The Provincial Government of Aklan under the leadership of Governor Carlito S. Marquez, thru the Provincial Population Office (PPO) headed by Arturo P. Teodosio, Jr., conducted a 3-day live-in training for 26 newly designated Barangay Population Officers (BPOs). They came from 13 different municipalities of Aklan, namely: Altavas, Balete, Banga, Batan, Ibajay, Kalibo, Libacao, Lezo, Madalag, Makato, Malinao, New Washington, and Tangalan. The training was held at the Agricultural Training Institute, ASU, Banga, Aklan on Sept. 16 – 19, 2008.
These BPOs were designated by their respective Barangay Captains as barangay focal persons for population and development programs, projects, services and activities.
The BPO’s Basic Training course aimed to orient the BPOs on the Philippine Population Management Program (PPMP), Responsible Parenting Movement (RPM), and Natural Family Planning (NFP); to equip them with the right knowledge, attitudes and skills (KAS) on the effective implementation of population and development program; and to orient them on their tasks and functions as agents of positive change in the barangay.
The training team was composed of the Head Trainer, Angelita Tanong-tanong, Regional Training Coordinator-POPCOM 6; Roilo Vincent Laguna, Youth Peer Educator-Iloilo; Arturo P. Teodosio, Jr. Provincial Government Department Head; Mechellen N. Idala; Rowena A. Abueg; Rosario Rowena R. Sauza; Paul Adrian M. Pelayo; and Beverly L. Tropa, all PPO staff.
As host municipality, Edilberto Macahilig, secretary to the Mayor, welcomed the participants and the training team in behalf of Mayor Antonio T. Maming. Atty. Diego M. Luces, Provincial Administrator, delivered the inspiring message of Governor Carlito S. Marquez, who needed to attend to three important meetings at that time.
Engr. Marvin R. Relado, Project Development Officer I/Municipal Population Officer-Designate of LGU Banga, assisted in the power point presentation, acted as master of ceremony and delivered the closing remarks at the end of the training.
One of the highlights of the training was the Action Plan per barangay and the signing of Pledge of Commitment by the BPOs’ support and advocacy on the propagation and implementation of population and development program in their respective barangays.
During the closing activity, the BPOs expressed their appreciation for the unique training modules and methodologies. As trained BPOs, they were given Certificates of Participation and Identification Cards (Ids) as proofs that they have undergone training and are volunteers for population and development program in the Province.
In 2007, the PPO had conducted the first batch of training for the 40 BPOs of Buruanga, Malay and Kalibo in coordination with the Regional Population Office 6 and the Local Government Unit of Malay. To date, trained BPOs totaled to 66. It is hoped that all the 237 barangays of the 17 municipalities of Aklan will have their respective BPOs who will federate themselves and serve as the strong hold of population and development programs, projects, services and activities in the barangay, municipal and provincial levels. /MP
