ATI-RTC VI Conducts Community – Based

Participatory Extension Management


The Agricultural Training Institute-Regional Training Center VI (ATI-RTC VI) Western Visayas conducted the four-day TRAINERS’ TRAINING ON COMMUNITY-BASED PARTICIPATORY EXTENSION MANAGEMENT (CBPEM). This was held at ATI-RTC VI Conference Hall, Banga, Aklan on June 19-23, 2006. The activity was a collaborative undertaking with the Institute of Community Education (ICE), College of Public Affairs (CPAF), University of the Philippines at Los Baños.
A total of 38 Technical Staff from the Provincial Planning and Development, Agriculturist, Vegetarian, Environment Management, Cooperative, Health, and Social and Welfare Development, Municipal/City Agriculturists and Rural-Based organizations (RBOS) Coordinators of Negros Occidental.
A team of trainer’s from the ICE, CPAF, UP at Los Baños Laguna and ATI-RTC VI facilitated the conduct of the course.
In the Opening Program, Dr. Ana Mae C. Relingo, Director for Extension and Community Services who represented ASU President, Dr. Benny A. Palma, welcomed the guests and participants. Relingo cited the close and numerous successful collaborative extension and training endeavors done between ASU, and ATI. Engr. Remelyn R. Recoter, Center Director of ATI-RTC VI also gave her separate welcome message. Ms. Joy Pastoral, Project Evaluation Officer III of the PPDO and Mr. Enrique Escarez III, City Agriculturist of Cadiz City introduced the guests and participants. An Inspirational Message and Overview of the four-day course was given by Dir. Virginia R. Cardenas, Director of ICE and of Philippine Extension Network (PEN).
Hon. Carlito S. Marquez, Provincial Governor of Aklan stressed his desire in his inspirational message to transform Aklan into globally competitive Province with our ASEAN neighbors on the basis of improving the quality of locally produced export-oriented products.
Dr. Cardena and Dr. Evangeline C. Sulabo, University Researcher of ICE, CPAF, UPLB served as the pool of Trainers.
Among the topics discussed are the following: Current State of Philippine Extension System; Introduction to Participatory Extension & Management; Participatory Rapid Community Appraisal (PARCA), Livelihood Analysis; Problem Analysis; Causal Model Technique and Identification of Intervention; Application of Logical Framework, Action Planning. Project Visitation to nearby community-based projects like the Mangrove Reforestation of Kalibo and Coconut Village Processing Center in Ibajay.
The training aimed to enhance the participants’ knowledge and skills especially in the application of framework tools and techniques in community-based participatory planning, implementation and monitoring and evaluation of extension programs at a given area.
Specifically, the Course will:
· Gain new insights of the principles of participatory extension planning, implementation, monitoring, and evaluation under the developed extension system;
· Enhance the knowledge, skills and competency in undertaking participatory extension project planning (eg. Community appraisal, problem analysis, identification of interventions, development of indicators and legitimizing projects for local funding);
· Set up goals and objectives of the extension support, education, and training services in the municipality using the CBPEM approach; and
· Appreciate the role of participatory tools and techniques in extension management program development;
It is in this context that ATI believes that true complementation will be achieved once the devolved agencies are converged together with the LGUs’ leadership under the municipal Community-Based Participatory Extension Management (CBPEM). The LGUs of Negros Occidental being the first to respond to the challenge of CBPEM was given the first priority to attend this kind of Trainers’ Training with the objective of conducting the same at the municipal/city level.
