Municipal Representatives at ARC


As of June 30, 2011, Aklan Rehabilitation Center (ARC) in Nalook, Kalibo, Aklan has 269 "detained prisoners". This is apart from the detained prisoners of the Bureau of Jail Management and Penology (BJMP) also in Nalook, Kalibo.


ARC is LGU Aklan owned and managed while the BJMP is of the national government under the Department of Justice. This column is yet to secure some data in the BJMP as to the number of detained prisoners.


Of the 269 detained prisoners in ARC, 50 were released and 30 were bounded or transferred to other prison camps as their cases had been decided and given their respective penalties.


Of the 187 still in ARC, 22 of them are from other places. Only 167 are Aklanons. The 22 detained prisoners came from Capiz – 3; Iloilo City – 8; Iloilo Province – 3; Pandan – 2; and Sebaste – 1 in Antique; Ormoc City – 1; Naga City – 1; Negros Occ. – 1; Las PiƱas – 1; and Manila – 1.


Among the 17 towns in Aklan, Altavas has zero detained prisoner in ARC. As ranked, Kalibo ranks first with 46 detained prisoners; Banga second – 17; Libacao third – 15; Balete and New Washington fourth with 12 each; and 5th are Malinao and Makato with 9 detained prisoners each.


The representatives to the ARC from the other towns are: Batan–5; Buruanga–4; Ibajay–7; Lezo–3; Madalag–4; Malay–5; Nabas–7; Numancia–5; and Tangalan–4.


These 269 detained prisoners are charged of various crimes like frustrated homicide, murder, frustrated murder, violation of RA 9165, attempted murder, rape, qualified theft, attempted homicide, violation of gun ban, robbery, violation of RA 9208, arson, grave threats, violation of liquor ban, parricide, and adultery among others.


TB In Negros


Cases of tuberculosis (TB) in Negros Occidental, both in the mortality and morbidity rates, has been favorably decreasing since 2007, said Lorna L. Garde, program coordinator of the National Tuberculosis Program in Negros Occidental.
 

Mortality rate is measured and obtained as to the number of deaths per 1,000 population and as to the number of illnesses or diseases per 1,000 population.
 

TB is caused by mycobacterium bacilli. It can be acquired through droplets of saliva. TB is in the top 10 leading causes of deaths and illnesses among the Filipinos the Department of Health had identified. TB can best be prevented with proper hygiene, good nutrition, proper diet and body exercise, clean and stress-free environment, enough rest and sleep, annual X-ray or radiologic study, sputum exam or smearing, and vitamin C supplementation.
 

In Negros, mortality rates in 2007 was at ranked 3rd, 5th in 2008, and 7th in 2009 and 2010. The morbidity rates for the years 2007 to 2010 were 7th, 8th, 9th and 10th respectively according to the report of George M. Dela Cruz of the PNS.

TB In Aklan


In Aklan, the control of TB is among the priority health projects of Aklan LGU. The Rotary Club of Kalibo has also adopted TB control among children in Aklan as one of the thrusts. This Rotary project is led by Dr. Arnold Jayme, the lone medical practitioner in Aklan specializing on pulmonary disease among children.


Vote Recount


In Iloilo City, the COMELEC will recount the votes in the 86 of the 344 clustered precincts. The recounts is estimated to be completed in five days.


The recount is brought about by the father and son Raul Gonzales, Sr. and Raul Gonzales, Jr. petition to the Supreme Court docheted as HRET Case No. 10 - 043. Supreme Court Associate Justice Conchita Carpio Morales issued the recount order. /MP
