“Courage Change Commitment” was the theme of the 26th Biennial National Convention of the Philippine National Red Cross (PNRC) held on November 18-20, 2005 at Manila Hotel, Manila. Some 250 delegates attended the convention who are chapter administrators, chapter chairmen, members of the Board of Directors and PNRC officials.
Aklan was represented to the convention by Ms. Araceli Pelayo and Dr. Ambrosio R. Villorente who are chapter administrator and Vice Chairman of PNRC – Aklan Chapter respectively. Senator Richard J. Gordon, chairman of the PNRC Board of Governors declared the convention open. Ms. Leonida “Baby” Bayani Ortiz, Convention chairman welcomed the delegates.
The rest of the first day was devoted to the Biennial Report of Richard J. Gordon, chairman of the Board of Governors and election of the new Board of Governors (BOG) for the year 2006–2007. There were 19 candidates for the nine (9) members of the BOG. Actually, the PNRC Constitution and By-Laws provides for 15 members of BOG, 9 of whom are elected, three (3) are appointed by the President of the Philippines and three (3) are appointed by the BOG themselves.
Those who won in the November 18 election according to the number of votes garnered are: 1. Juan Miguel F. Zubiri, 2. Richard J. Gordon, 3. Corazon Alma de Leon, 4. Andrew O. Nocon, 5. Allan B. Lee, 6. Henry C. Dy, 7. Armand Arezza, 8. George Go Pen Siong and 9. Dante V. Liban.
Among the issues presented and discussed in the convention are the Global Overview of Disasters and Red Cross Response which was presented by Mr. Ibrahim Osman who is the undersecretary general for National Society Cooperation and Development of International Federation of the Red Cross (IFRC). Mr. Simon Missiri, head of Asia – Pacific Department of IFRC discussed the lessons learned from the Asian Tsunami.
Prof. Sonny B. Colona of AIM discussed the Social Impact of Disasters. Mr. Paul Gwyn Pagaran discussed the Disaster Management in the Philippines. The Regional Scenario For Disaster Management was discussed by Mr. Bekele Geleta, Head of the Delegation For Southeast Asia, IFRC. These above topics were presented to the Red Cross volunteers like the chairman and members of the BOD chapters. The chapter Red Cross Administrators attended another separate sessions in another room of Manila Hotel.
The third and final day of the convention was devoted to the presentation of the overview of the PNRC program, objectives, strategic directions and goals and the various services like the blood service. Before adjournment, award ceremonies were done.
In Western Visayas, Antique chapter was awarded the “Best In Disaster Management Service.” The chapter of the year Award went to Rizal for Category I, Laguna – Category II and La Union-San Fernando – Category III. Best Blood Service went to Zamboanga City, Best Regional Blood Center – Mindanao Regional Blood Center, Best in Safety Services, and Best in Social Services-Laguna and Best in Red Cross Youth Service and Best In Community Health & Nursing Services-Rizal chapter.
Earlier, Zamboanga City chapter was awarded the Silver Humanitarian Service Cross and the late Raymundo S. Punongbayan was awarded the Bayani Medal (Gold).
In all his pronouncements, Chairman Richard J. Gordon stressed “integrity” in the PNRC with the Number I humanitarian services. /MP
