Rotary Club of Kalibo Joins The Fray


The Rotary Club of Kalibo (RCK) which members come from both the professional and business sectors of Aklan has joined the fray in the struggle to lower the electric rates in Aklan. RCK has approved Resolution No. XV–01 Requesting Akelco to avoid/rescind the EPPA between the Akelco and Mirant Global Corporation.
The resolution was unanimously approved during its regular meeting held on November 21, 2006 in RCK Livelihood & Training Center, Andagao, Kalibo. The Resolution is printed below:

I. call to order

With the presence of a quorum after proper determination by Secretary Melrose S. Lunn, the meeting was called to order by Pres. Augusto Solmirano at 7:20 P.M.

After the regular program and during the business meeting, the following resolution was passed and approved.

RESOLUTION NO. XV-01

A RESOLUTION STRONGLY REQUESTING THE AKELCO TO AVOID/RESCIND OR SUSPEND ITS IMPLEMENTATION OF THE EPPA BETWEEN AKELCO AND MIRANT GLOBAL CORPORATION.

WHEREAS, all the members have experienced the sudden increase of their electric bills by about fifty (50) per cent occasioned by the increase in the generation system charge;
WHEREAS, upon research made by some of the members, the increase in the generation system charge was brought about by the supply of electricity under the Electric Power Purchase Agreement (EPPA) between Aklan Electric Cooperative (AKELCO) and (Mirant Global Corporation) now Global Business Power Corporation (GBPC) as the Independent Power Producer (IPP) wherein the rate is much higher compared to National Power Corporation (NPC);
WHEREAS, AKELCO can stave off the increase by either rescinding the EPPA or insisting on the terms and conditions stipulated in the original agreement as NPC can adequately supply the power requirements of AKELCO;
WHEREAS, the members of the RCK have also found out that the financial burden of the AKELCO consumers would be lessened even AKELCO chooses to honor the EPPA by simply paying the base rate and AKELCO shall source all its power requirements from NPC without getting power from the IPP; the increase involved would be only about ten (10) per cent.
WHEREFORE, upon motion made by Director and PP Edilberto "Nonoy" Macahilig, duly seconded by Protocol Officer Pepito "Pete" Ruiz, RESOLVED as it is hereby RESOLVED to strongly request the AKELCO to avoid/rescind the EPPA between the IPP concerned or suspend its implementation.
RESOLVED FURTHER that AKELCO for the benefit of its consumers, pursue all legal and proper remedies available to avoid the contract or if not to mitigate the financial burden of its consumers as heretofore suggested.
RESOLVED FINALLY that copies of this resolution shall be furnished the AKELCO, Lezo, Aklan and all groups, government entities, local government units and all non-government organizations opposing the power rate increase.
