Hon. Victor Fernandez is the new municipal mayor of Lezo, Aklan. He assumed the position last Tuesday, September 12, 2006, some three days after the incumbent Mayor of Lezo, Hon. Fred Arcenio missed to report to his office since Friday, September 8, 2006.
Mayor Fred Arcenio was tagged as the principal suspect in the killing of Mr. Herson Hinolan, also known as Bombo Boy Hinolan, the station manager of DYIN, Bombo Radyo. Bombo Boy died of multiple gun shot wounds in the hospital on November 13, 2004, almost two years ago.
On September 7, 2006 Order of Hon. Virgilio Luna Paman, presiding judge of Branch 7, Regional Trial Court, Kalibo, Aklan, found probable cause to the charge of murder against Mayor Fred Arcenio of Lezo, Aklan.
In his order, Judge Paman stated, "the evidence presented during the preliminary investigation and re-investigation, the court finds probable cause for the issuance of warrant of arrest against the accused for murder. Hence, the warrant of arrest order to Mayor Fred Arcenio in Criminal Case No. 7457. The murder case is non bailable.
Since the municipal building of Lezo is under reconstruction, OIC – Mayor Victor Fernandez is holding office in his house. "This is also for my security as the people of Lezo are tensed and under stressed today.
Mayor Fernandez was the Mayor of Lezo for nine years 1995 – 2004. After his third term, he ran for vice mayor with Mayor Fred Arcenio as his running mate. But it did not take long until his relation became sour. It was aggravated in November 2004 when Mayor Arcenio pointed to Vice Mayor Victor Fernandez as the person who furnished Mayor Arcenio’s picture to the PNP.
