Police Arrests Ex-Cafgu Member For Illegal Possession of Guns

A 50-year-old kagawad of Brgy. Palay, Batan, Aklan was arrested by a joint elements of the 601st Provincial Mobile Group, Aklan Provincial Police Office (APPO) and the Batan PNP for illegal possession of explosives and high powered firearms.
SPO1 Jose Ituralde said Eduardo Ulay, a former member of the Citizens Armed Forces Geographical Unit (Cafgu), was apprehended at around 1:30 p.m. on August 31, 2006 in Sitio Kulabnog, Brgy. Palay, Batan, about 50 kilometers east of the capital town of Kalibo following reports of indiscriminate firing in the area.
Police Supt. William Macavinta, acting Aklan police director, led his Special Weapons and Tactics (SWAT) team in clearing the area and accosted Ulay while brandishing his weapons. "We saw him (Ulay) holding an M-16 armalite rifle loaded with live ammunitions. He is wearing a complete camouflage uniform with name cloth ARMY on it," SWAT member PO1 Enrique Quitong said.
Recovered from Ulay’s possession were one 45 caliber pistol with a magazine loaded with seven live ammunitions tucked on his waist, a fragmentation grenade on his pocket, and a belt bag containing four short magazine for M-16 armalite rifle loaded with 20 live ammunitions, Ituralde reported. It was learned that Ulay is also a caretaker of a fishpond when security guards from the adjacent fishpond and residents in the area complained of his indiscriminate firing, the police said. Upon his arrest, Ulay was brought at the Kalibo PNP station for safekeeping.
On September 1, Ulay was charged of illegal possession of explosives under Section 3 of Presidential Decree 1866. A bail bond of P200,000 was recommended. Second Assistant Provincial Prosecutor Joan Ibutnande also recommended a bail of P80,000 for Ulay for illegal possession of high-powered firearms.
Ulay is presently detained at the Bureau of Jail Management and Penology (BJMP) at Brgy. Nalook, Kalibo. /MP mailto:madyaas_pen@yahoo.com
