the Revenue Code of Aklan. /MP
