NFA Palay Buying In Full Swing


The National Food Authority – Aklan headed by Provincial Manager Pablito G. Gemarino, intensifies its palay procurement in Aklan. This is a year-round activity to ensure food security in times of emergency or calamity; to provide ready market for the farmer’s harvest; to stabilize farm gate price in the locality; and to serve as safety net against possible unfair business practice in the open market.
For wider service coverage, the local office conducts palay buying activity through in-warehouse at the Aklan Grains Center Warehouse, Linabuan Sur, Banga, Aklan and through in-field facilitated by two (2) mobile procurement teams.
The current support price for clean and dry palay is P10.00 per kilogram. Incentives added include Delivery of P0.10 per kilogram, Drying of 0.15 per kilogram. Cooperative Development Incentive Fee (CDIF) of P0.25 per kilogram is granted to Farmer Organizations/Cooperative. The maximum amount an individual farmer can get by selling to NFA in the warehouse is P10.25 per kilogram. On the other hand, if the transaction is thru the Mobile Team, the maximum price is P10.15 per kilogram. Meanwhile, accredited FOs/Cooperatives get a maximum amount of P10.50 per kilogram or P10.40 per kilogram depending upon the location of the purchase.
The Aklan Grains Center Warehouse is open from Monday to Friday to accept palay deliveries of farmers. The Mobile Procurement Teams are scheduled as follows: Monday – Altavas and Makato, Tuesday – Malinao and Makato, Wednesday – Lezo and Tangalan, and Thursday and Friday – Ibajay. The NFA Aklan targets 24,000 bags of palay to buy from September to December 2006.
Post-harvest services needed by farmers like drying are available at NFA Aklan for a minimal fee. Advance notice is appreciated for reference of the mechanical plant supervisor, Mr. Eliseo R. Semitara.
Farmers are required to have Farmer’s/Master Passbook to sell palay to NFA. However, farmers making their first palay delivery of not more than 50 bags are accepted without farmer’s passbook but will be required already on their subsequent transactions. The NFA office assures farmer’s passbook applicants and those renewees that processing/revalidation of same will be made simple and easy.
