NSO Registers Aklanons Agri, Fishery Workers



The National Statistics Office-Aklan will conduct a registration of farmers, farm laborers, and fishermen in 327 barangays starting this October 1 to establish a Registry System for Basic Sectors in Agriculture (RSBSA). 

The RSBSA is a database or master list that contains basic information such as names, demographic and socio-economic profile, and other information of the farmers, farm laborers and fishermen which will become the basis of national and subnational development plans for the country’s agriculture and fishery sectors.

About 418 hired field interviewers (FIs) will conduct a house-to-house visit and interview in 121,034 households in Aklan. These FIs will be directly supervised by the barangay secretaries, who serve as focal persons at the barangay level. 

According to Mr. Blas M. Solidum, Provincial Statistics Officer, the RSBSA will essentially address the need for a comprehensive and systematic information system that will help the government identify or locate farmers, farm laborers and fishermen who are target beneficiaries of agriculture-related programs and services. 

“The RSBSA is in line with the government’s effort to promote transparency, accountability, and people empowerment which are the attributes of good governance,” Mr. Solidum stressed. 
The registry of farmers is one of the key programs of Cabinet Cluster in Good Governance and Anti-corruption (GGAC), chaired by President Benigno S. Aquino III under the Digitization and Information Technology in Government Sub-cluster. 

As the major statistical arm of government, the NSO is tasked to formulate efficient operational strategies, develop a computerized database system, and ensure the smooth conduct of trainings, data processing, and data evaluation.

The Department of Budget and Management (DBM), Department of Interior and Local Government (DILG), Department of Agriculture (DA), and Department of Agrarian Reform (DAR) serve as partner agencies of NSO in carrying out the RSBSA project nationwide.

The NSO conducted the 3rd level training on September 3-6, 2012 at Sampaguita Gardens Resort and Spa, New Washington, Aklan among Municipal Planning and Development Coordinators, Municipal Local Government Operations Officers, Municipal Agricultural Officers, Municipal Agrarian Reform Officers, Municipal Civil Registrars, and hired Assistant Registration Area Supervisors from 17 towns of Aklan.

Except for Assistant Registration Area Supervisors, they are members of the Registration Team (RT) who will serve as trainers in their respective municipalities during the 4th level training this September and supervise the registration activity in all barangays. /MP
