OPARR 2014 ACCOMPLISHMENTS

The Office of Presidential Assistance For Rehabilitation and Recovery (OPARR) for Aklan is activated on June 1, 2014. Atty. Clarence V. Quinto is appointed Aklan provincial coordinator who led in the review of Aklan Rehabilitation and Recovery Plan. Recruitment of personnel for the four provinces of Aklan, Antique, Capiz, and Iloilo was done. It has appointed eight personnel, three of whom are volunteers.

Courtesy call with the Aklan provincial officials and to the 17 town mayors of Aklan were done. They were briefed of what is OPARR all about. A Yolanda Forum was held in Batan, Aklan on September 30, 2014 and a Roadshow at Grande Royale, Kalibo on Dec. 4, 2014.

Some 70 student leaders, members of the Rotary club of Metro Kalibo, Diocesan priests and members of the Aklan media attended the five advocacy fora. To promote understanding, acceptance and cooperation, OPARR conducted radio interviews about ARARR. The 2014 OPARR culminated with 3K Fun Run and Poster making contest with some 1,000 participants.

Aklan Rehabilitation and Recovery Plan (ARRP) is presented and vetted on July 25, 2014 with projects consolidated by the PPDO in the total amount of P5.2 billion. The persistent coordination of OPARR-Aklan team and with the support of Provincial Planning and Development Office and the 17 Municipal Planning and Development Councils, the amount is increased to P6.2 billion in September, and P8.6 billion in October during the Yolanda Forum held on December 4, 2014 at Royale Grande Restaurant. Atty. Michael Louie Martinez, Head-Monitoring and Validation Unit of OPARR-Head Office, presented the aggregated projects for Aklan RRP in the total amount of P9.3 billion. 

The money will fund four (4) clusters which are: a) infrastructure – Php824,037,400; b) Social Services – Php1,494,104,503;  c) Livelihood – Php1,119,356,234; and d) Resettlement – Php5,873,644,200. Note: This is for 11 towns consisting of 15,948 units. 

Recommendations
Atty. Clarence V. Guinto, PARR Aklan recommends the:
a. activation of the LIAC as mandated in the approved Comprehensive Rehabilitation and Recovery Plan; and b. Representations be made with concerned NGAs to designate the official representative in the Province of Aklan as required by SEC 1 of AO 44 Section 1 of Administrative Order No. 44 dated October 28, 2014 entitled: “STREAMLINING THE PROCESS OF ISSUANCE OF PERMITS, CERTIFICATIONS, CLEARANCES AND LICENSES FOR HOUSING AND RESETTLEMENT PROJECTS IN YOLANDA-AFFECTED AREAS, DIRECTING ALL GOVERNMENT AGENCIES CONCERNED TO OBSERVE THE SAME AND IMPOSING SANCTION FOR NON-COMPLIANCE.” PROVIDES “Designation of Agency Representative. /MP
