"ORDINANCE NO. 2008-02

AN ORDINANCE DECLARING THE MONTH OF MARCH
AS THE MONTH OF REMEMBERING AKLANON MARTYRS AND PATRIOTS

WHEREAS, the Municipality of Kalibo is privileged to be at the center of numerous historical events and cultural evolution that contributed to the rich cultural heritage of Aklan;

WHEREAS, the lives and the ultimate sacrifices made by our local martyrs and patriots have greatly contributed to the richness and splendor of our town’s cultural heritage;

WHEREAS, the memory of the lives of these martyrs and patriots and their ultimate sacrifice should not only be preserved with pride but should be passed on with great honor to the younger generation and for the generations to come;

WHEREAS, the entire Province of Aklan in grateful appreciation and gratitude for the ultimate sacrifice made in 1897 by the 19 young Aklanons in declared March 23 as XIX Martyrs of Aklan, a local holiday and commemorates and celebrates the same with civic parades and cultural programs, presentations and exhibitions;

WHEREAS, to further develop awareness, understanding and comprehension by the younger generation of the significance of the contribution of the XIX Martyrs Day of Aklan to the Philippine Revolution as well as the lives of other great patriots of the Philippine Revolution against Spain with the last decade of the 19th century and those who participated in the upheavals of World War I and II, formal studies and method of teaching extended by the Department of Education must be availed of and maximized;

WHEREAS, this council recognized the vital role of the Department of Education in the preservation and efficient dissemination of our rich cultural heritage to the younger generation and by incorporating in its curriculum the lives and sacrifices of our local martyrs and patriots it will certainly imbibe fervent honor and pride to our Aklanon youths;

WHEREAS, the inclusion of the lives of our Martyrs and Patriots to the Department of Education curriculum will strengthen our local identity as Aklanons and as Kalibonhons in particular to which our young generations will be proud of;

NOW THEREFORE, BE IT ORDAINED BY THE KALIBO SANGGUNIANG BAYAN in session assembled that:

Section 1. PURPOSES – This Ordinance has for its purposes the following:

a) To declare the month of March as the Month of Remembering Aklanon Martyrs and Patriots;

b) To require all commercial establishments, government institutions, schools and academes to put on public display the national tri-color (Philippine Flag) or other minor flags used during the Philippine Revolution;

c) To inculcate upon the younger generation and for the generations to come the value and consequence of honor and patriotism;

d) To instill and impart upon the younger generation the rich historical and cultural heritage and tradition of the town of Kalibo;
e) To encourage local historians and writers to continuously prepare, record, document and produce local writings, manuscripts, articles and documents that shall assure the preservation and passing on of our cultural heritage to the later generations;

f) To appeal to the members of the media to play a vital role in creating consciousness of the significance of the celebration through the print, broadcast and television;

g) And finally, to enjoin the active participation of the Department of Education in the preservation and efficient dissemination of our rich cultural heritage to the younger generation through;

· the incorporation of the lives and sacrifices of our local martyrs and patriots in its curriculum;
· the holding of school based programs, cultural shows, discussions, seminars, contests, quiz bees, film viewing about the lives of martyrs and patriots and similar activities particularly during the month of March;

· the promotion and conduct of educational visits and tours to historical sites, monuments, museum and places of cultural value;

· the compilation of writings, articles, commentaries and other pieces of local literary works about our local history.

Section 2. DEFINITION OF TERMS – The following terms used in this ordinance shall mean:

· Heritage – What has been or can be inherited.

· Martyrs – Someone who suffers death rather then renounce his faith, cause or principle or for doing good deed at considerable self-sacrifice;

· Patriot – a person who loves his native country and will do all he can for it and that his services or sacrifices has earned honor and dignity for the Province of Aklan and her people;

· Historians and Writers – These refers to local historians and writers who study the records of past events, usually with an interpretation of the cause and an assessment of their importance.

· Committee – for the purpose of this Ordinance, refers to a group of technical people representing different organizations and sectors of the community tasked of performing functions so enumerated in this Ordinance.

Section 3. Composition and Function of Cultural Oversight Committee – An Oversight Committee shall be added in the composition of the Kalibo Council for Culture and the Arts through the issuance of an Executive Order of the Local Chief Executive whose tasked is to evaluate local Martyrs and Patriots for the purpose of this Ordinance;

1. Representative of the Archbishop Gabriel M. Reyes Foundation
2. Curator of the Museo it Akean
3. Representative of the Department of Education
4. Representative from the Commission on Higher Education (CHED)
5. Representative of Veterans Federation of the Philippines
6. Representative from the Aklan Visual Artist’s
7. Representative from a Media Organization
8. Kalibo Tourism Office

Functions of the Cultural Oversight Committee
1. To evaluate the qualifications, achievements, works, sacrifices and the honor and prestige given by nominee to the Aklan Province;

2. To commission/sanction studies and researches relative to the lives of Aklanons whose qualifications, achievements, works, sacrifices brought honor, dignity, and distinctions to Aklan and beneficial to her people;

3. To endorse/approve the reproduction of support instructional materials of historical value;

4. Manage and supervise the distribution of the support instructional materials to the Department of Education and to other formal and informal learning institutions;

5. To perform other functions necessary for the attainment of the goals and objectives of this ordinance;

Section 4. Criteria in Evaluating Nominees(s) as local Martyrs(s) or Patriot(s) for the purpose of this ordinance

1. The achievements, works or sacrifice of the nominee(s) shall have served and benefited a great number of people with much good and for a long time;

2. Such achievement, service or sacrifice has earned honor and dignity for the Province of Aklan and her people;

3. The kind of work should be exceptional and that should tower head-and-shoulders above his peers and contemporaries in his field of work to be called virtually outstanding;

4. The achievements, services and sacrifices shall have much beneficial effects to the people that would endure the passing of time.

Section 5. BUDGETARY REQUIREMENT – The Municipal Government through the Local Chief Executive shall allocate certain amount of its local funds particularly on the Tourism and Cultural Development or in the celebration of legal holidays and special occasion or any available funds in accordance to the accounting and auditing rules, for this specific purpose.

Section 6. REPEALING CLAUSE – Any Ordinance, Resolution or Executive Order of this Municipality inconsistent with the provisions of this Ordinance is deemed repealed, amended or modified accordingly.

This Ordinance recognizes the sentiments conveyed under Resolution No. 2006-052 and the mandates provided under Ordinance No. 2005-049 of the Municipality of Kalibo and such edicts and pronouncements are hereby strengthened with the enactment of this ordinance.

Section 7. EFFECTIVITY – This ordinance shall take effect upon approval.
